Cserépfalu Község Önkormányzata „Cserépfalu árvízi kockázatának csökkentése vízrendezés II. ütem” tárggyal támogatási kérelmet nyújt be a TOP-2.1.3–16 számú „Települési környezetvédelmi infrastruktúra-fejlesztések” tárgyú pályázati felhívásra 250 millió Ft támogatási igénnyel. A projekt keretében az elmúlt időszak árvízi eseményei okán a település árvízi kockázatát csökkentő tározó kialakítása, meder és vízelvezetők rendezése tervezett. A tervezett fejlesztés illeszkedik a TOP-2.1.3-15-BO1-2016-00067 projekt keretében megvalósítás alatt álló mederrendezéshez a Hór patak belterületi Bem utcai szakaszán. Az önkormányzatokra vonatkozó jelenlegi jogszabályi környezet a helyi önkormányzatok közfeladatává teszi a lakott terület helyi vízkárelhárítását, a helyi vízrendezést az árvíz- és belvízelvezetés megoldását és a tulajdonukban lévő művek fejlesztését, fenntartását és azokon az árvízvédelmi feladatok ellátását. Jogszabályi kötelezettségének megfelelve Cserépfalu Község Önkormányzata célként tűzte ki a település helyi vízkár-veszélyeztetettségének csökkentését. A projekt a település belterülete csapadékvízkárok elleni védelme érdekében valósul meg. Az utóbbi évek átadásai alapján a Hór patak áradása település nagy részét érinti, így a vízkárkockázattal csökkentett védett terület a település egészét magában foglalja. A Hór patak vízének település határában történő megfogása rendkívül sürgető feladat: a hegyvidéki területekre tavaszi és őszi időszakban lezúduló nagy mennyiségű csapadékvíz a patakba ömlik, ami a megnövekedett vízszint miatt a völgyben fekvő települést veszélyezteti. Az utóbbi években az évi kétszeri árvízi helyezet általánossá vált a településen. A meder rendezésével Cserépfalu Község Önkormányzata mentesíti a település lakosságát a vízbetörés okozta károktól. A 2010. év május-júniusi időjárás Cserépfalu községet sem kímélte, ebben az időszakban a településre és az Hór-patak vízgyűjtő területére olyan mértékű csapadék hullott, hogy a patak nem volt képes károkozás nélkül elvezetni ezen vízmennyiséget. A közelmúltban 2019. június 23-án bekövetkezett minden eddigit meghaladó kiöntés - mely során a település északi részéről, külterületről érkező víz végig hömpölygött a település nagy részén - tovább sürgette a település árvízi kockázatának a csökkentését szolgáló újabb beruházás megvalósítását a külterületi vizek hatékony visszartartása céljával. A projekt átfogó célja: Cserépfalu helyi vízkár veszélyeztetettségének csökkentése, a település élhetőbbé tételének és a környezetbiztonság javításának a hatására vonzóbb üzleti és lakókörnyezet kialakítása, melynek eredményeként a település gazdasági potenciáljának és versenyképességének erősítése, népességmegtartó erejének növelése Specifikus célok: - biztonságos és egységes csapadékvíz-elvezető rendszer kiépítése a település belterületét érintő csapadékvizek és belvizek rendezett és kártétel nélküli elvezetése érdekében - Belterület védelmét szolgáló övárok és vízkár elhárítási és vízvisszatartási célú tározó kialakítása - a település belterületének védelme a csapadékvíz által okozott vízkárok okozta környezeti káresemények kockázatának csökkentése és megelőzése, a település környezetbiztonságának növelése - A vízrendszer állapotának javítása, helyi vízhasznosítás lehetőségeinek bővítése, éghajlatváltozással, szélsőségesebb időjárással szembeni települési ellenállóképesség javítása, az ökológiai állapot fenntartása, további komplex fejlesztések lehetővé tétele. - Rendezett településkép kialakítása, a település infrastrukturális állapotának javítása A fejlesztési területeken megvalósuló műszaki beavatkozások 2 fő csoportba sorolhatóak: - A Kerek hegyi övárok fejlesztése árapasztó tározó létesítésével - Széchenyi utca- József Attila utca vízelvezető árok fejlesztése A projekt keretében történő beavatkozás 2 egységre bontható 1. Kerek hegyi övárok árapasztó tározóval TB350/430/130 mederburkoló elemmel szakaszosan energiatörő küszöbökkel. A keresztező közút alatt 2x150x150x15 iker keretelemmel. Árapasztó tározó cca. 1,1 ha területtel. Mederkotrás, torkolati szelvényben mederburkolat kialakítása. Tiltós műtárgyak kialakítása. 2. Széchenyi utca- József Attila utca csapadékvíz elvezető árok TB30/50/40, TB40/70/50 és TB60/100/80 mederburkoló elemmel. A kezdő szelvényben TB30/50/40 rácsos fedésű elemmel. A befogadó szelvényében tiltós műtárgy kialakítása. Mederkotrás, torkolati szelvényben mederburkolat kialakítása. A projekt keretében rendezni tervezett vízfolyáshossz: - Kerek hegyi övárok 560 m - A Széchenyi úti- József Attila úti árkok esetében 1215 m A Bel- és csapadék-vízvédelmi létesítmények hossza indikátor értéke összesen 1 775 m. Capturing the water of the Hór stream at the border of the settlement is an extremely urgent task: the high amount of rainwater falling into the mountainous areas during spring and autumn is pouring into the stream, which threatens the settlement in the valley due to increased water levels. In recent years, twice a year flooding has become widespread in the settlement. By organising the channel, the Municipality of Cserépfalu will relieve the population of the settlement from the damage caused by the water invasion. The weather of May-June 2010 did not spare the village of Cserépfalu. During this period, the settlement and the Hór stream catchment area had fallen in such a way that the stream could not lead to this amount of water without damage. The recent excavation on 23 June 2019, during which water coming from the northern part of the settlement from the outskirts of the settlement was swept along the whole part of the settlement, further urged the implementation of a new investment aimed at reducing the flood risk of the settlement, with the aim of effectively containing the outskirts of the waters. The technical interventions in the areas of development can be divided into 2 main groups: — Development of the Kerek mountain belt trench with the establishment of a flooding reservoir — development of drainage ditches Széchenyi utca- József Attila utca. Round mountain trench with trenching reservoir TB350/430/130 with intermittent energy breaking thresholds. 2x150x150x15 with twin frame elements under the intersection road. Tidal reservoir cca. 1.1 ha area. Dredging, estuarine section design. Construction of forbidden artifacts. 2. Széchenyi utca- József Attila Street precipitation drainage ditch with TB30/50/40, TB40/70/50 and TB60/100/80. In the initial section with TB30/50/40 truss-covered element. The design of a prohibited artifact in the receiver’s gauge. Dredging, estuarine section design. La municipalité de Cserépfalu présente une demande d’aide au titre de l’appel no TOP-2.1.3-16 «Développement des infrastructures environnementales pour la mise en œuvre du projet» avec une demande d’aide de 250 millions de HUF ayant pour objet «Réduire le risque d’inondation dans la phase II de Cserépfalu». Dans le cadre du projet, en raison des inondations survenues au cours de la période écoulée, la construction d’un réservoir qui réduit le risque d’inondation de la colonie et l’organisation du drainage et du drainage ont été planifiées. Le développement prévu est conforme au tronçon de la rue Bem du ruisseau Hór, qui est mis en œuvre dans le cadre du projet TOP-2.1.3-15-BO1-2016-00067. D’après les transferts de ces dernières années, l’inondation du ruisseau Hór affecte la majeure partie de la colonie, de sorte que la zone protégée avec un risque d’endommagement de l’eau couvre l’ensemble de la municipalité. La capture de l’eau du ruisseau Hór à la frontière de la colonie est une tâche extrêmement urgente: la forte quantité d’eau de pluie qui tombe dans les régions montagneuses au printemps et à l’automne se déverse dans le cours d’eau, ce qui menace le peuplement dans la vallée en raison de l’augmentation des niveaux d’eau. Ces dernières années, les inondations se sont répandues deux fois par an dans la colonie. Les conditions météorologiques de mai-juin 2010 n’ont pas épargné le village de Cserépfalu et, au cours de cette période, la colonie et le bassin hydrographique de Hór étaient tombés de telle sorte que le cours d’eau ne pouvait pas conduire à cette quantité d’eau sans endommager. L’excavation récente du 23 juin 2019, au cours de laquelle les eaux provenant de la partie nord de la colonie de la périphérie de la colonie ont été balayées le long de la partie de la colonie, a en outre exhorté la mise en œuvre d’un nouvel investissement visant à réduire le risque d’inondation de la colonie, dans le but de contenir efficacement les abords des eaux. L’objectif général du projet est de: Réduire le risque de dommages locaux liés à l’eau à Cserépfalu, créer un environnement commercial et résidentiel plus attrayant avec pour effet de rendre la colonie plus viable et d’améliorer la sécurité de l’environnement, ce qui a pour effet de renforcer le potentiel économique et la compétitivité de l’établissement et d’accroître son pouvoir de rétention de la population Objectifs spécifiques: — mise en place d’un système de drainage sûr et uniforme des eaux de pluie pour le drainage ordonné et inoffensif des eaux de pluie et des eaux intérieures affectant la zone urbaine — Création d’inondations et de réservoirs d’eau endommagés pour la protection des zones intérieures — Protection de l’espace intérieur de la municipalité afin de réduire et de prévenir les risques de dommages environnementaux causés par les eaux de pluie, d’accroître la sécurité environnementale de la colonie — Améliorer l’état du système d’approvisionnement en eau, accroître les possibilités d’utilisation locale de l’eau, améliorer la résilience municipale aux changements climatiques et aux conditions météorologiques extrêmes, maintenir l’état écologique et permettre d’autres aménagements complexes. Les interventions techniques dans les domaines du développement peuvent être divisées en deux groupes principaux: — Développement de la tranchée de la ceinture de Kerek avec la mise en place d’un réservoir d’inondation — aménagement des fossés de drainage Széchenyi utca- József Attila utca. L’intervention dans le cadre du projet peut être décomposée en 2 unités 1. Tranchée ronde de montagne avec réservoir de tranchée TB350/430/130 avec seuils de rupture d’énergie intermittents. 2x150x150x15 avec deux éléments de cadre sous la route d’intersection. Réservoir de marée cca. Superficie de 1,1 ha. Dragage, conception de section estuarienne. Construction d’artefacts interdits. 2.
