The challenges children with disabilities and their families are faced with, as well as the institutional problems that social care service providers are dealing with in Zadar and Mostar are reflected in: 1. lack of cities capacities in dealing with children withe disabilities, regardin the small number of trained therapists per children, non-adequate space & supporting infrastructure and often present architectural barriers; 2. Slow advance in applying new methods & practices in care for children with disabilities; 3. Low inclusion level of children with disabilities who are often ghettoized through facilities and isolated; 4. Low attention given to the parents and families of children with disabilities; For this reasons Zadar and Mostar have taken the initiative to shape new policy of socially inclusive cities for all children, and promote the integration of new practices in cities care for children with disabilities.
