A város keleti részében nincsenek jól megközelíthető nyitott közösségi terek. A záportározó és környezete alkalmas egy új közösségi sport- és pihenőpark kialakítására, ezért a tó környezetének nyitott közösségi térré fejlesztése a projekt elsődleges célja. Csónakázótó és sétányok kialakítása, családi főzésekhez, grillezésekhez kialakított sütő-főzőhelyek kiépítése, szabadtéri sportolási lehetőségek biztosítása, vizesblokk és csónakház építése. A projekt megvalósítását követően kulturális és közösségi programjainak megszervezésére kerül sor annak érdekében, hogy a záportározó környéke közösségi térként mielőbb beépüljön a város vérkeringésébe. A projekt a HKFS „A nyitott és fedett közösségi terek számának gyarapítása, a már meglévők minőségi fejlesztése, eszközállományuk bővítése” célkitűzéshez járul hozzá azáltal, hogy a záportározó és környezete részben megújul, amely segítségével a terület valamennyi korosztály számára biztosítani fogja a kulturális-, sport- és a gasztronómiai programok megvalósíthatóságát, illetve a szabadidő hasznos eltöltését, a pihenést. A projekt szükségességének alátámasztása, előzmények: A záportározó és környezete ideális helyszín egy új közösségi sport- és pihenőpark kialakítására, hiszen a Semsey Andor utca, az Újvilág utca, a Virágoskúti-csatorna és a vasúti sínpálya által lehatárolt terület Szigetkert és Németfalu városrészek közé esik, ahol kevés nyitott közösségi tér van, a természeti környezet nagyon szép és a városközpont is csak másfél kilométerre fekszik. Balmazújváros Város Önkormányzata a Zöld város program keretei között is tervez fejlesztéseket a területen. A HKFS-ben jelzett, a záportározó környékére megálmodott beavatkozások kiegészítenék jelen projektet. A TOP-2.1.2-15-HB1 pályázat keretében belterületi vízelvezető csatornahálózat rekonstrukciójára és kerékpárutak felújításra kerül sor és többgenerációs rekreációs park is épül. Ezek a tervezett fejlesztések nem érintik a záportározó közvetlen környékét. A tervek alapján a két beavatkozás jól lehatárolható egymástól, ám megvalósulásuk földrajzi közelsége miatt szinte egy egységgé válhatnak, a két fejlesztés egymást kiegészítené, így nagyobb területen, több szolgáltatást nyújtva szolgáltathatnak a lakosságnak. There are no easily accessible open public spaces in the eastern part of the city. The shower and its surroundings are suitable for the development of a new community sports and recreation park, therefore the development of the lake environment into an open community space is the primary objective of the project. Construction of boating ponds and promenades, construction of cooking places for family cooking, grilling, provision of outdoor sports facilities, construction of a water block and boathouse. Following the implementation of the project, its cultural and community programmes will be organised in order to quickly integrate the area of the shower into the city’s blood circulation as a community space. The project contributes to the objective of the HKFS “Increasing the number of open and covered public spaces, improving the quality of the existing ones, expanding their assets” by partially renewing their environment and to ensure the feasibility of cultural, sport and gastronomy programmes for all ages, as well as the useful leisure and relaxation. Supporting the necessity of the project, antecedents: The shower and its surroundings are ideal for the creation of a new community sports and recreation park, as the area delimited by the Semsey Andor Street, Újvilág Street, the Virágoskút Canal and the railway track is between Szigetkert and German Village, where there are few open public spaces, the natural environment is very beautiful and the city centre is only one and a half kilometers away. The Municipality of Balmazújváros is planning developments in the area as part of the Green City program. The interventions indicated in the HKFS in the vicinity of the thunderer would be complementary to the present project. In the framework of the TOP-2.1.2-15-HB1 tender, the reconstruction of the drainage sewerage network and the renovation of cycle paths will be carried out and a multigeneration recreation park will be built. These planned developments do not affect the immediate surroundings of the deporter. Il n’y a pas d’espaces publics ouverts facilement accessibles dans la partie orientale de la ville. La douche et ses environs conviennent au développement d’un nouveau parc sportif et récréatif communautaire. Par conséquent, le développement de l’environnement lacustre en un espace communautaire ouvert est l’objectif premier du projet. Construction d’étangs et de promenades nautiques, construction d’endroits de cuisine pour la cuisine familiale, grillades, mise à disposition d’installations sportives extérieures, construction d’un bloc d’eau et d’un hangar à bateaux. Suite à la mise en œuvre du projet, ses programmes culturels et communautaires seront organisés afin d’intégrer rapidement la zone de la douche dans la circulation sanguine de la ville en tant qu’espace communautaire. Le projet contribue à l’objectif du HKFS «Accroître le nombre d’espaces publics ouverts et couverts, améliorer la qualité des espaces existants, développer leurs atouts» en renouvelant partiellement leur environnement et assurer la faisabilité de programmes culturels, sportifs et gastronomiques pour tous les âges, ainsi que les loisirs et la détente utiles. Soutenir la nécessité du projet, antécédents: La douche et ses environs sont idéales pour la création d’un nouveau parc sportif et récréatif communautaire, car la zone délimitée par la rue Semsey Andor, la rue Újvilág, le canal Virágoskút et la voie ferrée se situe entre Szigetkert et le village allemand, où il y a peu d’espaces publics ouverts, l’environnement naturel est très beau et le centre-ville n’est qu’à un kilomètre et demi. La municipalité de Balmazújváros prévoit des aménagements dans la région dans le cadre du programme «Ville verte». Les interventions indiquées dans le HKFS à proximité du tonnerre compléteraient le projet actuel. Dans le cadre de l’appel d’offres TOP-2.1.2-15-HB1, la reconstruction du réseau d’assainissement des eaux usées et la rénovation des pistes cyclables seront réalisées et un parc de loisirs sur plusieurs générations sera construit. Ces développements planifiés n’affectent pas l’environnement immédiat du déporté. Selon les plans, les deux interventions peuvent être distinguées les unes des autres, mais en raison de leur proximité géographique, elles peuvent devenir presque une unité, les deux développements se compléteraient, de sorte qu’ils peuvent fournir plus de services à la population dans une zone plus vaste.
