Border crossings and crossing the border by travelers are elements affecting the development of cross-border cooperation in every aspect of it. To build lasting cooperation and partnership between communities in border regions, border openness is important, i.e. possibly the greatest ease in crossing it. Providing security in border functioning is also important, so that border crime (smuggling of goods and people, drugs and gun trafficking) does not overshadow the cross-border cooperation and building good neighbourly relations. This is particularly important in this case as the project concerns the eastern border of not only Poland but also the EU / Schengen zone. These challenges are taken in this project. In terms of substantive scope, the development of infrastructure is the border crossing point in Zosin (including the construction of 3 new clearance lanes), which "opens" the border. In addition, modern equipment which will be delivered will effectively help border guards ensure security at the border. The project allows for the exchange of good practice and experience between Polish and Ukrainian border guards. A characteristic feature of the project, emphasizing its essence for building strong cross-border connections, important not only for border communities but for all citizens of the European Union and Ukraine, is a very broad target group, namely: Lublin Executive Board for Maintenance of Border Crossings in Chelm, State Fiscal Service of Ukraine, border services (customs service and border guard service), all persons crossing the border. The circle of beneficiaries of the project is also wide and consists of all persons mentioned as target groups and inhabitants of Hrubieszowski Poviat / Lublin Province (Poland) and Vladimir Region / District Volyn (Ukraine) (Polish)

Le passage des frontières et le franchissement de la frontière par les voyageurs sont des éléments qui influent sur le développement de la coopération transfrontalière dans tous ses aspects. Pour construire une coopération et un partenariat durables entre les communautés des régions frontalières, l’ouverture aux frontières est importante, c’est-à-dire peut-être la plus grande facilité à franchir. Il est également important d’assurer la sécurité dans le fonctionnement des frontières, de sorte que la criminalité transfrontalière (trafic de marchandises et de personnes, trafic de stupéfiants et d’armes à feu) n’échappe pas à la coopération transfrontalière et à l’établissement de bonnes relations de voisinage. Cela est particulièrement important en l’espèce, étant donné que le projet concerne la frontière orientale non seulement de la Pologne, mais aussi de la zone UE/Schengen. Ces défis sont abordés dans ce projet. En ce qui concerne le champ d’application matériel, le développement des infrastructures est le point de passage frontalier de Zosin (y compris la construction de 3 nouvelles voies de dédouanement), qui «ouvre» la frontière. En outre, les équipements modernes qui seront livrés aideront efficacement les gardes-frontières à assurer la sécurité à la frontière. Le projet permet l’échange de bonnes pratiques et d’expériences entre les gardes-frontières polonais et ukrainiens. L’une des caractéristiques du projet, qui met l’accent sur son essence pour l’établissement de liaisons transfrontalières fortes, importantes non seulement pour les communautés frontalières, mais aussi pour tous les citoyens de l’Union européenne et de l’Ukraine, est un groupe cible très large, à savoir: Conseil exécutif de Lublin pour l’entretien des franchissements des frontières à Chelm, Service fiscal de l’État d’Ukraine, services frontaliers (service douanier et service de garde-frontières), toutes les personnes qui franchissent la frontière. Grenzübertritte und Grenzübertritte durch Reisende sind Elemente, die die Entwicklung der grenzüberschreitenden Zusammenarbeit in allen Aspekten dieser Zusammenarbeit beeinflussen. Um eine dauerhafte Zusammenarbeit und Partnerschaft zwischen den Gemeinschaften in Grenzregionen aufzubauen, ist die Grenzoffenheit wichtig, d. h. die größte Erleichterung beim Überschreiten. Die Gewährleistung der Sicherheit beim Funktionieren der Grenzen ist ebenfalls wichtig, damit Grenzkriminalität (Schmuggel von Gütern und Menschen, Drogen- und Waffenhandel) die grenzüberschreitende Zusammenarbeit nicht überschatten und gute Nachbarschaftsbeziehungen aufbauen kann. Dies ist in diesem Fall besonders wichtig, da das Projekt nicht nur die Ostgrenze Polens, sondern auch die EU/Schengen-Zone betrifft. Diese Herausforderungen werden in diesem Projekt übernommen. Inhaltlich gesehen ist der Ausbau der Infrastruktur der Grenzübergangspunkt in Zosin (einschließlich des Baus von drei neuen Fahrspuren), die die Grenze „öffnet“. Darüber hinaus wird die moderne Ausrüstung, die geliefert werden soll, den Grenzschutzbeamten wirksam helfen, die Sicherheit an der Grenze zu gewährleisten. Das Projekt ermöglicht den Austausch bewährter Verfahren und Erfahrungen zwischen polnischen und ukrainischen Grenzschutzbeamten. Grensoverschrijdingen en grensoverschrijdingen door reizigers zijn elementen die van invloed zijn op de ontwikkeling van grensoverschrijdende samenwerking in elk aspect ervan. Om duurzame samenwerking en partnerschap tussen gemeenschappen in grensregio’s tot stand te brengen, is grensopenheid belangrijk, dat wil zeggen het grootste gemak bij het oversteken ervan. Het is ook van belang dat grenscriminaliteit (smokkel van goederen en mensen, drugs- en wapenhandel) de grensoverschrijdende samenwerking niet overschaduwt en goede nabuurschapsbetrekkingen tot stand brengt. Dit is bijzonder belangrijk in dit geval, aangezien het project niet alleen betrekking heeft op de oostelijke grens van Polen, maar ook op de EU/Schengenzone. Deze uitdagingen worden in dit project aangepakt. Wat de materiële werkingssfeer betreft, is de ontwikkeling van infrastructuur de grensdoorlaatpost in Zosin (met inbegrip van de aanleg van 3 nieuwe doorgangen), die de grens „opent”. Bovendien zal moderne uitrusting die zal worden geleverd, de grenswachten effectief helpen de veiligheid aan de grens te waarborgen. Het project maakt de uitwisseling van goede praktijken en ervaringen tussen Poolse en Oekraïense grenswachten mogelijk. Een karakteristiek kenmerk van het project, waarbij de nadruk wordt gelegd op de essentie ervan voor het opbouwen van sterke grensoverschrijdende verbindingen, niet alleen van belang voor grensgemeenschappen, maar voor alle burgers van de Europese Unie en Oekraïne, is een zeer brede doelgroep, namelijk: De raad van bestuur van Lublin voor het onderhoud van grensoverschrijdingen in Chelm, de belastingdienst van Oekraïne, grensdiensten (douanedienst en grensbewaking), alle personen die de grens overschrijden. De kring van begunstigden van het project is ook breed en bestaat uit alle personen die als doelgroepen en inwoners van de provincie Hrubieszowski Poviat/Lublin (Polen) en Vladimir/District Volyn (Oekraïne) worden genoemd. L'attraversamento delle frontiere e l'attraversamento della frontiera da parte dei viaggiatori sono elementi che incidono sullo sviluppo della cooperazione transfrontaliera in tutti gli aspetti della stessa. Per costruire una cooperazione e un partenariato duraturi tra le comunità delle regioni frontaliere, l'apertura delle frontiere è importante, vale a dire la maggiore facilità di attraversamento. È inoltre importante garantire la sicurezza nel funzionamento delle frontiere, in modo che la criminalità transfrontaliera (il traffico di merci e di persone, il traffico di droga e di armi) non offuschi la cooperazione transfrontaliera e non crei buone relazioni di vicinato. Ciò è particolarmente importante in questo caso in quanto il progetto riguarda il confine orientale non solo della Polonia, ma anche della zona UE/Schengen. Queste sfide sono affrontate in questo progetto. In termini di portata sostanziale, lo sviluppo delle infrastrutture è il valico di frontiera di Zosin (compresa la costruzione di 3 nuove corsie di sdoganamento), che "apre" il confine. Inoltre, le attrezzature moderne che saranno fornite aiuteranno efficacemente le guardie di frontiera a garantire la sicurezza alle frontiere. Il progetto consente lo scambio di buone pratiche ed esperienze tra le guardie di frontiera polacche e ucraine. Una caratteristica del progetto, che sottolinea la sua essenza per la costruzione di forti collegamenti transfrontalieri, importante non solo per le comunità frontaliere, ma per tutti i cittadini dell'Unione europea e dell'Ucraina, è un gruppo di destinatari molto ampio, vale a dire: Comitato esecutivo di Lublino per la manutenzione dei valichi di frontiera a Chelm, servizio fiscale statale dell'Ucraina, servizi di frontiera (servizio doganale e servizio di guardia di frontiera), tutte le persone che attraversano la frontiera. Anche la cerchia dei beneficiari del progetto è ampia e comprende tutte le persone menzionate come gruppi destinatari e gli abitanti della provincia di Hrubieszowski Poviat/Lublin (Polonia) e della regione Vladimir/Distrettuale Volyn (Ucraina) (Italian)

El cruce de fronteras y el cruce de la frontera por los viajeros son elementos que afectan al desarrollo de la cooperación transfronteriza en todos los aspectos de la misma. Para construir una cooperación y una asociación duraderas entre las comunidades de las regiones fronterizas, la apertura de las fronteras es importante, es decir, posiblemente la mayor facilidad para cruzarla. También es importante garantizar la seguridad en el funcionamiento de las fronteras, de modo que la delincuencia fronteriza (el tráfico ilícito de mercancías y personas, el tráfico de drogas y el tráfico de armas) no eclipse la cooperación transfronteriza y la creación de buenas relaciones de vecindad. Esto es especialmente importante en este caso, ya que el proyecto se refiere no solo a la frontera oriental de Polonia, sino también a la zona UE/Schengen. Estos desafíos se abordan en este proyecto. En términos de alcance sustantivo, el desarrollo de la infraestructura es el paso fronterizo de Zosin (incluida la construcción de 3 nuevos carriles de limpieza), que «abrirá» la frontera. Además, los equipos modernos que se suministrarán ayudarán eficazmente a los guardias de fronteras a garantizar la seguridad en la frontera.
