Projekt ma na celu stworzenie systemowych rozwiązań poprawiających dostępność i jakość danych publicznych oraz zwiększających możliwości ich ponownego wykorzystywania. Na podstawie doświadczeń wynikających z dotychczasowego funkcjonowania danepubliczne.gov.pl zidentyfikowano najważniejsze utrudnienia dostępu do danych publicznych: przestarzałe technologie dla systemów i rejestrów danych publicznych, a w konsekwencji problemy z dostępem do danych i ich eksportem; nadmierne stosowanie formatów nieprzeszukiwalnych o zamkniętym dostępie do danych, a także o niskim stopniu otwartości; niska jakość danych, brak standaryzacji; brak API do istniejących baz danych; brak wystarczającego zaplecza technicznego do modyfikacji zamkniętych rejestrów. Projekt odpowiada na zidentyfikowane problemy w sposób systemowy. 6 rejestrów publicznych (pozostających w dyspozycji Beneficjenta i Partnerów projektu), które przechowują lub udostępniają dane publiczne o dużym potencjale gospodarczym i społecznym, zostanie otwartych przez ogólnodostępne, bezpłatne API. Ułatwienie wyszukiwania danych publicznych i ich ponownego wykorzystywania zapewni portal danepubliczne.gov.pl, którego rozbudowa i dostosowanie do potrzeb różnych grup odbiorców stanowi centralny element projektu. Wraz ze zmianami technicznymi zostaną opracowane, a następnie upowszechnione w ramach szkoleń dla administracji standardy otwartości danych w 3 wymiarach: regulacji prawnych, bezpieczeństwa i technicznym. Cykl szkoleń dla administracji będzie miał na celu poprawę jakości i otwartości udostępnianych danych publicznych, ale także zwiększenie świadomości nt. korzyści z udostępniania danych do ponownego wykorzystywania i umiejętności korzystania z nich w pracy urzędniczej. Działania promocyjne przyczynią się do upowszechnienia informacji na temat potencjału danych gromadzonych przez administrację publiczną i korzyści z ich otwierania. (Polish)

The aim of the project is to create systemic solutions to improve the availability and quality of public data and to increase their re-use. On the basis of experience resulting from the current functioning of datapubliczne.gov.pl, the most important obstacles to access to public data have been identified: obsolete technologies for public data systems and registers, and consequently problems with access to and export of data; excessive use of non-searchable formats with closed data access and low openness; low data quality, lack of standardisation; no APIs for existing databases; lack of sufficient technical facilities to modify closed registers. The project responds to the problems identified in a systemic way. 6 public registers (at the disposal of the Beneficiary and Project Partners) which store or share public data with high economic and social potential will be opened by a publicly available, free API. Facilitating the search for public data and their re-use will be ensured by the portal datapubliczne.gov.pl, whose expansion and adaptation to the needs of different groups of recipients is the central element of the project. Together with technical changes, standards of openness of data in 3 dimensions will be developed and disseminated in administrative training: legal, safety and technical regulations. The training cycle for administration will aim to improve the quality and openness of the public data provided, but will also raise awareness of the benefits of sharing data for re-use and the ability to use it for official work. Promotional activities will contribute to the dissemination of information on the potential of the data collected by the public administration and the benefits of opening them. (English)

Le projet vise à créer des solutions systémiques pour améliorer la disponibilité, la qualité et la réutilisation des données publiques. Sur la base de l’expérience acquise dans le cadre du fonctionnement de datapubliczne.gov.pl, les obstacles les plus importants à l’accès aux données publiques ont été identifiés: les technologies dépassées pour les systèmes et registres de données publics et, par conséquent, les problèmes d’accès et d’exportation des données; utilisation excessive de formats non consultables avec accès fermé aux données et faible ouverture; mauvaise qualité des données, manque de normalisation; Pas d’API pour les bases de données existantes; manque de moyens techniques pour modifier les registres fermés. Le projet répond de manière systématique aux problèmes identifiés. 6 registres publics (à la disposition du bénéficiaire et des partenaires du projet) qui stockent ou mettent à disposition des données publiques présentant un potentiel économique et social élevé seront ouverts au moyen d’une API gratuite. Le portail de données publics.gov.pl facilitera la recherche et la réutilisation des données publiques, dont l’expansion et l’adaptation aux besoins des différents publics constituent un élément central du projet. Avec des modifications techniques, des normes d’ouverture des données en 3 dimensions seront élaborées et diffusées ultérieurement dans le cadre de la formation administrative: règlements juridiques, de sécurité et techniques. Le cycle de formation des administrations visera à améliorer la qualité et l’ouverture des données publiques mises à disposition, mais aussi à sensibiliser aux avantages du partage des données en vue de leur réutilisation et à la capacité de les utiliser dans les travaux officiels. Les activités de promotion contribueront à la diffusion d’informations sur le potentiel des données collectées par l’administration publique et sur les avantages de leur ouverture. (French)

Ziel des Projekts ist es, systemische Lösungen zu entwickeln, um die Verfügbarkeit, Qualität und Weiterverwendung öffentlicher Daten zu verbessern. Auf der Grundlage der Erfahrungen aus dem Betrieb von datapubliczne.gov.pl wurden die wichtigsten Hindernisse für den Zugang zu öffentlichen Daten ermittelt: veraltete Technologien für öffentliche Datensysteme und -register und folglich Probleme beim Zugang zu und Export von Daten; übermäßige Nutzung nicht recherchierbarer Formate mit geschlossenem Zugriff auf Daten sowie geringer Offenheit; schlechte Datenqualität, mangelnde Standardisierung; Keine API für bestehende Datenbanken; unzureichende technische Einrichtungen zur Änderung geschlossener Register. Das Projekt reagiert systematisch auf identifizierte Probleme. 6 öffentliche Register (zur Verfügung der Empfänger und Projektpartner), die Daten mit hohem wirtschaftlichen und sozialen Potenzial speichern oder zur Verfügung stellen, werden über eine kostenlose API geöffnet. Das öffentliche Datenportal.gov.pl wird die Suche und Weiterverwendung öffentlicher Daten erleichtern, deren Erweiterung und Anpassung an die Bedürfnisse verschiedener Zielgruppen ein zentrales Element des Projekts ist. Mit technischen Änderungen werden Standards für die Datenoffenheit in drei Dimensionen entwickelt und anschließend im Rahmen von Verwaltungsschulungen verbreitet: rechtliche, sicherheitstechnische und technische Vorschriften. Der Schulungszyklus für Verwaltungen zielt darauf ab, die Qualität und Offenheit der zur Verfügung gestellten öffentlichen Daten zu verbessern, aber auch das Bewusstsein für die Vorteile des Austauschs von Daten für die Weiterverwendung und die Fähigkeit, sie bei der offiziellen Arbeit zu nutzen, zu schärfen. Die Absatzförderungsmaßnahmen tragen zur Verbreitung von Informationen über das Potenzial der von der öffentlichen Verwaltung erhobenen Daten und zu den Vorteilen ihrer Öffnung bei. (German)

Het project heeft tot doel systemische oplossingen te creëren om de beschikbaarheid, kwaliteit en hergebruik van openbare gegevens te verbeteren. Op basis van de ervaring die is opgedaan met de werking van datapubliczne.gov.pl, zijn de belangrijkste belemmeringen voor de toegang tot openbare gegevens geïdentificeerd: verouderde technologieën voor openbare gegevenssystemen en -registers, en bijgevolg problemen met de toegang tot en de uitvoer van gegevens; buitensporig gebruik van niet-doorzoekbare formaten met gesloten toegang tot gegevens en lage openheid; slechte gegevenskwaliteit, gebrek aan standaardisering; Geen API voor bestaande databases; onvoldoende technische voorzieningen om gesloten registers te wijzigen. Het project reageert systematisch op geconstateerde problemen. 6 openbare registers (ter beschikking van de begunstigde en projectpartners) die openbare gegevens met een hoog economisch en sociaal potentieel opslaan of beschikbaar stellen, worden geopend door een gratis API. Het publieke dataportaal.gov.pl zal het zoeken en hergebruiken van openbare gegevens vergemakkelijken, waarvan de uitbreiding en aanpassing aan de behoeften van verschillende doelgroepen een centraal onderdeel van het project is. Il progetto mira a creare soluzioni sistemiche per migliorare la disponibilità, la qualità e il riutilizzo dei dati pubblici. Sulla base dell'esperienza acquisita con il funzionamento di datapubliczne.gov.pl, sono stati individuati i principali ostacoli all'accesso ai dati pubblici: tecnologie obsolete per i sistemi e i registri di dati pubblici e, di conseguenza, problemi di accesso e di esportazione dei dati; uso eccessivo di formati non ricercabili con accesso chiuso ai dati e scarsa apertura; scarsa qualità dei dati, mancanza di standardizzazione; Nessuna API alle banche dati esistenti; strutture tecniche insufficienti per modificare i registri chiusi. Il progetto risponde sistematicamente ai problemi individuati. 6 registri pubblici (a disposizione del beneficiario e dei partner del progetto) che memorizzano o mettono a disposizione dati pubblici con un elevato potenziale economico e sociale saranno aperti da un'API gratuita. Il portale di dati pubblici.gov.pl faciliterà la ricerca e il riutilizzo dei dati pubblici, la cui espansione e adattamento alle esigenze dei diversi pubblici è un elemento centrale del progetto. Con le modifiche tecniche, le norme di apertura dei dati in 3 dimensioni saranno sviluppate e successivamente diffuse nell'ambito della formazione amministrativa: norme legali, di sicurezza e tecniche. Il ciclo di formazione per le amministrazioni mirerà a migliorare la qualità e l'apertura dei dati pubblici messi a disposizione, ma anche a sensibilizzare in merito ai vantaggi della condivisione dei dati per il riutilizzo e alla capacità di utilizzarli nel lavoro ufficiale. El proyecto tiene por objeto crear soluciones sistémicas para mejorar la disponibilidad, la calidad y la reutilización de los datos públicos. Sobre la base de la experiencia adquirida con el funcionamiento de datapubliczne.gov.pl, se han identificado los obstáculos más importantes para el acceso a los datos públicos: tecnologías obsoletas para los sistemas y registros públicos de datos y, por consiguiente, problemas de acceso y exportación de datos; uso excesivo de formatos no buscados con acceso cerrado a los datos, así como escasa apertura; mala calidad de los datos, falta de normalización; No hay API para las bases de datos existentes; insuficientes instalaciones técnicas para modificar registros cerrados. El proyecto responde de manera sistemática a los problemas detectados. Una API gratuita abrirá 6 registros públicos (a disposición del Beneficiario y de los Socios del Proyecto) que almacenen o pongan a disposición datos públicos con un alto potencial económico y social. El portal público de datos.gov.pl facilitará la búsqueda y reutilización de los datos públicos, cuya expansión y adaptación a las necesidades de los distintos públicos es un elemento central del proyecto. Con los cambios técnicos, se elaborarán normas de apertura de datos en tres dimensiones y se difundirán posteriormente como parte de la formación administrativa: reglamentos legales, de seguridad y técnicos. El ciclo de formación de las administraciones tendrá como objetivo mejorar la calidad y la apertura de los datos públicos disponibles, pero también sensibilizar sobre los beneficios de compartir datos para su reutilización y sobre la capacidad de utilizarlos en el trabajo oficial. Las actividades de promoción contribuirán a la difusión de información sobre el potencial de los datos recopilados por la administración pública y los beneficios de su apertura. (Spanish)
