a) A projekt célja Berettyóújfalu Város Önkormányzata célul tűzte ki a jó minőségű közszolgáltatásokhoz való hozzáférés biztosítását a városban, ezen belül pedig kiemelten az egészségügyi alapellátások biztosítását biztosító felnőtt háziorvosi rendelő épületének megújítását. Az intézmény szolgáltatásainak infrastrukturális fejlesztése mára elengedhetetlenné vált, mivel az épület ……-ben épült, jelentős felújításon azóta nem esett át. Részleges felújítási munkálatokkal lettek kezelve az időközben jelentkező problémák. Az épület műszaki állapota, a gépészete, az elektromos hálózata, fűtési rendszere, vízvezetékrendszere nagyon elavult. A falak állaga és a nyílászárók szerkezete teljesen elöregedett. A rendelő bútorzata, berendezései is a ’60-as éveket idézi. A rendelők száma sem egyezik meg a praxisok számával, azaz 3 rendelőben 5 orvosi szolgálat működik, délelőtti / délutáni műszakváltásban, így a működésük igen feszes. Tárolókapacitásnak is szűkében vannak a praxisok, pedig az egészségügyi adatokat 25 évig biztonságosan kell őrizni, mely feltételnek jelenleg nehezen tudnak eleget tenni. Berettyóújfalu város a járás központja, egészségügyi ellátási rendszere igen fejlett, a Gróf Tisza István Kórház biztosít minden járóbeteg alapellátást a térségben élők részére. A település méretéből és a település szerkezetéből adódóan kialakult a jelenlegi formájában elérhető szolgáltatási rendszer, melyben a területi kórházzal szemben a gyermekorvosi- és védőnői szolgálat kapott helyet, illetve a település központjában pedig a felnőtt orvosi rendelő került kialakításra. A szolgáltatók által a település lakosságán kívül több külterületi rész és Mezőpeterd Község lakosságának biztosított az egészségügyi alapellátáshoz való hozzáférés. A projekt célja, hogy a járásközpont is rendelkezzen a kor követelményeinek megfelelő infrastrukturális feltétlekkel ellátott felnőtt körzeti orvosi rendelővel, ahol az ellátottak és a szolgáltatók is megfelelő körülmények között tudják biztosítani az egészségügyi alapellátást. b) standard eljárás esetén a projekt terület-specifikus értékelési szempontok általi minősítése Továbbá kérjük, ebben a pontban mutassa be a következőket: 3.1.1. Önállóan támogatható és nem támogatható tevékenységek: - felnőtt háziorvosi rendelő teljes átalakítása (az épület akadálymentesítése, teljes belső átalakítása, külső hőszigetelése, nyílászárók cseréje, belső terek felújítása (padlóburkolat, vakolat felújítás, belső festés) fűtési rendszer korszerűsítése) Az építtető a tulajdonában lévő orvosi rendelőt átalakítással- felújítással kívánja korszerűsíteni. Az átalakítás- felújítás során az épület hasznos alapterülete és befoglaló mérete nem változik. A jelenlegi 3db orvosi rendelő egység és a kiszolgáló helyiségek belső átrendezésével és a meglévő oldalsó szélfogó épületrész bontásával 5db orvosi rendelő egység kerül kialakításra a szükséges kiszolgáló helyiségekkel. Az orvosi rendelő egységekben vetkőzők, vizsgáló, rendelő és az öltözőhely biztosítottak. A betegek részére váró és a szükséges beteg illetve akadálymentes illemhelyek kerültek kialakításra. A dolgozók részére öltöző-pihenő, zuhanyzó és dolgozói illemhelyek biztosítottak. A tervezett felújítás során a homlokzat is felújításra kerül, illetve az alaprajzi átrendezésnek megfelelően változnak a homlokzati nyílászárók- ezzel együtt az épület megjelenése is változik. 3.1.2. Önállóan nem támogatható, választható tevékenységei közül d.) Megújuló energiaforrások használata (napelem rendszer telepítése) f.) többlet parkolóhely- és akadálymentes parkoló kialakítása: A meglévő parkoló terület átalakításával biztosítható a szükséges többlet parkolóhely igény. g.) udvarfelújítás (telekhatáron belüli terület-rendezés) 3.1.3. Önállóan nem támogatható, kötelezően megvalósítandó tevékenységei közül megtörténik az akadálymentesítés, - mivel szórt azbesztet nem tartalmaz az épület, így ez a tevékenység jelen esetben nem releváns- energiahatékonysági intézkedések valósulnak meg és a költségvetésbe betervezésre kerültek a kötelező nyilvánossági elemek. 3.1.4 Nem támogatható tevékenységek közül a projekt nem tartalmaz tételt. b.) a projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt -A pályázó a tervezés során betartotta a környezetvédelmi és esélyegyenlőségi jogszabályokat; a nyilvános eseményeken kommunikációban és viselkedésben a támogatást igénylő esélytudatosságot fejez ki, nem közvetít szegregációt és csökkenti a csoportokra vonatkozó előítéleteket. - A projektnek nincs előre látható klíma kockázata. - A létesítmények térhasználatkor, közlekedési kapcsolatok tervezésekor figyelembe veszi és érvényesíti az egyetemes tervezés elveit, azaz a nők és férfiak igényeit, a fogyatékosok igényeit. - Az épület átalakítása során megvalósul a projektarányos akadálymentesítés is. - Infokommunikációs fejlesztés az átalakítás során indokolt, ezért az infokommunikációs ak (Hungarian)

a) L’objectif du projet était d’assurer l’accès à des services publics de qualité dans la ville, en particulier la rénovation du bâtiment médical général pour adultes, qui fournit des soins de santé de base. Le développement des infrastructures des services de l’institution est devenu indispensable au fur et à mesure que le bâtiment a été construit... et n’a fait l’objet d’aucune rénovation majeure depuis lors. Les problèmes qui se sont posés entre-temps ont été résolus par des travaux partiels de rénovation. L’état technique du bâtiment, l’ingénierie mécanique, le réseau électrique, le système de chauffage, le système de plomberie sont très obsolètes. La consistance des murs et la structure des fenêtres étaient devenues complètement anciennes. Le mobilier et le mobilier du bureau évoquent également les années 60.
