    Project Overview: The Extern – Positive Learning project seeks to specifically engage with a high to medium risk sector of offenders, ex-offenders and homeless people who have offending histories who are the most socially excluded sector within society due to the inherent risks that surround them i.e. dissident activities ,murder, sex offences etc. We will deploy training as a vehicle for the Positive Relations program, (Extern is a registered training provider with awarding bodies such as City & Guilds, British Computer Society, Open College Network etc.). and this will facilitate a high level of sustained contact across communities, including BME communities in Northern Ireland and Ireland. Our trained skills tutors, who are also trained mentors, will work with teams that will comprise 45% of participants from each of the Protestant and Catholic communities and 10% from Ethnic minorities. The participants will be expected to commit to 2-5 days participation on the project over 26 weeks and engage in our Mentoring, soft skills & training pathway plan every eight weeks to give positive feedback, promote their personal development and review their agreed goals. We will also engage with TIDES for their sector specific knowledge in Reconciliation and Positive Relations. This project is the first of its kind focused on offenders to explore their own community prejudices and own civic identity & diversity as they reintegrate back into society. Strategic and Policy Context: This project itself aligns strongly with that of the key statutory partners in both jurisdictions working in the field of criminal justice and the rehabilitation of offenders. There is clear evidence within their range of policies and strategies. Extern Positive Learning will contribute towards the delivery of: Probation Service Ireland’s Strategy on the Management of Offenders, 2016-18. by addressing it key Strategic Aims of “bringing a more joined-up approach to the management of offenders both in prison and in the community”, “building on the multi-agency response to the management of sex offenders, “improving the reintegration and community management of particularly vulnerable offenders” and “advancing North-South co-operation”. In Northern Ireland, Extern - Positive Learning will enable PBNI to deliver on its Corporate Plan, 2014-17 which seeks to: “work collaboratively with partner organisations in justice … to better understand and address mental health issues experienced by offenders; “Develop new approaches to partnerships and collaborative working while seeking best value; “develop innovative ways of using grants to the voluntary and community sector to support work with offenders”.
