    Euregio Meuse-Rhine has a long and diverse history, characterized by war not so long ago. In the second half of the 20th century, a common identity of the "region of three countries" developed, an identity of freedom of movement, mobility and a common culture. Like all of Europe, the region currently faces the challenge of a vast number of new migrants. Supposedly, this migration from countries with different cultural backgrounds is going to remain a major issue in the near future which will influence the economy as well as the policy of integration in the Euregio. Those dealing with refugees in various fields (teachers, social workers, paramedics, etc.) could not be sufficiently prepared for their task of dealing with refugees adequately and integrating them effectively. The most important questions in this context are: How can these new migrants be introduced to the cultural conditions of the region? How can the language that is spoken in the sub-regions best be taught? How can the refugees qualfications and competences be recognized, how can they be qualified into the labour market as well as into society? How can the dialogue between local stakeholders and refugees be enhanced? The vast number of new migrants and their mobility call for a common European identity to handle the situation in a humane way. The project will profit from the experiences of each of the five sub-regions by taking the partly different strategies of integration into consideration. It will also generate Euregional standards for this training programme and for the implementation of common values. The project aims at facilitating the integration of new migrants into society by improving the qualification of the practitioners. These practitioners dealing with refugees are the target group, i.e. social workers and teachers, and they function as multiplyers. The project will develop a programme of training modules which will help practitioners, whether they are professionals or volunteers, to receive, support, and qualifiy refugees in Euregio Maas-Rhine. These are the steps of the project: 1. Context analysis and state of the art diagnosis of the existing qualifications of professionals and volunteers. A framework of reference for the competences will be defined and an analysis of the strengths and weaknesses will be made. Practitioners in the five sub-regions will be asked what their most urgent training needs are. Formal qualifications and informally acquired competences will be taken into consideration. 2. These training demands and the specific conditions of the region (e.g. similarities of work with refugees in cities or in rural areas independent of nationalities) will be the basis of a differentiated modular training programme, which will then be designed. Both, professional (e.g. language didactics) and general aspects (e.g. intercultural trainings and how to deal with traumatization) will be considered. Various ways of access and use will be catered for, e.g. modern technology such as online parts. One point of emphasis will be to enhance the dialogue between the local population and refugees. 3. Putting the training programme into practice in the five sub-regions in cooperation with the most important organisations (those taking care of refugees wellbeing as well as education centres teaching them language skills and qualifying them). The project aims at equal numbers of professionals and volunteers. 4. Evaluation, optimization and implementation of the training programme. Practitioners and organizations which have taken part will give feedback on the training programme. This feedback will be the basis of a revision of the training programme regarding its contents and its organisational conditions. The revised programme will then be documented in differentiated modules. 5. At the end of the project there will be a conference to present the training programme and make it available for all organisations in the region. It will then be publicised through the media of all the partners. Moreover, it will be presented and made available to organisations of the three countries. (English)
