ПП „Нова дългосрочна грижа за възрастни и хора с увреждания в община Ловеч - Етап 2 - предоставяне на новите услуги“ е изготвено съобразно изискванията на процедурата и е в контекста на цялостния процес за създаване на възможност за независим живот на възрастните хора и хората с увреждания чрез предоставяне на качествени, достъпни и ефективни междусекторни услуги за дългосрочна грижа, в съответствие с реалните потребности на хората в общността. ПП е в съответствие с Плана за действие за периода 2018-2021г. за изпълнение на Националната стратегия за дългосрочна грижа и е част от цялостния процес на деинституционализация на грижата за хората с увреждания и възрастните хора. ПП ще осигури подкрепа на целевите групи, чрез разкриване на нова услуга за резидентна грижа-Център за грижа за лица с психични разстройства. Услугата ще бъде предоставяна в новоизградената инфраструктура по проект „Подкрепа за деинституционализация на социалните услуги за възрастни и хора с увреждания в гр. Ловеч“ по ОПРР 2014-2020. Центърът е с капацитет от 15 места и цели предоставянето на комплекс от услуги и подкрепа за хора с психични разстройства, които се нуждаят от помощ за извършване на ежедневните си дейности и/или имат нужда от постоянни медицински грижи за продължителен период от време. Чрез деинституционализацията на грижата за лицата от целевата група ще бъде изпълнено едно от най-важните условия за гарантиране на правата им, ще се осигури възможност за живот в спокойна и близка до семейната среда с необходимите нормални битови условия, професионална подкрепа, емоционална и психическа стабилност, социални контакти и живот в общност. С изпълнението на проекта ще се създаде и реализира устойчив модел за деинституционализация на грижите за лица с психични разстройства чрез предоставянето на качествени и устойчиви услуги за дългосрочна грижа на територията на Община Ловеч. Изпълнението на проекта ще продължи 16 месеца, като новата услуга ще се осъществява за период от 12 месеца. (Bulgarian)

New Long-Term Care for Seniors and Persons with Disabilities in Lovech Municipality — Stage 2 — Provision of New Services has been prepared in accordance with the requirements of the procedure and is in the context of the overall process of creating an opportunity for independent living of elderly people and persons with disabilities by providing quality, accessible and effective cross-sectoral services for long-term care, in accordance with the real needs of the people in the community. The PP is in line with the Action Plan 2018-2021 for the implementation of the National Strategy for Long-Term Care and is part of the overall process of deinstitutionalisation of care for people with disabilities and the elderly. PP will provide support to target groups by opening a new residential care service-Center for the care of persons with mental disorders. The service will be provided in the newly built infrastructure under the project “Support for deinstitutionalisation of social services for elderly and disabled people in Lovech” under OPRD 2014-2020. The center has a capacity of 15 seats and aims to provide a complex of services and support for people with mental disorders who need help to carry out their daily activities and/or need constant medical care for an extended period of time. Through the deinstitutionalisation of the care of the persons in the target group, one of the most important conditions for guaranteeing their rights will be fulfilled, will provide the opportunity to live in a peaceful and close to the family environment with the necessary normal living conditions, professional support, emotional and mental stability, social contacts and community life. The implementation of the project will create and implement a sustainable model for deinstitutionalisation of care for persons with mental disorders through the provision of quality and sustainable long-term care services on the territory of Lovech Municipality. The implementation of the project will last 16 months and the new service will be carried out over a period of 12 months. (English)
