„A foglalkoztatási rehabilitáció szakmai folyamatainak fejlesztése” elnevezésű EFOP-1.9.3-VEKOP-17 kiemelt projekt célja a komplex rehabilitáció eredményességének növelése érdekében Rehabilitációs Fejlesztési Központ létrehozása és működtetése, annak szakmai kutatási tevékenysége révén a foglalkozási rehabilitáció megújítása, korszerűsítése, a rehabilitációs szakmafejlesztés megvalósítása. A megváltozott munkaképességű személyek foglalkoztatás élénkítését közvetlenül támogató fejlesztések megvalósítása, ezen belül kiemelten a megváltozott munkaképességű emberek számára munkahelyek adaptációjának támogatása. A projekt egyik részcélja a rehabilitációs folyamatok egyszerűsítése, a hatósági eljárások időtartamának csökkentése az érintett szakértők, tanácsadók képzésével, fejlesztésével, továbbá a megváltozott munkaképességű személyek foglalkoztathatóságának javítása. A projekt által biztosított fejlesztések nagymértékben elősegítik a megváltozott munkaképességű személyek foglalkoztatási helyzetének javulását. A projekt másik részcélja a megváltozott munkaképességű személyek társadalmi integrációjának növelése, életesélyeinek (ezen belül elhelyezkedési esélyeinek) javítása a rehabilitációs szakmai rendszer további fejlesztésével, amelyet kiegészít a megváltozott munkaképességű személyek foglalkoztatásának élénkítését, valamint a munkahelyek megváltozott munkaképességű személyek számára történő adaptációjának elősegítését támogató fejlesztés A projekt keretében a fenti célok elérése és kiemelten a szakmai módszertani fejlesztések koordinálása érdekében Rehabilitációs Fejlesztési Központ kerül kialakításra. A projektben megvalósuló szakmai kutatások és módszertani fejlesztések folyamatában erősödnek az interdiszciplináris kapcsolatok, a szakmai párbeszéd a foglalkozási rehabilitációban érintettekkel mind megyei, mind országos szinten. A szakemberek számára biztosított képzések eredményeként javul a foglalkozási rehabilitáció területén dolgozó szakemberek felkészültsége, segítséget kapnak a folyamatos terhelés miatti kiégés megelőzésére. A foglalkozási rehabilitáció módszertani fejlesztéseinek eredményeként magasabb szakmai tartalommal és minőséggel bíró módszertani anyagok kerülnek elkészítésre, amelyek alkalmazásával megvalósuló képzések a területen dolgozó szakemberek felkészítését, tudásának növelését, szakmai ismereteinek homogenizálását és ezen keresztül a megváltozott munkaképességű személyek munkaerő-piaci integrációját szolgálják. A projekt eredményeinek disszeminációja a szakterületen dolgozók ismereteinek és kompetenciáinak egységesítését segíti elő. A foglalkoztatás élénkítését közvetlenül támogató fejlesztések eredményeként növekedik a projektbe vont célcsoport foglalkoztathatósága a projekt keretében támogatott képzések sikeres befejezését követően. A megváltozott munkaképességű emberek foglalkoztatása iránt nyitott munkáltatók számának növelése érdekében Tanácsadói Hálózat kialakítása valósul meg. A Hálózat munkatársai – kiegészítve a vásárolt, munkaadók számára nyújtott érzékenyítő szemléletformáló szolgáltatást, a beszerezni tervezett rehabilitációs szakmérnök szolgáltatást – az ügyfelek fejlesztését és a munkaadók szemléletformálását segítik elő foglalkozási rehabilitációs szolgáltatások biztosítása révén, illetve működtetik a projektben elérhető támogatásokat (munkahelyek adaptációja, képzési és megélhetést biztosító támogatás, lakhatási támogatás). A projektben rendelkezésre álló szolgáltatási és támogatási elemekből álló eszközrendszer a hasonló projektek támogatásait kiegészítve, a szinergikus hatások mentén alkalmas az inaktivitásból fakadóan összetett, foglalkozási rehabilitációt akadályozó problémákkal rendelkező megváltozott munkaképességű személyek egyedi fejlesztési szükségleteinek kielégítésére és tartós, fenntartható munkaerő-piaci visszailleszkedésének elősegítésére. Az általános tájékozató, tudástár jellegen túl a célcsoportra irányuló munkaerő-kereslet és a kínálat illesztésének elősegítése érdekében Foglalkozási Rehabilitációs Portál kerül kialakításra. A portál a megváltozott munkaképességű emberek foglalkozatásához kapcsolódó információk, szakmai ismertek, jó gyakorlatok, tapasztalatok, információk megosztása, egy helyen való elérhetőségének biztosítását segíti elő, emellett online alkalmazások kialakításra kerülnek a weben keresztül történő munkaerő-közvetítés és a célcsoport foglalkoztatása számára előnyös távmunka lehetőségének elterjesztése érdekében. A munkavállalást közvetlenül elősegítő támogatások alkalmazásának és a munkaadói szemléletformálás, a portál szolgáltatásainak, működésének eredményeként 800 projektrésztvevő válik foglalkoztatottá. The priority project EFOP-1.9.3-VEKOP-17 “Developing the professional processes of occupational rehabilitation” aims to establish and operate a Centre for Rehabilitation Development in order to increase the effectiveness of complex rehabilitation, to renew and modernise occupational rehabilitation through its professional research activities and to implement rehabilitation professional development. Implement developments directly supporting employment for people with disabilities, in particular by supporting the adaptation of jobs for people with disabilities. One of the project’s milestones is to simplify rehabilitation processes, to reduce the duration of administrative procedures by training and developing relevant experts and consultants, and to improve the employability of people with disabilities. The improvements provided by the project will greatly contribute to improving the employment situation of people with disabilities. Another milestone of the project is to increase the social integration of people with disabilities, to improve their life chances (including their chances of employment) with the further development of the rehabilitation professional system, which is complemented by the development supporting the employment of people with disabilities, as well as the promotion of the adaptation of jobs for people with disabilities. The project will establish a Rehabilitation Development Centre in order to achieve the above objectives and, in particular, to coordinate professional methodological developments. Interdisciplinary contacts and professional dialogue with those involved in occupational rehabilitation are strengthened in the process of professional research and methodological development in the project, both at county and national level. As a result of the training provided to professionals, the preparedness of professionals working in the field of occupational rehabilitation will be improved and help to prevent burnout due to continuous loads. As a result of the methodological developments of occupational rehabilitation, methodological materials with higher professional content and quality are prepared, using which training courses serve to prepare professionals in the field, to increase their knowledge, to homogenise their professional knowledge and thus to integrate people with disabilities into the labour market. The dissemination of the results of the project helps to standardise the knowledge and competences of those working in the field. As a result of developments that directly support employment stimulation, the employability of the target group included in the project will increase after the successful completion of the trainings supported by the project. In order to increase the number of employers open to the employment of people with disabilities, a network of consultants will be established. The staff of the Network, in addition to the purchased sensitising awareness-raising service for employers, the planned rehabilitation engineer service, promotes the development of clients and the awareness-raising of employers through the provision of occupational rehabilitation services and operates the grants available in the project (adaptation of workplaces, training and livelihood support, housing support). The toolkit, consisting of the service and support elements available in the project, complements the grants of similar projects and is suitable for meeting the specific development needs of people with disabilities with complex occupational rehabilitation problems, along with synergistic effects, and promoting their sustainable reintegration into the labour market on a lasting basis. In addition to general information and knowledge, an Occupational Rehabilitation Portal will be established to facilitate labour demand and supply matching for the target group. The portal helps to ensure that information, professional knowledge, good practices, experience, information is shared and accessible in one place related to the employment of people with disabilities, as well as online applications will be developed to spread the possibility of teleworking to the benefit of the employment of people with disabilities and the employment of the target group. 800 project participants will be employed as a result of the use of grants directly facilitating employment and the employer’s awareness-raising, the services and operation of the portal. Le projet prioritaire EFOP-1.9.3-VEKOP-17 «Développer les processus professionnels de réadaptation professionnelle» vise à créer et à exploiter un Centre pour le Développement de la Réhabilitation afin d’accroître l’efficacité de la réhabilitation complexe, de renouveler et de moderniser la réadaptation professionnelle par le biais de ses activités de recherche professionnelle et de mettre en œuvre le perfectionnement professionnel en réadaptation. Mettre en œuvre des développements soutenant directement l’emploi des personnes handicapées, notamment en soutenant l’adaptation des emplois pour les personnes handicapées. L’un des jalons du projet est de simplifier les processus de réadaptation, de réduire la durée des procédures administratives par la formation et le développement d’experts et de consultants compétents, et d’améliorer l’employabilité des personnes handicapées. Les améliorations apportées par le projet contribueront grandement à améliorer la situation de l’emploi des personnes handicapées. Un autre jalon du projet est d’accroître l’intégration sociale des personnes handicapées, d’améliorer leurs chances de vie (y compris leurs chances d’emploi) avec la poursuite du développement du système professionnel de réadaptation, qui est complété par le développement du soutien à l’emploi des personnes handicapées, ainsi que la promotion de l’adaptation des emplois pour les personnes handicapées. Les contacts interdisciplinaires et le dialogue professionnel avec les acteurs de la réadaptation professionnelle sont renforcés dans le processus de recherche professionnelle et de développement méthodologique dans le cadre du projet, tant au niveau des comtés qu’au niveau national. Grâce à la formation dispensée aux professionnels, la préparation des professionnels travaillant dans le domaine de la réadaptation professionnelle sera améliorée et contribuera à prévenir l’épuisement dû à des charges continues. À la suite des développements méthodologiques de la réadaptation professionnelle, des matériels méthodologiques de meilleure qualité et de contenu professionnel sont élaborés, à l’aide desquels des cours de formation servent à préparer les professionnels sur le terrain, à accroître leurs connaissances, à homogénéiser leurs connaissances professionnelles et, partant, à intégrer les personnes handicapées sur le marché du travail. La diffusion des résultats du projet contribue à uniformiser les connaissances et les compétences des personnes travaillant sur le terrain. À la suite des développements qui favorisent directement la stimulation de l’emploi, l’employabilité du groupe cible inclus dans le projet augmentera après la réussite des formations soutenues par le projet. Afin d’accroître le nombre d’employeurs ouverts à l’emploi des personnes handicapées, un réseau de consultants sera mis en place. Le personnel du Réseau, outre le service de sensibilisation acheté pour les employeurs, le service d’ingénieur de réadaptation prévu, favorise le développement des clients et la sensibilisation des employeurs par la fourniture de services de réadaptation professionnelle et gère les subventions disponibles dans le cadre du projet (adaptation des lieux de travail, formation et soutien aux moyens de subsistance, aide au logement). La boîte à outils, composée des éléments de service et d’appui disponibles dans le projet, complète les subventions de projets similaires et convient pour répondre aux besoins spécifiques de développement des personnes handicapées ayant des problèmes complexes de réadaptation professionnelle, ainsi que des effets synergiques, et promouvoir leur réinsertion durable sur le marché du travail. Outre l’information et les connaissances générales, un portail sur la réadaptation professionnelle sera créé pour faciliter l’adéquation de la demande de main-d’œuvre et de l’offre pour le groupe cible. Le portail permet de veiller à ce que les informations, les connaissances professionnelles, les bonnes pratiques, l’expérience, les informations soient partagées et accessibles en un seul endroit en ce qui concerne l’emploi des personnes handicapées, ainsi que les applications en ligne afin de diffuser la possibilité de télétravail au profit de l’emploi des personnes handicapées et de l’emploi du groupe cible. 800 participants au projet seront employés grâce à l’utilisation de subventions facilitant directement l’emploi et la sensibilisation de l’employeur, les services et le fonctionnement du portail. Das vorrangige Projekt EFOP-1.9.3-VEKOP-17 „Entwicklung der beruflichen Prozesse der beruflichen Rehabilitation“ zielt darauf ab, ein Zentrum für Rehabilitationsentwicklung einzurichten und zu betreiben, um die Wirksamkeit der komplexen Rehabilitation zu erhöhen, die berufliche Rehabilitation durch professionelle Forschungstätigkeiten zu erneuern und zu modernisieren und die berufliche Entwicklung der Rehabilitation umzusetzen. Umsetzung von Entwicklungen zur direkten Förderung der Beschäftigung von Menschen mit Behinderungen, insbesondere durch Unterstützung der Anpassung von Arbeitsplätzen für Menschen mit Behinderungen. Eines der Meilensteine des Projekts ist die Vereinfachung der Rehabilitationsprozesse, die Verringerung der Dauer der Verwaltungsverfahren durch Schulung und Entwicklung einschlägiger Experten und Berater sowie die Verbesserung der Beschäftigungsfähigkeit von Menschen mit Behinderungen. Die durch das Projekt erzielten Verbesserungen werden erheblich zur Verbesserung der Beschäftigungssituation von Menschen mit Behinderungen beitragen. Ein weiterer Meilenstein des Projekts besteht darin, die soziale Integration von Menschen mit Behinderungen zu verbessern, ihre Lebenschancen (einschließlich ihrer Beschäftigungschancen) durch die Weiterentwicklung des beruflichen Rehabilitationssystems zu verbessern, das durch die Entwicklung der Förderung der Beschäftigung von Menschen mit Behinderungen sowie durch die Förderung der Anpassung von Arbeitsplätzen für Menschen mit Behinderungen ergänzt wird. Das Projekt wird ein Zentrum für Rehabilitationsentwicklung einrichten, um die oben genannten Ziele zu erreichen und insbesondere die fachlichen methodischen Entwicklungen zu koordinieren. Interdisziplinäre Kontakte und professioneller Dialog mit den in der beruflichen Rehabilitation Beteiligten werden im Prozess der professionellen Forschung und methodischen Entwicklung im Projekt sowohl auf Bezirks- als auch auf nationaler Ebene verstärkt. Durch die Ausbildung von Fachkräften wird die Vorbereitung von Fachkräften, die im Bereich der beruflichen Rehabilitation tätig sind, verbessert und helfen, Burnout durch kontinuierliche Belastungen zu verhindern. Als Ergebnis der methodischen Entwicklung der beruflichen Rehabilitation werden methodische Materialien mit höherem fachlichen Gehalt und höherer Qualität erstellt, anhand deren Schulungen zur Vorbereitung von Fachkräften in diesem Bereich, zur Verbesserung ihres Wissens, zur Homogenisierung ihrer beruflichen Kenntnisse und damit zur Integration von Menschen mit Behinderungen in den Arbeitsmarkt dienen. Die Verbreitung der Projektergebnisse trägt dazu bei, das Wissen und die Kompetenzen der in diesem Bereich tätigen Personen zu standardisieren. Infolge von Entwicklungen, die direkt zur Beschäftigungsförderung beitragen, wird die Beschäftigungsfähigkeit der in das Projekt einbezogenen Zielgruppe nach dem erfolgreichen Abschluss der durch das Projekt geförderten Schulungen zunehmen. Um die Zahl der Arbeitgeber zu erhöhen, die für die Beschäftigung von Menschen mit Behinderungen offen sind, wird ein Netzwerk von Beratern eingerichtet. Das Personal des Netzes fördert neben dem erworbenen sensibilisierenden Sensibilisierungsdienst für Arbeitgeber, dem geplanten Rehabilitationsingenieurdienst, die Entwicklung von Kunden und die Sensibilisierung der Arbeitgeber durch die Erbringung von Dienstleistungen für die berufliche Rehabilitation und betreibt die im Rahmen des Projekts verfügbaren Zuschüsse (Anpassung von Arbeitsplätzen, Ausbildung und Unterstützung für Existenzgrundlagen, Wohnungsbauunterstützung). Das Toolkit, das aus den im Rahmen des Projekts verfügbaren Dienstleistungs- und Unterstützungselementen besteht, ergänzt die Zuschüsse ähnlicher Projekte und ist geeignet, den spezifischen Entwicklungsbedürfnissen von Menschen mit Behinderungen mit komplexen beruflichen Rehabilitationsproblemen sowie Synergieeffekten gerecht zu werden und deren nachhaltige Wiedereingliederung in den Arbeitsmarkt dauerhaft zu fördern. Neben allgemeinen Informationen und Kenntnissen wird ein Portal zur beruflichen Rehabilitation eingerichtet, um die Nachfrage nach Arbeitskräften und die Abstimmung des Angebots für die Zielgruppe zu erleichtern. Das Portal trägt dazu bei, dass Informationen, Fachkenntnisse, bewährte Verfahren, Erfahrungen, Informationen an einem Ort im Zusammenhang mit der Beschäftigung von Menschen mit Behinderungen sowie Online-Anwendungen entwickelt werden, um die Möglichkeit der Telearbeit zugunsten der Beschäftigung von Menschen mit Behinderungen und der Beschäftigung der Zielgruppe zu verbreiten. 800 Projektteilnehmer werden durch die Verwendung von Zuschüssen, die direkt die Beschäftigung erleichtern, sowie die Sensibilisierung des Arbeitgebers, die Dienstleistungen und den Betrieb des Portals eingesetzt.
