Община Дупница като конкретен бенефициент по Оперативна програма "Региони в растеж" с финансовата подкрепа на ЕС и държавния бюджет на Република България ще изгради нов Център за настаняване от семеен тип за деца с 12 места за настаняване /ЦНСТ/. С изграждането на този център, ще се осигури подходяща и ефективна социална инфраструктура, допринасяща за предоставяне на нов вид резидентна услуга в общността, съгласно Картата на резидентните услуги. Функционирането на такъв център ще осигури социално включване и равен достъп до услуги на децата, настанени към момента в домове, включително и за децата с увреждания. Проектът ще подкрепи осигуряването на инфраструктура за резидентна услуга в общността за деца, съгласно Картата на услугите за подкрепа в общността и в семейна среда и Картата на резидентните услуги. Проектът ще подкрепи изграждането на един нов обект на социалната инфраструктура в процеса на деинституционализация, като ще бъде изграден един обект - Център за настаняване от семеен тип. Центъра за настаняване от семеен тип, ще бъде изграден чрез ново строителство. След получаване на всички разрешителни за ползване и въвеждане в експлоатация на центъра, съгласно Закона за устройство на територията, ЦНСТ ще бъде оборудван и обзаведен. С оглед гарантиране на съответствието с функционалните изисквания и насоките за изграждане на нова инфраструктура - ЦНСТ, същият в процес на реализация на дейностите ще получи писмо за подкрепа от Министерство на труда и социалната политика. По този начин ще бъде изградена нова инфраструктура за социална услуга в общността от резидентен тип за деца на територията на Община Дупница. (Bulgarian)

The Municipality of Dupnitsa as a specific beneficiary of the Operational Programme “Regions in Growth” with the financial support of the EU and the state budget of the Republic of Bulgaria will build a new Family Accommodation Centre for Children with 12 Accommodation/CNSTS/. With the construction of this centre, adequate and efficient social infrastructure will be provided, contributing to the provision of a new type of resident service in the community, according to the Map of Residential Services. The functioning of such a centre will ensure social inclusion and equal access to services for children currently housed in homes, including children with disabilities. The project will support the provision of community resident service infrastructure for children, according to the Community and Family Support Services Map and the Residential Services Map. The project will support the construction of a new site of social infrastructure in the process of deinstitutionalisation, and one facility will be built — Family-type Accommodation Centre. The family-type accommodation center will be built through new construction. After receiving all permits for use and commissioning of the center, according to the Spatial Planning Act, the CNSTS will be equipped and furnished. In order to ensure compliance with the functional requirements and guidelines for the construction of new infrastructure — CNST, the same in the process of implementation of the activities will receive a letter of support from the Ministry of Labour and Social Policy. La municipalité de Dupnitsa en tant que bénéficiaire spécifique du programme opérationnel «Régions en croissance» avec le soutien financier de l’UE et le budget de l’État de la République de Bulgarie va construire un nouveau centre d’hébergement familial pour les enfants avec 12 logements/CNSTS/. Grâce à la construction de ce centre, une infrastructure sociale adéquate et efficace sera fournie, ce qui contribuera à la prestation d’un nouveau type de service résident dans la collectivité, selon la carte des services résidentiels. Le fonctionnement d’un tel centre garantira l’inclusion sociale et l’égalité d’accès aux services pour les enfants actuellement hébergés dans des foyers, y compris les enfants handicapés. Le projet appuiera la fourniture d’infrastructures de services aux résidents communautaires pour les enfants, conformément à la carte des services de soutien communautaire et familial et à la carte des services résidentiels. Le projet appuiera la construction d’un nouveau site d’infrastructure sociale en cours de désinstitutionnalisation, et une installation sera construite — un centre d’hébergement de type familial. Le centre d’hébergement de type familial sera construit grâce à une nouvelle construction. Après avoir reçu tous les permis d’utilisation et de mise en service du centre, conformément à la loi sur l’aménagement du territoire, le CNSTS sera équipé et meublé. Die Gemeinde Dupnitsa als besonderer Begünstigter des operationellen Programms „Regionen im Wachstum“ mit finanzieller Unterstützung der EU und des Staatshaushalts der Republik Bulgarien wird ein neues Familienunterkunftszentrum für Kinder mit 12 Unterkünften/CNSTS/errichten. Mit dem Bau dieses Zentrums wird eine angemessene und effiziente soziale Infrastruktur zur Verfügung gestellt, die zur Bereitstellung einer neuen Art von gebietsansässigen Dienstleistungen in der Gemeinschaft beiträgt, wie die Karte der Wohndienstleistungen vorsieht. Das Funktionieren eines solchen Zentrums wird die soziale Inklusion und den gleichberechtigten Zugang zu Dienstleistungen für Kinder, die derzeit in Haushalten untergebracht sind, einschließlich Kindern mit Behinderungen, gewährleisten. Das Projekt wird die Bereitstellung von gemeindenaher Serviceinfrastruktur für Kinder gemäß der Gemeinschafts- und Familienunterstützungskarte und der Karte für Wohndienstleistungen unterstützen. Das Projekt wird den Bau eines neuen Standorts sozialer Infrastruktur im Prozess der Deinstitutionalisierung unterstützen, und eine Einrichtung wird gebaut – Familienunterkunftszentrum. Das familientypische Beherbergungszentrum wird durch Neubau errichtet. Nach Erhalt aller Genehmigungen für die Nutzung und Inbetriebnahme des Zentrums, gemäß dem Raumplanungsgesetz, wird die CNSTS ausgestattet und eingerichtet. Um die Einhaltung der funktionalen Anforderungen und Leitlinien für den Bau neuer Infrastrukturen – CNST – zu gewährleisten, wird dasselbe bei der Durchführung der Maßnahmen vom Ministerium für Arbeit und Sozialpolitik unterstützt. Damit wird eine neue Infrastruktur für den sozialen Dienst in der Wohngemeinschaft für Kinder auf dem Gebiet der Gemeinde Dupnitsa geschaffen. (German)

De gemeente Dupnitsa als specifieke begunstigde van het operationele programma „Regio’s in groei” met de financiële steun van de EU en de overheidsbegroting van de Republiek Bulgarije zal een nieuw centrum voor gezinsaccommodatie voor kinderen bouwen met 12 accommodaties/CNSTS/. Met de bouw van dit centrum wordt voorzien in een adequate en efficiënte sociale infrastructuur, die bijdraagt aan de verlening van een nieuw type ingezeten dienst in de gemeenschap, volgens de kaart van residentiële diensten. De werking van een dergelijk centrum zal zorgen voor sociale inclusie en gelijke toegang tot diensten voor kinderen die momenteel in tehuizen wonen, met inbegrip van kinderen met een handicap. Het project zal steun verlenen aan de levering van infrastructuur voor gemeenschapsbewoners voor kinderen, volgens de kaart van de gemeenschaps- en gezinsondersteuningsdiensten en de kaart van de woondiensten. Het project zal de bouw van een nieuwe site van sociale infrastructuur ondersteunen in het proces van deïnstitutionalisering, en er zal één faciliteit worden gebouwd — een centrum voor gezinshuisvesting. Het familie-type accommodatie centrum zal worden gebouwd door middel van nieuwbouw. Na ontvangst van alle vergunningen voor gebruik en inbedrijfstelling van het centrum, volgens de Wet Ruimtelijke Ordening, zal de CNSTS worden uitgerust en ingericht. Om ervoor te zorgen dat de functionele eisen en richtsnoeren voor de bouw van nieuwe infrastructuur — CNST — worden nageleefd, zal hetzelfde bij de uitvoering van de activiteiten een steunbrief van het ministerie van Arbeid en Sociaal Beleid ontvangen. Il comune di Dupnitsa quale beneficiario specifico del programma operativo "Regioni in crescita" con il sostegno finanziario dell'UE e il bilancio statale della Repubblica di Bulgaria costruirà un nuovo centro di alloggi per famiglie per bambini con 12 alloggi/CNSTS/. Con la costruzione di questo centro saranno fornite infrastrutture sociali adeguate ed efficienti, contribuendo alla fornitura di un nuovo tipo di servizio residente nella comunità, secondo la Mappa dei Servizi Residenziali. Il funzionamento di tale centro garantirà l'inclusione sociale e la parità di accesso ai servizi per i minori attualmente ospitati nelle case, compresi i bambini con disabilità. Il progetto sosterrà la fornitura di infrastrutture di servizi residenti nella comunità per i bambini, secondo la mappa dei servizi di sostegno alla comunità e alla famiglia e la mappa dei servizi residenziali. Il progetto sosterrà la costruzione di un nuovo sito di infrastrutture sociali nel processo di deistituzionalizzazione e verrà costruita una struttura — Family-type Accommodation Centre. Il centro di alloggio di tipo familiare sarà costruito attraverso una nuova costruzione. Dopo aver ricevuto tutti i permessi per l'uso e la messa in servizio del centro, secondo la legge sulla pianificazione territoriale, il CNSTS sarà attrezzato e arredato. Al fine di garantire il rispetto dei requisiti funzionali e delle linee guida per la costruzione di nuove infrastrutture — CNST, lo stesso nel processo di attuazione delle attività riceverà una lettera di sostegno del Ministero del Lavoro e delle Politiche Sociali. El municipio de Dupnitsa, como beneficiario específico del programa operativo «Regiones en crecimiento», con el apoyo financiero de la UE y el presupuesto estatal de la República de Bulgaria, construirá un nuevo Centro de Alojamiento Familiar para Niños con 12 Alojamientos/CNSTS/. Con la construcción de este centro, se proporcionará una infraestructura social adecuada y eficiente, contribuyendo a la prestación de un nuevo tipo de servicio residente en la comunidad, de acuerdo con el Mapa de Servicios Residenciales. El funcionamiento de ese centro garantizará la inclusión social y la igualdad de acceso a los servicios para los niños alojados actualmente en hogares, incluidos los niños con discapacidad. El proyecto apoyará el suministro de infraestructura de servicios de residentes comunitarios para los niños, de conformidad con el mapa de servicios de apoyo comunitario y familiar y el mapa de servicios residenciales. El proyecto apoyará la construcción de un nuevo emplazamiento de infraestructura social en proceso de desinstitucionalización, y se construirá un centro de alojamiento de tipo familiar. El centro de alojamiento de tipo familiar se construirá mediante una nueva construcción.
