    Statistics show that a large part of European States, as well as the region in which all three municipalities from the project, in the process of aging considering that life expectancy has extended (76, 3 women and 73, 6 men), and the present population migrate to the larger economic centres. The aging of the population in terms of medical, social and economic progress is a kind of victory. However, aging brings with it challenges for existing social support systems and affects almost all areas of life. The elderly population and members of vunerable groups, which are increasing, especially in rural areas, have difficulties with accessing to the services, systems of social protection and their rights in institutions of this system, on one hand and on the other hand, increasing levels of poverty are also affecting this problem. It is noticeable that the problems associated with providing social and health care of the elderly, persons with disabilities and other vulnerable groups, as well as the population in general, are common to all countries in the region. A particular problem, which is a consequence of the demographic ageing of the population, is the fact that more young people are leaving rural areas and institutions lack the capacity for adequate care and protection of rights of the elderly and the persons with disabilities. The overall objective: Promotion of development and increasing the availability of social security networks in local communities, border areas in order to prevent the isolation of elderly and disabled persons and hold back their dependence on institutional care. The specific objectives of the project: Establish sustainable assistance services in the home to the most endangered old and disabled persons in three Municipaalities in border areas. Preventing social isolation and develop capacity for old and disabled persons and their inclusion in social life of the community. Raising the capacity of social services through the training of new staff in the border rural district in order to reduce unemployment. Project results: 3 Accredited trainings for geronto housewives 1 Program-mapping services of social protection at the local level 2 Association for geronto housewives 22 Daily Clubs 27 Engagements of unemployed persons 2 Protocols of cooperation 2 round tables 4 project Conferences 2 encounters of geronto housewives and users of services 3 vehicles for transport of elderly and disabled persons Target groups: Municipalities covered by the project, relevant institutions, NGOs, associations Old and disabled persons Unemployed persons-Residents in cross-border areas All target groups will benefit from the results achieved in this project.
