A projekt célja A projekt célja egy gyógynövény, zöldség, gyümölcs szárítására, fagyasztására, tárolására alkalmas „Helyi termékek piacra jutását segítő agrár-logisztikai központ” megvalósítása, amely együttesen biztosítja új munkahelyek teremtését, kistermelők és kisvállalatok beszállítási lehetőségének kialakítását, valamint új, magas hozzáadott értékű szolgáltatás megyébe való településének lehetőségét. A projekt előzménye során az Önkormányzat tulajdonában lévő fejlesztési területen a TOP-1.1.1-15 pályázat keretében kialakításra kerül egy zöldmezős beruházás. A létrejövő ipari park szolgáltatja az alapinfrastruktúrát jelen beruházáshoz. A pályázat főtevékenységén belül valósul meg a Kajdacsi Gyógynövény-logisztikai központ kialakítása az ipari park első üzemcsarnokában. A pályázat keretében kialakításra kerülnek az épület üzemeltetéséhez szükséges épületgépészeti berendezések. Ezen bellül a szárító, szellőztető berendezések, fagyasztó berendezések, a fűtési és meleg víz ellátási rendszer, a raktárhelységek és iroda helységek klimatizálása, valamint a napcellákkal kialakítandó megújuló energiahasznosító rendszer. A pályázat keretében önállóan nem támogatható, kötelezően megvalósítandó tevékenységek közül releváns az energia hatékonysági intézkedések és a nyilvánosság biztosítása. A fejlesztéssel érintett ingatlan tetőszerkezetének legalább 30 %-a alkalmas a későbbiekben napenergia nyerésére kialakított eszközök telepítésére. A projekt keretében kiépítésre kerül az épület energia igényének egy részét biztosító nap cella rendszer. A Kajdacsi Gyógynövény-logisztikai központ fejlesztése pályázatból támogatható, mivel a projekt tárgya Kajdacs településrendezési tervében ipari területnek minősített területen van (OTÉK 253/1997 (XII.20.)). A projekt szakmai tartalmának kialakításakor Kajdacs Község Önkormányzata olyan mezőgazdasági infrastrukturális beruházást határozott meg, amely nem csak Kajdacs, hanem a szomszédos települések helyi munkahelyteremtő szükségletein alapuló és a gyógynövénytermesztés beindítását követően fenntartható és gazdaságos működést jelent. A közvetlen munkahelyteremtő értékén kívül több száz közvetett munkahelyet teremt a következő területeken: kistermelői gyógynövénytermesztés, speciális igényeket kielégítő zöldség-, és gyümölcstermesztés, vadon termő gyümölcsök és gyógynövények betakarítása, alapanyag szállítmányozás, készáru szállítmányozás, melléktermék pellet pogácsák hasznosítása. Közvetlenül teremtett munkalehetőségek: nyersanyag és késztermék mozgatás, raktározás, csomagolás, betelepülő feldolgozó cégek munkahelyei. A tervezett Kajdacsi Gyógynövény-logisztikai központ, más logisztikai központok méretéhez képest jóval kisebb méretű, de a településhez és a támogatandó tevékenységek gazdaságos üzemeltetéséhez képest arányos léptékű. Figyelembe véve a tolna megyei még ki nem használt gyógynövény termelő kapacitás mértékét, valamint az ipari park infrastruktúrájával támogatandó csúcstechnológiás szuperkritikus extrakciós eljárás átlagon felüli hozzáadott érték teremtő képességét a logisztikai üzem hosszú távú gazdaságos működtetése a tervezett bérleti szerződések alapján biztosítható. A projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt A kajdacsi gyógynövény logisztikai hub fejlesztése összhangban van a pályázati felhívás céljaival, mivel Kajdacs Község Önkormányzata a megvalósítandó projekttel a környező kistermelők, őstermelők termékeinek piacképes raktározását és a feldolgozókhoz jutását segíti elő. Ez a logisztikai hub a benne kialakítandó speciális tároló kapacitással alkalmassá válik mind a megyén belüli regionális, mind pedig országos gazdaságélénkítő hatás kifejtésére. A szolgáltatást igénybe vevő kistermelők, őstermelők a megye több mint 10 településéről fogják tudni használni a kifejezetten a gyógynövénytermelőst segítő logisztikai központot. Mindezek alapján megállapíthatjuk, hogy a tervezett beruházás összhangban van a TOP-1.1.3-15 számú pályázati felhívás céljaival. Tevékenységek, önálló: A pályázat keretében megvalósításra kerül a Kajdacsi Gyógynövény-logisztikai központ üzemcsarnokának belső kialakítása, ezen belül nyersanyag és végtermék raktár helység, hűtő helység, szárító helységek, pellettáló és liofilizáló helységek és ezekhez kapcsolódó épületgépészeti hűtő, fűtő és szárító berendezések. Az iparcsarnok nyers épületelemeire építve kerülnek kialakításra az aromás gyógynövények szárítására alkalmas, több helységből álló, izolált szárító és szellőztető gépészettel felszerelt helységek. A gyümölcsfogadó raktár és a liofilizáló, pellettáló helységeket úgy alakítjuk ki, hogy elszigetelten kerüljenek tárolásra a tisztítatlan nyersanyag és a már megtisztított, liofilizált végtermék. Objective of the project The aim of the project is to implement an “Agri-logistics centre” for drying, freezing and storing herbs, vegetables and fruit, which together ensures the creation of new jobs, the possibility of supplying small producers and small enterprises, as well as the possibility of bringing new services to the county of high added value. During the project’s history, a greenfield investment will be developed in the development area owned by the Municipality in the framework of the TOP-1.1.1-15 application. The resulting industrial park provides the basic infrastructure for the present investment. Within the main activity of the application, the development of the Herb Logistics Centre in Kjdacs will be realised in the first production hall of the industrial park. Within the framework of the tender, the technical building equipment necessary for the operation of the building will be established. This includes drying, ventilation, freezing equipment, heating and hot water supply system, air conditioning of storage areas and office spaces, and a renewable energy utilisation system to be developed with solar cells. Energy efficiency measures and publicity are relevant among the mandatory activities that cannot be independently supported under the proposal. At least 30 % of the roofing structure of the property concerned by the development is suitable for the installation of devices designed to generate solar energy. As part of the project, the solar cell system will be installed to provide part of the energy demand of the building. The development of the Thermal Plant Logistics Centre in Kajdacs is eligible for funding as the subject of the project is an industrial area classified as an industrial area in the town planning plan of Kajdacs (OTÉK 253/1997 (XII.20.)). When designing the professional content of the project, the Municipality of Kajdacs has identified an agricultural infrastructure investment that is sustainable and economical, based not only on the local job creation needs of neighbouring municipalities and after the start of herbal cultivation. In addition to its direct job creation value, it creates hundreds of indirect jobs in the following areas: small-scale herbal production, vegetable and fruit production meeting special needs, harvesting of wild fruits and herbs, transporting raw materials, ready-made delivery, utilisation of by-product pellet cakes. Directly created job opportunities: workplaces of raw materials and finished products moving, warehousing, packaging, installation of processing companies. The planned Herbal Logistics Centre in Kajdacs is much smaller than the size of other logistics centres, but is proportionate to the settlement and the economical operation of the activities to be supported. Taking into account the amount of herb production capacity not yet used in Tolna County and the above-average added value of the high-tech supercritical extraction process to be supported by the infrastructure of the industrial park, the long-term economic operation of the logistics plant can be ensured on the basis of the planned lease agreements. The technical and technical content of the project, together with the presentation of the selected independently eligible and non-eligible activities The development of the herb logistics hub in Kajdacs is in line with the objectives of the call for proposals, since the Municipality of Kajdacs helps the marketable storage of the products of the surrounding small producers and primary producers and their access to processors with the project to be implemented. Activities, stand-alone: Within the framework of the tender, the internal design of the plant hall of the Thermal Plant Logistics Centre in Kajdacs will be implemented, including raw material and final product storage space, refrigeration room, drying rooms, pelletising and lyophilising areas and related technical building cooling, heating and drying equipment. Building on the raw building elements of the industrial hall, rooms suitable for drying aromatic herbs will be constructed with several rooms, isolated drying and ventilation mechanical engineering. Objectif du projet L’objectif du projet est de mettre en place un «centre agrologistique» pour le séchage, la congélation et le stockage des herbes, des légumes et des fruits, qui assure ensemble la création de nouveaux emplois, la possibilité d’approvisionner les petits producteurs et les petites entreprises, ainsi que la possibilité d’apporter de nouveaux services au comté à forte valeur ajoutée. Au cours de l’histoire du projet, un investissement nouveau sera réalisé dans la zone d’aménagement appartenant à la municipalité dans le cadre de l’application TOP-1.1.1-15. Le parc industriel qui en résulte fournit l’infrastructure de base pour l’investissement actuel. Dans le cadre de l’activité principale de l’application, le développement du Centre de logistique Herb à Kjdacs sera réalisé dans la première salle de production du parc industriel. Dans le cadre de l’appel d’offres, l’équipement technique nécessaire à l’exploitation du bâtiment sera mis en place. Lors de la conception du contenu professionnel du projet, la municipalité de Kajdacs a identifié un investissement dans l’infrastructure agricole durable et économique, fondé non seulement sur les besoins locaux de création d’emplois des municipalités voisines et après le début de la culture à base de plantes. Outre sa valeur directe de création d’emplois, elle crée des centaines d’emplois indirects dans les domaines suivants: production de plantes à petite échelle, production de légumes et de fruits répondant à des besoins particuliers, récolte de fruits et d’herbes sauvages, transport de matières premières, livraison prête à l’emploi, utilisation de gâteaux granulés de sous-produits. Possibilités d’emploi directement créées: les lieux de travail des matières premières et des produits finis en mouvement, l’entreposage, l’emballage, l’installation d’entreprises de transformation. Le Centre de logistique Herbal prévu à Kajdacs est beaucoup plus petit que celui des autres centres logistiques, mais il est proportionnel au règlement et au fonctionnement économique des activités à soutenir. Compte tenu de la quantité de capacité de production d’herbes non encore utilisée dans le comté de Tolna et de la valeur ajoutée supérieure à la moyenne du processus d’extraction supercritique de haute technologie devant être soutenu par l’infrastructure du parc industriel, l’exploitation économique à long terme de l’usine logistique peut être assurée sur la base des contrats de location prévus.
