A projekt célja elsődlegesen Zalakaroson és annak vonzáskörzetében a jó minőségű közszolgáltatásokhoz való hozzáférés javítása, az egészségügyi ellátórendszer színvonalas fejlesztése. Konkrétan az egészségügyi alapszolgáltatások többségének integrálása egy épületben, és egyúttal az alapszolgáltatások körülményeinek és ezáltal színvonalának emelése a településen. A projekt teljes mértékben hozzájárul a pályázati felhívás céljához, illeszkedik a TOP célkitűzéseihez, mivel azzal egyetemben az egészségügyi alapellátórendszer infrastrukturális fejlesztése az intézmények szolgáltatásainak és infrastrukturális feltételeinek korszerűsítését, a hozzáférés egyenlőtlenségeinek mérséklését célozza, különös tekintettel az alábbi célcsoportokra: várandósok, nők, gyerekek, fogyatékkal élők és idősek. A projekt fő célja, hogy Zalakaroson az egészségügyi ellátások alapvetően egy helyen és egyben a mai kornak megfelelő körülmények között legyenek elérhetőek. A projekt a Felhívás minden pontjának megfelel, különösen annak 3.2. pontjában foglaltakra. A projekt helyszíne Zalakaros 1372/2 hrsz. alatt található, az északkeleti városrészben. A tervezett épület a telek keleti oldalára kerül. Az építési terület tulajdonosa az Önkormányzat. A terület közművel ellátott, így víz és csatorna, elektromos energia, gáz, telefon biztosítható, a közműtérképek és az egyeztetések szerint a területen közmű nem halad át. Az ügyeletnek és mentőállomásnak már helyet adó telekre helyezünk el egy új épületrészt (126,21 nm hasznos alapterülettel), amely a régi épülettel összekötésre kerül. Az új szárny orvosi rendelőt, védőnői szolgálatot foglal magába, a tevékenységekhez tartozó gyógyító, szolgáltató és kiszolgáló helyiségekkel. Az új rész építése mellett a meglévő épületben is 10,43 m2 terület felújítása, átalakítása valósul meg. Ez a közlekedő részt és a kiszolgáló helységeket érinti. A projekt tervezésekor csak támogatható tevékenységeket terveztünk. Önállóan támogatható tevékenység: Új építés (bővítmény) hasznos alapterülete 126,21 m2 és a meglévő épületrész felújítása, átalakítása 10,43 m2. A bruttó elszámolható költség maximuma így 57.712.196 Ft lehetne, de a felhívás által meghatározott elszámolható maximális összköltség felső korlátja miatt az elszámolni kívánt költség 57.297.853 Ft lesz. Önállóan támogatható és önállóan nem támogatható, választható tevékenység: Eszközbeszerzés a csatolt eszközlistában részletezett tartalommal összesen bruttó 2.689.447 Ft összegben. A beszerzésre kerülő felszerelések, eszközök a támogatási kérelemben bemutatott szakmai programmal összhangban kerültek tervezésre. Ehhez a tervezésekor a támogatást igénylő egyeztetett az érintett egészségügyi szolgáltatóval a fejlesztési szükségletekről. Önállóan nem támogatható, kötelezően megvalósítandó tevékenység: Nyilvánosság biztosítása 12.700 Ft. A projekt nem elszámolható költségei: • kiviteli tervek bruttó 1.270.000 Ft, • építési engedélyezési tervdokumentáció: 635.000 Ft, közbeszerzési szakértő költsége: 762.000 Ft, műszaki ellenőrzés költsége: 762.000 Ft. A 77 957 552 Ft összköltségből 60 000 000 Ft elszámolható költség, 17 957 552 Ft nem elszámolható költség. Ez utóbbi saját erőből valósul meg, a 60 000 000 Ft pedig támogatásból. Az egészségügyi alapellátó-rendszer infrastrukturális fejlesztései hozzájárulnak mind a Semmelweis Tervben mind az „Egészséges Magyarország 2014-2020” című Egészségügyi Ágazati Stratégiában foglalt célkitűzések megvalósulásához. A projekt célcsoportja a Zalakaros területén élő teljes lakosság, illetve a Zalakarosra egészségügyi alapellátás miatt a környékről bejárók. Maga a háziorvos körzete kizárólag Zalakarosra terjed ki, azonban a körzeten kívülről, a környező településekről is járnak hozzá betegek. A védőnő körzete szintén Zalakaros településre terjed ki. A fogorvos működési területe azonban eleve több települést érint, így Zalakaros mellett Galambok, Miháld, Pat, Sand, Zalaszentjakab és Zalaújlak települések lakossága is a zalakarosi rendelőt keresi fel fogászati problémáival. Sőt kiemelten fontos, hogy nyáron még a turisták is megjelennek. A település egészségügyi ellátottsága tehát az idegenforgalom miatt is fontos. A projekt tervezése és végrehajtása során az önkormányzat vállalja, hogy a megfelel a Felhívás 3.2. pontjában felsorolt minden elvárásnak. Az ellátandó lakosságszáma a védőnő esetében 364 fő, a fogorvos esetében 5676 fő, a háziorvos esetében 2456 fő az OEP szerint igazoltan. A projekt előkészítő szakasza várhatóan 2020 első negyedévéig valósul meg. A projekt megvalósításának, a beruházás kivitelezésnek tervezett kezdete: 2020.03.01. A projekt megvalósítás tervezett fizikai befejezése: 2020.12.31. A projekthez nem szükséges hitel igénybevétele. A megvalósuló fejlesztés működtetése és fenntarthatósága biztosított, melyre Zalakaros önkormányzatának eddigi tevékenysége és jövőbeli tervei adják az alapot. The main objective of the project is to improve access to high-quality public services in Zalakaros and its catchment area and to improve the quality of the healthcare system. In particular, integrating the majority of basic health services in a building and at the same time improving the conditions and therefore the quality of basic services in the municipality. The project fully contributes to the objective of the call for proposals and is in line with the objectives of the TOP, as the development of infrastructure of the basic health care system aims at modernising the services and infrastructure conditions of the institutions and at reducing inequalities in access, in particular with regard to the following target groups: pregnant, women, children, disabled and elderly. The main objective of the project is to ensure that health care in Zalakaros is basically available in one place and at the same time in conditions appropriate to today’s age. The project complies with all the points of the Call, in particular point 3.2. The project is located under Zalakaros 1372/2 in the northeastern part of the city. The planned building is placed on the east side of the plot. The building site is owned by the Municipality. The area is equipped with public utilities, so water and sewerage, electricity, gas, telephone can be provided, and according to utility maps and consultations no public utility passes through the area. A new part of the building (126.21 sqm useful floor area) is placed on the plot that already hosts the on-call and rescue station, which is connected to the old building. The new wing includes a doctor’s office, a protective woman’s service, with healing, service and service facilities for the activities. In addition to the construction of the new part, the existing building will also be refurbished and refurbished 10.43 m². This concerns the travelling part and the serving locations. When planning the project, only eligible activities were planned. Self-eligible activity: The useful floor area of new construction (extension) is 126.21 m² and the renovation and refurbishment of the existing part of the building is 10.43 m². The maximum gross eligible cost could thus be HUF 57 712.196, but the maximum total eligible costs set by the call will be HUF 57 297 853. Optional activity which is eligible independently and is not eligible on its own: Purchase of equipment totalling HUF 2 689 447 gross with the contents detailed in the attached equipment list. The equipment and equipment to be procured were designed in accordance with the technical programme presented in the grant application. The infrastructural developments of the basic health care system contribute to the objectives of both the Semmelweis Plan and the Healthcare Sector Strategy “Healthy Hungary 2014-2020”. The target group of the project is the whole population living in the Zalakaros area and those who come from the surrounding area because of the basic health care of Zalakaros. The district of the general practitioner itself covers only Zalakaros, but patients also come from outside the district, from the surrounding settlements. The protection woman’s district also extends to the municipality of Zalakaros. However, the area of operation of the dentist already affects several settlements, so besides Zalakaros, the inhabitants of the settlements of Galambok, Miháld, Pat, Sand, Zalaszentjakab and Zalaújlak also visit the Zalakaros office with their dental problems. It is even more important that tourists appear in the summer. The health care of the municipality is therefore also important for tourism. During the planning and implementation of the project, the municipality undertakes to meet all the requirements set out in point 3.2 of the Call. The number of inhabitants to be treated is 364 for the protective woman, 5676 for the dentist and 2456 for the general practitioner according to the OEP. The preparatory phase of the project is expected to be completed by the first quarter of 2020. Planned start of implementation of the project and implementation of the project: 2020.03.01. L’objectif principal du projet est d’améliorer l’accès à des services publics de haute qualité à Zalakaros et dans sa zone d’attraction et d’améliorer la qualité du système de santé. En particulier, intégrer la majorité des services de santé de base dans un bâtiment et, dans le même temps, améliorer les conditions et donc la qualité des services de base dans la municipalité. Le projet contribue pleinement à l’objectif de l’appel à propositions et est conforme aux objectifs du TOP, étant donné que le développement des infrastructures du système de soins de santé de base vise à moderniser les services et les conditions d’infrastructure des institutions et à réduire les inégalités d’accès, en particulier en ce qui concerne les groupes cibles suivants: enceintes, femmes, enfants, handicapés et personnes âgées. L’objectif principal du projet est de veiller à ce que les soins de santé à Zalakaros soient essentiellement disponibles en un seul endroit et en même temps dans des conditions adaptées à l’âge d’aujourd’hui. Le projet est conforme à tous les points de l’appel, en particulier au point 3.2. Le projet est situé sous Zalakaros 1372/2 dans la partie nord-est de la ville. Ce dernier sera mis en œuvre par ses ressources propres et par une aide de 60 000 000 HUF. L’évolution des infrastructures du système de soins de santé de base contribue à la réalisation des objectifs du plan Semmelweis et de la stratégie sectorielle des soins de santé «Hongrie saine 2014-2020». Le groupe cible du projet est l’ensemble de la population vivant dans la région de Zalakaros et ceux qui viennent des environs en raison des soins de santé de base de Zalakaros. Le district du médecin généraliste ne couvre que Zalakaros, mais les patients viennent aussi de l’extérieur du district, des colonies environnantes. Le district de protection des femmes s’étend également à la municipalité de Zalakaros. Cependant, la zone d’opération du dentiste affecte déjà plusieurs établissements, de sorte que, outre Zalakaros, les habitants des colonies de Galambok, Miháld, Pat, Sand, Zalaszentjakab et Zalaújlak visitent également le bureau de Zalakaros avec leurs problèmes dentaires.
