    Preventing diseases and improving health through physical and therapeutic activities is an imperative of the European and national health policies. At the level of cross-border communities, these policies are “timid” or nonexistent, with negative economic and social consequences, sedentary lifestyle being globally recognized as a major factor for premature death and disease, and social exclusion for persons with disabilities being a factor of social imbalance with negative effects in the sustainable development. Thus, the project aims to increase efficiently the cooperation between local public administrations/governments in the cross-border area Harsova – Shabla, in services on public health focused on prevention and improvement actions. The project proposes new approaches through concrete actions that offer the Romanian-Bulgarian communities facilities for physical exercises to prevent diseases and maintain a state of optimal health throughout life.The new approaches integrate investments in upgrading infrastructure (SPORT FIELD -STADIUM and LOCKER ROOM in HARSOVA TOWN and a SPORT HALL/REHABILITATION CENTER in SHABLA MUNICIPALITY) with investments information, motivation and awareness actions aimed at changing mentalities and attitudes among the population in the cross-border area for increasing physical activities in everyday life for optimum and sustainable health. Medium and long term project results can be translated into savings in the public health system and increased capacity of the workforce. The project proposes an innovative policy that enhances cross-border cooperation and the coordination level of public institutions in the field of public health policies focused on preventing diseases and improving health.
