The border regions of Latvia, Lithuania and Belarus have to deal with similar environmental problems, one of the most reoccurring and inevitable being floods. The partners of the project are primary institutions to respond to this type of disasters. They represent eligible regions of the Programme and have a history of successful cooperation in emergency prevention and management. Partners of this projects are State Fire and Rescue Service of Latvia (LB), Fire and Rescue Department under the Ministry of the Interior of the Republic of Lithuania (B2) and Establishment Vitebsk regional department of the Ministry of Emergency situations (B3). The project contributes to general objective of increasing environmental safety in the region, since improved skills and capacities to deal with such natural disasters will also help to decrease pollution and general environmental damage resulting from floods. Following activities must be included: 1) Personnel trained (incl. first responders and divers) skills and methods of respond to flood threats; 2) Partners technical capacities improved 3) Personnel skills, equipment and their interaction tested in a practical exercise; 4) Preventive measures enforced. 5) Guidelines for joint reaction developed. The work will be organized in 4 structured groups of activities (GAs). GA1 - Management, reporting and project visibility; GA2 - Personnel training, joint exercise and guidelines development; GA3 - Equipment purchase; GA4 - Preventive measures. Improvement of both human capacities and technical capabilities, as well as citizen's awareness will make the region more prepared for flood emergencies and decrease subsequent damage and pollution.
