Основната цел на проекта е осигуряване на ефективна социална инфраструктура, предназначена за предоставяне на нов вид услуги за подкрепа в общността и в семейната среда, които да заменят институционалния модел на грижа за деца с грижа близка до семейната среда в общността. Обхвата на социалните услуги на територията на община Враца ще се разшири чрез извършване на реконструкция, ремонт, обзавеждане и оборудване на сграда за създаване на нови социални услуги: Център за обществена подкрепа (ЦОП) с капацитет 100 места (до 4 места за спешно настаняване) и Дневен център за подкрепа на деца с тежки множествени увреждания и техните семейства с капацитет 30 места за дневна грижа и 60 места за консултативни услуги.Изграждането на инфраструктура за предоставяне на социалните услуги е в съответствие с Националната стратегия „Визия за деинституционализацията на децата в Република България“ и Актуализирания план за действие за изпълнението й. Проектът подобрява готовността за социално включване на децата и младежите, чрез осигуряване на съпътстващи социални услуги в общността на децата, настанени в Центровете за настаняване от семеен тип за деца и младежи с увреждания и напускащи специализирани институции и осигуряване на възможност за спешно настаняване на деца и/или семейства в риск.След приключване на проекта, в обновената инфраструктура ще се предоставят социални услуги, чиито доставчик ще бъде Община Враца. Числеността на персонала в новите социални услуги ще е съобразена с методическите указания от Агенцията за социално подпомагане. Ще се разкрият 32 нови работни места. Екипите ще включват ръководител, социални работници, психолози, трудотерапевти, логопеди, рехабилитатори и общ персонал. За осигуряване устойчивост на новите социални услуги се предвижда кандидатстване с проект по Оперативна програма "Развитие на човешките ресурси" и впоследствие ще се предприемат действия те да са делегирани от държавата дейности. The main objective of the project is to provide effective social infrastructure designed to provide a new type of support services in the community and in the family environment to replace the institutional model of care for children with care close to the family environment in the community. The scope of social services on the territory of the municipality of Vratsa will be extended by carrying out reconstruction, repairs, furniture and equipment of a building for the creation of new social services: The Public Support Centre (PSC) with a capacity of 100 places (up to 4 places for emergency accommodation) and the Day Care Centre for Children with severe multiple disabilities and their families with capacity of 30 places for day care and 60 places for advisory services.The construction of infrastructure for the provision of social services is in line with the National Strategy “Vision for the Deinstitutionalisation of Children in the Republic of Bulgaria” and the Updated Action Plan for its implementation. The project improves the readiness for social inclusion of children and young people, by providing accompanying social services in the community of children, accommodated in the Family-type Accommodation Centres for children and young people with disabilities and leaving the specialised institutions. The project will be refurbished in social institutions and will provide emergency services for families and families. The number of staff in the new social services will be in line with the methodological guidelines of the Agency for Social Assistance. 32 new jobs will be created. Teams will include manager, social workers, psychologists, labor therapists, speech therapists, rehabilitators and general staff. To ensure the sustainability of the new social services, it is envisaged to apply with a project under the Operational Programme “Human Resources Development” and subsequently actions will be taken to be delegated activities by the state. L’objectif principal du projet est de fournir une infrastructure sociale efficace destinée à fournir un nouveau type de services d’appui dans la communauté et dans le milieu familial afin de remplacer le modèle institutionnel de prise en charge des enfants par une prise en charge proche de l’environnement familial dans la communauté. Le champ d’application des services sociaux sur le territoire de la commune de Vratsa sera étendu par la réalisation de la reconstruction, des réparations, du mobilier et de l’équipement d’un bâtiment pour la création de nouveaux services sociaux: Le Centre d’appui public (PSC) d’une capacité de 100 places (jusqu’à 4 places d’hébergement d’urgence) et la garderie pour les enfants gravement handicapés multiples et leurs familles avec une capacité de 30 places pour les garderies et 60 places de services consultatifs. La construction d’infrastructures pour la fourniture de services sociaux est conforme à la Stratégie nationale «Vision pour la désinstitutionnalisation des enfants en République de Bulgarie» et au Plan d’action actualisé pour sa mise en œuvre. Le projet améliore la préparation à l’inclusion sociale des enfants et des jeunes, en fournissant des services sociaux dans la communauté des enfants, hébergé dans les centres d’hébergement de type familial pour les enfants et les jeunes handicapés et quitter les institutions spécialisées d’urgence. L’effectif des nouveaux services sociaux sera conforme aux lignes directrices méthodologiques de l’Agence de l’aide sociale. 32 nouveaux emplois seront créés. Les équipes comprendront des gestionnaires, des travailleurs sociaux, des psychologues, des travailleurs thérapeutes, des orthophonistes, des rééducationnistes et du personnel général. Das Projekt verbessert die Bereitschaft zur sozialen Eingliederung von Kindern und Jugendlichen, indem sie soziale Dienstleistungen in der Gemeinschaft von Kindern und Jugendlichen anbietet, die in den Familienunterkünften für Kinder und Jugendliche untergebracht sind und die spezialisierten Einrichtungen verlassen. Die Zahl der Mitarbeiter in den neuen Sozialdiensten wird mit den methodischen Leitlinien der Agentur für Sozialhilfe in Einklang stehen. 32 neue Arbeitsplätze werden geschaffen. Zu den Teams gehören Manager, Sozialarbeiter, Psychologen, Arbeitstherapeuten, Sprachtherapeuten, Rehabilitatoren und allgemeines Personal. Het belangrijkste doel van het project is te zorgen voor een doeltreffende sociale infrastructuur die is ontworpen om een nieuw soort ondersteunende diensten in de gemeenschap en in de gezinsomgeving te bieden, ter vervanging van het institutionele model van de zorg voor kinderen met zorg die dicht bij de gezinsomgeving in de gemeenschap ligt. Het toepassingsgebied van de sociale diensten op het grondgebied van de gemeente Vratsa zal worden uitgebreid door het uitvoeren van reconstructies, reparaties, meubilair en uitrusting van een gebouw voor de oprichting van nieuwe sociale diensten: Het Public Support Centre (PSC) met een capaciteit van 100 plaatsen (maximaal 4 plaatsen voor noodopvang) en het Dagzorgcentrum voor kinderen met een ernstige meervoudige handicap en hun gezinnen met een capaciteit van 30 plaatsen voor dagopvang en 60 plaatsen voor adviesdiensten.De aanleg van infrastructuur voor het verlenen van sociale diensten is in overeenstemming met de nationale strategie „Bezoek voor deïnstitutionalisering van kinderen in de Republiek Bulgarije” en het bijgewerkte actieplan voor de uitvoering ervan. Het project verbetert de bereidheid tot sociale inclusie van kinderen en jongeren, door begeleidende sociale diensten te bieden in de gemeenschap van kinderen, die worden ondergebracht in de gezinsaccommodaties voor kinderen en jongeren met een handicap en de gespecialiseerde instellingen verlaten. Het aantal personeelsleden in de nieuwe sociale diensten zal in overeenstemming zijn met de methodologische richtsnoeren van het Agentschap voor sociale bijstand. Er zullen 32 nieuwe banen worden gecreëerd. Teams zullen bestaan uit manager, maatschappelijk werkers, psychologen, arbeidstherapeuten, logopedisten, revalidateurs en algemeen personeel. L'obiettivo principale del progetto è quello di fornire un'efficace infrastruttura sociale destinata a fornire un nuovo tipo di servizi di supporto nella comunità e nell'ambiente familiare per sostituire il modello istituzionale di assistenza ai bambini con assistenza vicina all'ambiente familiare nella comunità. L'ambito dei servizi sociali sul territorio del comune di Vratsa sarà esteso mediante ricostruzione, riparazioni, mobili e attrezzature di un edificio per la creazione di nuovi servizi sociali: Il Centro di Sostegno Pubblico (PSC) con una capacità di 100 posti (fino a 4 posti per alloggi di emergenza) e il Centro di Assistenza diurna per i bambini con gravi disabilità multiple e le loro famiglie con capacità di 30 posti per l'assistenza diurni e 60 posti per servizi di consulenza. La costruzione di infrastrutture per la fornitura di servizi sociali è in linea con la strategia nazionale "Visione per la deistituzionalizzazione dei bambini nella Repubblica di Bulgaria" e il piano d'azione aggiornato per la sua attuazione. Il progetto migliora la disponibilità per l'inclusione sociale dei bambini e dei giovani, fornendo servizi sociali di accompagnamento nella comunità dei bambini, ospitati nei centri di alloggio di tipo familiare per bambini e giovani con disabilità e lasciare le istituzioni specializzate. El alcance de los servicios sociales en el territorio del municipio de Vratsa se ampliará mediante la realización de la reconstrucción, reparación, mobiliario y equipamiento de un edificio para la creación de nuevos servicios sociales: El Centro de Apoyo Público (PSC) con una capacidad de 100 plazas (hasta 4 plazas para alojamiento de emergencia) y el Centro de atención diurna para niños con discapacidades múltiples graves y sus familias, con capacidad para 30 plazas para guarderías y 60 plazas para servicios de asesoramiento. La construcción de infraestructura para la prestación de servicios sociales está en consonancia con la Estrategia Nacional «Visión para la desinstitucionalización de los niños en la República de Bulgaria» y el Plan de Acción Actualizado para su aplicación. El proyecto mejora la preparación para la inclusión social de los niños y los jóvenes, proporcionando servicios sociales complementarios en la comunidad de niños, alojados en los centros de alojamiento de tipo familiar para niños y jóvenes con discapacidad y dejando las instituciones especializadas. El proyecto proporcionará servicios sociales y se rehabilitará el proyecto. El personal de los nuevos servicios sociales se ajustará a las directrices metodológicas de la Agencia de Asistencia Social. Se crearán 32 nuevos puestos de trabajo.
