Проектът отговаря на потребностите за осигуряване на подходяща обучителна среда на българските магистрати и други лица, работещи в сферата на правосъдието като предпоставка за ефективно прилагане на европейското право и установените стандарти за защита правата на човека. Предвидените дейности по проекта са насочени към подобрено прилагане на европейската правна рамка от българската съдебна система, предвидено като резултат 2 от Програмна област 21 по програма "Правосъдие", Норвежки финансов механизъм 2014-2021. Дейността по надграждане и укрепване на магистратския форум по права на човека е отражение на повишения капацитет на националните магистрати да прилагат европейското право и основните инструменти за защита правата на човека на национално ниво. Разработването на самообучителни ресурси и на иновативен модел за обучение на работното място и надграждането на форума по права на човека са израз на модерната визия за съдебното обучение в европейски контекст, интегрираща го в работна среда. Предвиденото използване на иновативни обучителни формати по проекта способства за активно ангажиране на обучаемите в учебния процес и насърчава взаимодействието и обмяната на опит помежду им като важен инструмент за развитие на компетенции в професионална среда. Основните целеви групи на проекта са съдии, прокурори, следователи, кандидати за младши съдии, младши прокурори и младши следователи, членове на Висшия съдебен съвет, главния инспектор и инспекторите от Инспектората към ВСС, държавни съдебни изпълнители, съдии по вписванията, съдебни и прокурорски помощници, съдебни служители, съдебни заседатели, инспектори от Инспектората на министъра на правосъдието по ЗСВ, други служители на МП, адвокати, нотариуси, вещи лица, служители на МВР, на администрацията и контролните органи в случаите, когато изпълнението на дейностите обосновава необходимостта от специфична експертиза и обмен на опит с оглед ефективна защита на основните права и правилно прилагане на правото на ЕС. The project responds to the needs for ensuring an appropriate training environment for Bulgarian magistrates and other persons working in the field of justice as a prerequisite for effective implementation of European law and established standards for the protection of human rights. The activities envisaged under the project are aimed at improving the implementation of the European legal framework by the Bulgarian judicial system, envisaged as result 2 of Programme Area 21 under the Justice Programme, Norwegian Financial Mechanism 2014-2021. The work to build on and strengthen the Magistracy Forum on Human Rights reflects the increased capacity of national magistrates to implement European law and the main human rights protection instruments at national level. The development of self-learning resources and an innovative model for on-the-job training and the upgrade of the Human Rights Forum are an expression of the modern vision of judicial training in a European context integrating it into a working environment. The envisaged use of innovative training formats under the project facilitates active involvement of learners in the learning process and promotes interaction and exchange of experience between them as an important tool for developing competences in a professional environment. The main target groups of the project are judges, prosecutors, investigators, candidates for junior judges, junior prosecutors and junior investigators, members of the Supreme Judicial Council, the chief inspector and inspectors from the Inspectorate of the SJC, state bailiffs, registry judges, judicial and prosecutorial assistants, judicial officers, jury inspectors, inspectors from the Inspectorate of the Minister of Justice under the ZSV, other officials of the Ministry of Justice, lawyers, notaries, experts, officials of the Ministry of Interior, administration and supervisory bodies in cases where the implementation of the activities justifies the need for specific expertise and exchange of experience with a view to effective protection of fundamental rights and proper application of EU law. Le projet répond à la nécessité d’assurer un environnement de formation approprié aux magistrats bulgares et aux autres personnes travaillant dans le domaine de la justice, condition préalable à la mise en œuvre effective du droit européen et des normes établies pour la protection des droits de l’homme. Les activités envisagées dans le cadre du projet visent à améliorer la mise en œuvre du cadre juridique européen par le système judiciaire bulgare, comme le prévoit le deuxième domaine de programme 21 dans le cadre du programme «Justice», le mécanisme financier norvégien 2014-2021. Les travaux visant à développer et à renforcer le Forum de la magistrature sur les droits de l’homme reflètent la capacité accrue des magistrats nationaux à mettre en œuvre le droit européen et les principaux instruments de protection des droits de l’homme au niveau national. Le développement de ressources d’auto-apprentissage et un modèle innovant de formation en cours d’emploi et de mise à niveau du Forum des droits de l’homme sont l’expression de la vision moderne de la formation judiciaire dans un contexte européen qui l’intègre dans un environnement de travail. L’utilisation envisagée de formats de formation innovants dans le cadre du projet facilite la participation active des apprenants au processus d’apprentissage et favorise l’interaction et l’échange d’expériences entre eux en tant qu’outil important pour développer les compétences dans un environnement professionnel. Les principaux groupes cibles du projet sont les juges, les procureurs, les enquêteurs, les candidats aux postes de juges subalternes, les procureurs subalternes et les enquêteurs subalternes, les membres du Conseil supérieur de la magistrature, l’inspecteur en chef et les inspecteurs de l’Inspection du ministère de la justice, les huissiers de justice, les juges d’état, les assistants judiciaires et les procureurs, les officiers de justice, les inspecteurs des jurys, les inspecteurs de l’inspection du ministre de la justice relevant du ZSV, les autres fonctionnaires du ministère de la justice, les avocats, les notaires, les experts, les fonctionnaires du ministère de l’intérieur, l’administration et les organes de surveillance lorsque la mise en œuvre des activités justifie la nécessité d’une expertise spécifique et l’échange d’expériences en vue d’une protection efficace des droits fondamentaux et d’une application correcte du droit de l’UE. Das Projekt trägt den Erfordernissen Rechnung, dass bulgarische Richter und andere Personen, die im Bereich Justiz tätig sind, als Voraussetzung für eine wirksame Umsetzung des europäischen Rechts und der festgelegten Standards für den Schutz der Menschenrechte ein geeignetes Ausbildungsumfeld gewährleisten müssen. Die im Rahmen des Projekts geplanten Maßnahmen zielen darauf ab, die Umsetzung des europäischen Rechtsrahmens durch das bulgarische Justizsystem zu verbessern, das als Ergebnis 2 des Programmbereichs 21 im Rahmen des Programms „Justiz“ des norwegischen Finanzierungsmechanismus 2014-2021 vorgesehen ist. Die Bemühungen um den Aufbau und die Stärkung des Magistracy Forum on Human Rights spiegeln die gesteigerte Fähigkeit der nationalen Richter zur Umsetzung des europäischen Rechts und der wichtigsten Instrumente zum Schutz der Menschenrechte auf nationaler Ebene wider. Die Entwicklung von selbstlernenden Ressourcen und ein innovatives Modell für die Ausbildung am Arbeitsplatz und die Aufwertung des Menschenrechtsforums sind Ausdruck der modernen Vision der justiziellen Aus- und Fortbildung in einem europäischen Kontext, der sie in ein Arbeitsumfeld integriert. Die geplante Nutzung innovativer Ausbildungsformate im Rahmen des Projekts erleichtert die aktive Einbeziehung der Lernenden in den Lernprozess und fördert die Interaktion und den Erfahrungsaustausch zwischen ihnen als wichtiges Instrument für die Entwicklung von Kompetenzen in einem professionellen Umfeld. Die wichtigsten Zielgruppen des Projekts sind Richter, Staatsanwälte, Ermittler, Kandidaten für Juniorrichter, Juniorstaatsanwälte und Junior-Ermittler, Mitglieder des Obersten Justizrats, der Chefinspektor und Inspektoren des SJC-Inspektors, Staatsvollzieher, Registerrichter, Justiz- und Staatsanwaltschaftsassistenten, Justizbeamte, Juryinspektoren, Inspektoren des Justizministers im Rahmen des ZSV. andere Beamte des Justizministeriums, Rechtsanwälte, Notare, Sachverständige, Beamte des Innenministeriums, Verwaltungs- und Aufsichtsorgane in Fällen, in denen die Durchführung der Tätigkeiten die Notwendigkeit eines spezifischen Fachwissens und des Erfahrungsaustauschs im Hinblick auf einen wirksamen Schutz der Grundrechte und die ordnungsgemäße Anwendung des EU-Rechts rechtfertigt. Het project beantwoordt aan de behoeften aan een passende opleidingsomgeving voor Bulgaarse magistraten en andere personen die werkzaam zijn op het gebied van justitie, als voorwaarde voor een doeltreffende tenuitvoerlegging van de Europese wetgeving en vastgestelde normen voor de bescherming van de mensenrechten. De in het kader van het project geplande activiteiten zijn gericht op het verbeteren van de tenuitvoerlegging van het Europese rechtskader door het Bulgaarse rechtsstelsel, dat wordt beoogd als resultaat 2 van programmagebied 21 in het kader van het programma Justitie, het Noorse financieel mechanisme 2014-2021. De werkzaamheden om voort te bouwen op en te versterken van het Magistracy Forum on Human Rights weerspiegelt de toegenomen capaciteit van nationale magistraten om het Europees recht en de belangrijkste instrumenten voor de bescherming van de mensenrechten op nationaal niveau ten uitvoer te leggen. De ontwikkeling van zelflerende middelen en een innovatief model voor opleiding op de werkplek en de modernisering van het mensenrechtenforum zijn een uiting van de moderne visie op justitiële opleiding in een Europese context waarin deze in een werkomgeving wordt geïntegreerd. Het beoogde gebruik van innovatieve opleidingsformaten in het kader van het project vergemakkelijkt de actieve betrokkenheid van lerenden bij het leerproces en bevordert interactie en uitwisseling van ervaringen tussen hen als belangrijk instrument voor de ontwikkeling van competenties in een professionele omgeving. De voornaamste doelgroepen van het project zijn rechters, openbare aanklagers, onderzoekers, kandidaten voor junior rechters, junior aanklagers en junior onderzoekers, leden van de Hoge Raad van Justitie, de hoofdinspecteur en inspecteurs van de Inspectie van de SJC, staatsdeurwaarders, registerrechters, justitieel en openbaar aanklagers, gerechtelijke functionarissen, juryinspecteurs, inspecteurs van de Inspectie van de minister van Justitie in het kader van de ZSV, andere ambtenaren van het ministerie van Justitie, advocaten, notarissen, deskundigen, ambtenaren van het ministerie van Binnenlandse Zaken, administratie- en toezichthoudende organen in gevallen waarin de uitvoering van de activiteiten de noodzaak rechtvaardigt van specifieke deskundigheid en uitwisseling van ervaringen met het oog op een doeltreffende bescherming van de grondrechten en een correcte toepassing van het EU-recht. Il progetto risponde alle esigenze di garantire un ambiente di formazione adeguato per i magistrati bulgari e le altre persone che operano nel settore della giustizia quale prerequisito per un'attuazione efficace del diritto europeo e norme stabilite per la tutela dei diritti umani. Le attività previste nell'ambito del progetto sono volte a migliorare l'attuazione del quadro giuridico europeo da parte del sistema giudiziario bulgaro, previsto come risultato 2 del settore del programma 21 nell'ambito del programma Giustizia, meccanismo finanziario norvegese 2014-2021. I lavori volti a sviluppare e rafforzare il Forum sulla magistratura sui diritti umani rispecchiano la maggiore capacità dei magistrati nazionali di attuare il diritto europeo e i principali strumenti di protezione dei diritti umani a livello nazionale. Lo sviluppo di risorse di autoapprendimento e un modello innovativo per la formazione sul posto di lavoro e il potenziamento del Forum sui diritti umani sono espressione della visione moderna della formazione giudiziaria in un contesto europeo che la integra in un ambiente di lavoro. L'uso previsto di formati di formazione innovativi nell'ambito del progetto facilita il coinvolgimento attivo dei discenti nel processo di apprendimento e promuove l'interazione e lo scambio di esperienze tra di loro come uno strumento importante per sviluppare le competenze in un ambiente professionale. I principali gruppi destinatari del progetto sono giudici, pubblici ministeri, investigatori, candidati per giudici junior, procuratori junior e investigatori junior, membri del Consiglio superiore della magistratura, l'ispettore capo e gli ispettori dell'Ispettorato del CSM, ufficiali giudiziari, magistrati di registro, assistenti giudiziari e pubblici ministeri, ufficiali giudiziari, ispettori della giuria, ispettori dell'Ispettorato del ministro della giustizia sotto la ZSV, altri funzionari del ministero della Giustizia, avvocati, notai, esperti, funzionari del ministero dell'Interno, degli organi di amministrazione e di controllo nei casi in cui l'attuazione delle attività giustifichi la necessità di competenze specifiche e di scambi di esperienze ai fini di un'efficace tutela dei diritti fondamentali e di una corretta applicazione del diritto dell'UE. El proyecto responde a las necesidades de garantizar un entorno de formación adecuado para los magistrados búlgaros y otras personas que trabajan en el ámbito de la justicia como requisito previo para la aplicación efectiva del Derecho europeo y las normas establecidas para la protección de los derechos humanos. Las actividades previstas en el marco del proyecto tienen por objeto mejorar la aplicación del marco jurídico europeo por parte del sistema judicial búlgaro, prevista como resultado del 2 del ámbito del programa 21 en el marco del Programa Justicia, Mecanismo Financiero Noruego 2014-2021. La labor para desarrollar y fortalecer el Foro de la Magistratura sobre Derechos Humanos refleja el aumento de la capacidad de los magistrados nacionales para aplicar la legislación europea y los principales instrumentos de protección de los derechos humanos a nivel nacional. El desarrollo de recursos de autoaprendizaje y un modelo innovador de formación en el empleo y la mejora del Foro de Derechos Humanos son una expresión de la visión moderna de la formación judicial en un contexto europeo que la integra en un entorno de trabajo. El uso previsto de formatos de formación innovadores en el marco del proyecto facilita la participación activa de los alumnos en el proceso de aprendizaje y promueve la interacción y el intercambio de experiencias entre ellos como una herramienta importante para el desarrollo de competencias en un entorno profesional. Los principales grupos destinatarios del proyecto son jueces, fiscales, investigadores, candidatos a jueces subalternos, fiscales subalternos e investigadores subalternos, miembros del Consejo Superior de la Magistratura, el inspector jefe y los inspectores de la Inspección de la SJC, agentes judiciales estatales, jueces de registro, auxiliares judiciales y fiscales, funcionarios judiciales, inspectores del jurado, inspectores de la Inspección del Ministro de Justicia en virtud de la ZSV, otros funcionarios del Ministerio de Justicia, abogados, notarios, expertos, funcionarios del Ministerio del Interior, órganos de administración y supervisión en los casos en que la ejecución de las actividades justifique la necesidad de conocimientos específicos e intercambio de experiencias con vistas a la protección efectiva de los derechos fundamentales y la correcta aplicación del Derecho de la UE.
