Основна цел на настоящото проектно предложение е рехабилитация на път III-559 Полски градец-Тополовград - с.Устрем от км 4+500 до км 23+520 и от км 35+060 до км 39+450, подобряване и модернизация на технико-експлоатационните характеристики на отсечката и постигане на еднородност на пътната настилка. Реализацията на проекта ще доведе до: повишаване на мобилността на населението, увеличаване на инвестициите в региона, създаване на нови работни места, подобряване на състоянието на околната среда, чрез намаляване на отделянето на вредни емисии на парникови газове и възможност за по-голям избор до здравни и образователни услуги на местното население, както и стимулиране развитието на туризъм. Чрез реализацията на рехабилитация на път III-559 ще бъдат удовлетворени потребностите на населението на Южен цетрален район на България, най-вече на жителите на област Хасково, както и транзитно преминаващите през региона.Основните дейности, които са заложени за успешната реализацията по проекта са:- Сформиране на екип за управление на проекта, който да координира всички дейности и участници в реализацията на проекта ;- Избор на изпълнител за извършване на строително-монтажни работи и дейности по информация и публичност на проекта, подписване на договор с него и извършване на рехабилитация на обекта;- Избор на изпълнител на строителен надзор (Консултант) на проекта, подписване на договор с него и извършване на консултантски услуги;- Осъществяване на авторски надзор на обекта;- Изпълнение на мерките по информация и публичност на проекта;- Въвеждане на обекта в експлоатация, верификация на разходите и отчитане на постигнатите резултати; (Bulgarian)

The main objective of this project proposal is rehabilitation of road III-559 Polski gradets-Topolovgrad — village of Ustrem from km 4+ 500 to km 23+ 520 and km 35+ 060 to km 39+ 450, improvement and modernisation of the technical and operational characteristics of the section and achieving uniformity of the road surface. The implementation of the project will lead to: increasing the mobility of the population, increasing investment in the region, creating new jobs, improving the state of the environment by reducing the emission of harmful greenhouse gas emissions and allowing more choice to health and education services for the local population, as well as stimulating the development of tourism. Through the implementation of rehabilitation of road III-559 will be met the needs of the population of the Southern Central Region of Bulgaria, especially of the residents of Haskovo region, as well as those transiting through the region. The main activities that are set for the successful implementation of the project are:- Forming a project management team to coordinate all activities and participants in the implementation of the project;- Selection of a contractor to carry out construction and installation works and activities on information and publicity of the project, signing a contract with it and carrying out rehabilitation of the site;- Selection of a contractor for construction supervision (Consultant) of the project, signing a contract with it and carrying out consulting services;- Implementation of author’s supervision of the site;- Implementation of measures on information and publicity of the project;- Introduction of the site into operation, verification of costs and reporting of the results achieved; (English)

L’objectif principal de cette proposition de projet est la réhabilitation de la route III-559 Polski gradets-Topolovgrad — village d’Ustrem du km 4+ 500 au km 23+ 520 et du km 35+ 060 au km 39+ 450, l’amélioration et la modernisation des caractéristiques techniques et opérationnelles du tronçon et l’uniformité du revêtement de la route. La mise en œuvre du projet permettra: accroître la mobilité de la population, accroître les investissements dans la région, créer de nouveaux emplois, améliorer l’état de l’environnement en réduisant les émissions de gaz à effet de serre nocifs et en permettant un plus grand choix de services de santé et d’éducation pour la population locale, ainsi qu’en stimulant le développement du tourisme. Grâce à la remise en état de la route III-559, il sera satisfait aux besoins de la population de la région du centre-sud de la Bulgarie, en particulier des habitants de la région de Haskovo, ainsi que de ceux qui transitent par la région. Les principales activités prévues pour la mise en œuvre réussie du projet sont les suivantes:- La constitution d’une équipe de gestion du projet chargée de coordonner toutes les activités et les participants à la mise en œuvre du projet;- La sélection d’un entrepreneur chargé de mener à bien les travaux de construction et d’installation et les activités d’information et de publicité du projet, signature d’un contrat avec elle et réalisation de la réhabilitation du site;- Sélection d’un entrepreneur pour la supervision de la construction (conseiller) du projet, signature d’un contrat avec lui et prestation de services de conseil;- Mise en œuvre de la supervision du site par l’auteur;- Mise en œuvre de mesures d’information et de publicité du projet;- Mise en œuvre du site en exploitation, vérification des coûts et compte rendu des résultats obtenus; (French)

Das Hauptziel dieses Projektvorschlags ist die Sanierung der Straße III-559 Polski gradets-Topolovgrad – Dorf Ustrem von km 4+ 500 bis km 23+ 520 und km 35+ 060 bis km 39+ 450, Verbesserung und Modernisierung der technischen und betrieblichen Merkmale des Abschnitts und Erzielung der Einheitlichkeit der Straßenoberfläche. Die Durchführung des Projekts führt zu Folgendem: Steigerung der Mobilität der Bevölkerung, Steigerung der Investitionen in der Region, Schaffung neuer Arbeitsplätze, Verbesserung des Zustands der Umwelt durch Verringerung der Emission schädlicher Treibhausgasemissionen und mehr Wahlmöglichkeiten für Gesundheits- und Bildungsdienstleistungen für die lokale Bevölkerung sowie Förderung der Entwicklung des Tourismus. Durch die Umsetzung der Sanierung der Straße III-559 wird den Bedürfnissen der Bevölkerung der südlichen Zentralregion Bulgariens, insbesondere der Bewohner der Region Haskovo, sowie der Transit durch die Region gerecht. Die wichtigsten Aktivitäten, die für die erfolgreiche Durchführung des Projekts festgelegt sind:- Bildung eines Projektmanagement-Teams zur Koordinierung aller Aktivitäten und Teilnehmer an der Durchführung des Projekts;- Auswahl eines Auftragnehmers für die Durchführung von Bau- und Installationsarbeiten und Aktivitäten zur Information und Öffentlichkeitsarbeit des Projekts, Unterzeichnung eines Vertrags mit ihm und Durchführung der Sanierung des Standorts;- Auswahl eines Auftragnehmers für die Bauaufsicht (Berater) des Projekts, Unterzeichnung eines Vertrags mit ihm und Durchführung von Beratungsleistungen;- Durchführung der Überwachung des Standorts durch den Urheber;- Durchführung von Maßnahmen zur Information und Publizität des Projekts;- Einführung des Standorts in Betrieb, Überprüfung der Kosten und Berichterstattung über die erzielten Ergebnisse; (German)

De belangrijkste doelstelling van dit projectvoorstel is het herstel van weg III-559 Polski gradets-Topolovgrad — dorp Ustrem van km 4+ 500 tot km 23+ 520 en km 35+ 060 tot km 39+ 450, verbetering en modernisering van de technische en operationele kenmerken van het traject en het bereiken van uniformiteit van het wegdek. De uitvoering van het project zal leiden tot: het vergroten van de mobiliteit van de bevolking, het verhogen van de investeringen in de regio, het scheppen van nieuwe banen, het verbeteren van de toestand van het milieu door de uitstoot van schadelijke broeikasgassen te verminderen, meer keuze te maken voor gezondheids- en onderwijsdiensten voor de lokale bevolking, en de ontwikkeling van het toerisme te stimuleren. Door de uitvoering van het herstel van weg III-559 zal worden voorzien in de behoeften van de bevolking van de zuidelijke centrale regio van Bulgarije, met name van de inwoners van de regio Haskovo, evenals die die door de regio. L'obiettivo principale di questa proposta di progetto è la riabilitazione della strada III-559 Polski gradets-Topolovgrad — villaggio di Ustrem dal km 4+ 500 al km 23+ 520 e dal km 35+ 060 al km 39+ 450, il miglioramento e l'ammodernamento delle caratteristiche tecniche e operative del tratto e il raggiungimento dell'uniformità del manto stradale. L'attuazione del progetto porterà a: aumentare la mobilità della popolazione, aumentare gli investimenti nella regione, creare nuovi posti di lavoro, migliorare lo stato dell'ambiente riducendo le emissioni nocive di gas a effetto serra e consentendo una maggiore scelta ai servizi sanitari e di istruzione per la popolazione locale, nonché stimolare lo sviluppo del turismo. Attraverso l'attuazione del ripristino della strada III-559 saranno soddisfatte le esigenze della popolazione della regione centro-meridionale della Bulgaria, in particolare dei residenti della regione di Haskovo, nonché di coloro che transitano attraverso la regione. El objetivo principal de esta propuesta de proyecto es la rehabilitación de la carretera III-559 Polski gradets-Topolovgrad — pueblo de Ustrem desde el km 4+ 500 hasta el km 23+ 520 y el km 35+ 060 al km 39+ 450, la mejora y modernización de las características técnicas y operativas del tramo y lograr la uniformidad de la superficie de la carretera. La ejecución del proyecto dará lugar a: aumentar la movilidad de la población, aumentar la inversión en la región, crear nuevos puestos de trabajo, mejorar el estado del medio ambiente mediante la reducción de las emisiones nocivas de gases de efecto invernadero y permitir una mayor oferta de servicios de salud y educación para la población local, así como estimular el desarrollo del turismo. Mediante la rehabilitación de la carretera III-559 se atenderán las necesidades de la población de la región central meridional de Bulgaria, especialmente de los residentes de la región de Haskovo, así como de los que transitan por la región.
