The overall objective of the Project is to create better living and education conditions for Lithuanian and Belarusian minorities in Vilnius and Lida cities. Lithuania and Belarus share common history, therefore border regions of these two participating countries, including Vilnius and Lida districts, are inhabited by national minorities (hereinafter referred to as – NM) populations. These minorities share similar aims to preserve and maintain their national traditions, culture and language within foreign countries. In that context LB and B2 have a major impact towards NM’s aims and their quality of life and education. LB de jure and de facto holds the monopoly of educational services provision to the members of BNM. Vilnius Pranciskus Skorina Gymnasium is the only secondary school in Lithuania where education is provided in Belarusian language. LB also unites the Belarusian community (hereinafter referred to as – LB community) – pupils, their parents, teachers and other specialists – and supports its cultural life. B2 holds the monopoly in Lida city, Lida district and entire Grodno region, as it is the only secondary school that provides informal ethnocultural education services related to Lithuanian culture and traditions and organizes informal classes on Lithuanian language and history. Moreover, B2 also helps to unite the Lithuanian community (hereinafter referred to as – B2 community) – pupils, their parents, teachers and other employees. At the same time, both beneficiaries share some joint challenges – the need for the quality of educational services improvement and the demand for the infrastructure that corresponds to the needs of ethnocultural services provided for LB and B2 communities – lessons, public gatherings, celebrations, sports and other events. Moreover, LB’s premises are limited for 189 pupils to attend the school. As the BNM school age children population in Vilnius region is much higher and there is an expressed demand of the Belarusian population to attend Vilnius Pranciskus Skorina Gymnasium, LB faces an urgent need to expand its premises in order to admit more pupils to the school. In this context by implementing this joint Project LB and B2 seek to consolidate their efforts in creating modern infrastructure, which is suitable for ethnocultural activities, to prepare contemporary learning tools, to develop teachers’ competences and new cooperation practices, to organize joint cultural, educational and sports events, and to promote the creative and scientific activities for pupils. The specific objectives of the project are as follows: (1) Improved capacities of teaching staff and social service professionals; (2) Improved infrastructure and conditions for children’s learning and teachers’ work; (3) Strengthened NM communities in Vilnius and Lida.
