A projekt célkitűzése a mohácsi Eötvös utcai óvoda épület éves energiafelhasználási és üzemeltetési költségeinek, valamint ezáltal az üvegházhatású gázok kibocsátásának jelentős csökkentése. A projekt összhangban van a TOP 3.2. intézkedésében megfogalmazott fejlesztési irányokkal, ezen belül is az alábbi beavatkozásokkal: -Az önkormányzati tulajdonú épületek energiahatékonyság-központú fejlesztése, külső határoló szerkezeteik korszerűsítése által, -Fosszilis energiahordozó alapú hőtermelő ber. korsz.,cseréje,és/vagy a kapcsolódó fűtési és HMV rend. korszerűsítése Az épület a tervezett fejlesztések megvalósulását követően meg fog felelni a 2016.01.01-től hatályos 7/2006. TNM rendelet szerinti korszerűt megközelítő energetikai minőség szerinti besorolásnak (DD). Műszaki tartalom: 3.1.1. a) külső határoló szerkezetek korszerűsítése: a homlokzati falaknál 16 cm, a padlásfödémnél 30 cm kőzetgyapot, a pincefödémnél 16 cm expandált polisztirol keményhab hőszigetelés, régi fa nyílászárók cseréje 3-rétegű hőszigetelő üvegezésű PVC nyílászárókra. 3.1.2. h) fűtési rendszer korszerűsítés: kondenzációs falikazán, időjárásfüggő szabályzóval, új fűtési elosztó hálózat, radiátorokra termosztatikus szelepek. 3.1.3. a) projektarányos akadálymentesítés. 3.1.3. c) kötelező nyilvánosság biztosítása. 3.1.3. d) épületet használók képzése. Jelen projekt nem tartalmazza erre az épületre vonatkozóan napelem rendszer telepítését, mert Mohács Város Önkormányzata külön projekt keretében napelemparkot hoz létre, mely a 100%-ban önkormányzati tulajdonban lévő épületek, létesítmények saját (közcélú) energiaigényét elégíti ki megújuló energiaforrásokból nyert energiával, beleértve az Eötvös utcai óvoda épületét is. A projekt műszaki-szakmai tartalmával és a megvalósítással kapcsolatos legfontosabb elvárásokkal való összhang (Pályázati felhívás 3.2. alpontjai szerint): 1) A projekt betartja a vonatkozó környezetvédelmi és esélyegyenlőségi jogszabályokat. 2-23) A fejlesztéshez kapcsolódó nyilvános eseményeken, kommunikációjában és viselkedésében a támogatást igénylő vállalja, hogy esélytudatosságot fejez ki. 3) A projekt helyszíne a lakosság számára látogatható, így elősegíti a lakosság szemléletformálását. 4-8-10) A projekthez csatoltuk a kiindulási állapot energetikai tanúsítványát. A projekt műszaki tartalma a fejlesztés utáni állapotra vonatkozó energetikai tanúsítványon alapul. 5) A projektnek nincs előre látható klímakockázata. 6) A projekt tárgyát képező épület a TOP 1.4.1 felhívásban támogatható funkcióval bír (óvoda). A támogatást igénylő önkormányzat nyilatkozata csatolásra került, miszerint a beruházás révén megvalósítani kívánt épületenergetikai korszerűsítések vonatkozásában nem vesz igénybe a 2014-2020-as tervezési időszak releváns TOP 4.1.1; 4.2.1; 1.4.1 felhívásából támogatást. Az épület 100% önkormányzati tulajdonban van, az épület funkcióját az önkormányzat a fenntartási időszak alatt fenntartja. 19) A projektbe bevont épület nem tartalmaz szórt azbesztet. 20) A projekt megfelel a projektarányos akadálymentesítés követelményeinek, ezt rehabilitációs szakmérnök nyilatkozata igazolja. 22) A kedvezményezett eleget tesz a tájékoztatási és nyilvánossági kötelezettségeknek, erre vonatkozóan önálló költségtétel került betervezésre. 24) A projekthez csatolásra került a Projekt Terv és annak összes releváns melléklete. 25) A projekt BMR-je 0,91%, ami az előírt -4 % és 4 % közé esik. 26) A projekt összköltségvetése 1 millió EUR alatti, így nem szükséges költség-haszon elemzés (CBA) készítése. 27) A projekt megvalósítása során műszaki ellenőr kerül bevonásra, erre vonatkozóan önálló költségtétel került betervezésre. 28) A projekt abszolút mértékben csökkenti az ÜHG kibocsátást (33,97 tCO2/év egyenértékkel). 29) A projektbe bevont épületre alkalmazható a 176/2008. (VI.30) Korm. rendelet és 50 nm feletti hasznos alapterületű. 33) Az új fűtési elosztó hálózat időjárásfüggő szabályozással és időprogrammal lesz kiépítve. 36-38) A projekt tartalmazza az épülethasználók képzését, erre önálló költségtétel került betervezésre. 39) A támogatást igénylő nyilatkozatban vállalta, hogy legkésőbb a fenntartási időszakba léptetésig megszerzi a megyei önkormányzat támogató nyilatkozatát a megyei SEAP/SECAP-hoz való illeszkedésről. 42) A projekt keretében a TNM rendelet szerinti jelentős felújításra kerül sor. 43) A projekt kielégíti a TNM rendelet 6. par (5) és (6) bek. szerinti követelményeket. 45) A meglévő és cserélni kívánt nyílászárók nem felelnek meg a TNM rendelet szerinti követelményeknek, a tervezett nyílászáró csere tehát indokolt. 48) A beépítendő kondenzációs falikazán teljesíteni fogja az előírt tüzeléstechnikai követelményeket. 53) A tervezett beruházás vonatkozásában a támogatást igénylő nem vesz igénybe más 2014-2020-as tervidőszaki európai uniós támogatást. A projekt megfelel a Tartalmi értékelési szempontoknak és a Terület-specifikus értékelési szempontoknak, ezt a Projekt Terv tartalmazza. (Hungarian)

The objective of the project is to significantly reduce the annual energy use and operating costs of the Eötvös street nursery building in Mohács and thereby significantly reduce greenhouse gas emissions. The project is in line with the development orientations set out in measure 3.2 of the TOP, including the following interventions: —Energy-efficiency-oriented development of municipal-owned buildings through the modernisation of their external bordering structures, -Replacement of the heating and/or related heating and HMV order based on fossil energy carriers The building will comply with the provisions of the 7/2006. To state-of-the-art energy quality classification (DD) according to Decree No TNM. Technical content: 3.1.1 (a) modernisation of external boundaries: 16 cm in the facade walls, 30 cm in the attic floor, 16 cm at the basement floor, 16 cm in expanded polystyrene hard foam insulation, replacement of old wooden doors and windows for 3 layers of glass PVC doors and windows. 3.1.2 (h) heating system upgrade: condensation wall boiler, weather-dependent regulator, new heating distribution network, thermostatic valves for radiators. 3.1.3 (a) Proportional accessibility of the project. 3.1.3. (c) ensuring mandatory publicity. 3.1.3 (d) training for building users. The present project does not include the installation of a solar panel system for this building, because the Municipality of Mohács will create a solar panel park in the framework of a separate project, which meets the own (public) energy needs of buildings and facilities which are 100 % municipally owned with energy from renewable energy sources, including the building of the Eötvös street nursery. Consistency with the technical-professional content of the project and the most important requirements for its implementation (according to point 3.2 of the call for proposals): 1) The project complies with the relevant environmental and equal opportunities legislation. 2-23) In public events, communication and behaviour related to development, the applicant undertakes to express a sense of opportunity. 3) The location of the project can be visited by the public, thus helping to raise public awareness. 4-8-10) The energy certificate of the initial state is attached to the project. The technical content of the project is based on the energy certification for post-development status. 5) The project has no foreseeable climate risk. 6) The building covered by the project has an eligible function under call TOP 1.4.1 (preschool). A statement by the requesting municipality is attached stating that the relevant planning period TOP 4.1.1 will not be used for the building energy upgrades to be implemented by the investment; 4.2.1; 1.4.1 from its call for support. The building is 100 % owned by the municipality and the function of the building is maintained by the municipality during the maintenance period. 19) The building involved in the project does not contain scattered asbestos. 20) The project meets the requirements of the project-proportional accessibility, which is confirmed by the declaration of a specialist rehabilitation engineer. 22) The beneficiary complies with the information and publicity obligations and an independent cost item has been planned for this purpose. 24) The Project Plan and all relevant annexes are attached to the project. 25) The project’s BMR is 0.91 %, which is between -4 % and 4 %. 26) The total budget of the project is below EUR 1 million, so it is not necessary to carry out a cost-benefit analysis (CBA). 27) During the implementation of the project, a technical inspector is involved and a separate cost item has been planned for this purpose. 28) The project reduces GHG emissions in absolute terms (33.97 tCO2/year equivalent). 29) The building involved in the project is subject to the provisions of Article 176/2008. Government Decree (VI.30) and useful floor area above 50 nm. 33) The new heating distribution network will be built with weather-dependent regulation and time program. 36-38) The project includes the training of building users, for which an independent cost item has been planned. 39) In the declaration requesting the grant, it undertook to obtain a statement of support from the county government on the alignment with the county SEAP/SECAP by the end of the maintenance period at the latest. 42) The project involves major renovations in accordance with the Decree of the Minister for National Development. 43) The project meets the requirements of Section 6(5) and (6) of the Decree of the Minister for National Development. 45) The existing doors and windows to be replaced do not comply with the requirements of the Decree of the Minister for Transport, so the planned replacement of doors and windows is justified. 48) The condensation wall boiler to be installed will meet the prescribed combustion requirements. 53) With regard to the planned investment, the applicant does not make use of any other EU funding ... L’objectif du projet est de réduire de manière significative la consommation d’énergie et les coûts d’exploitation annuels de la pépinière de la rue Eötvös à Mohács et, partant, de réduire considérablement les émissions de gaz à effet de serre. Le projet est conforme aux orientations de développement définies dans la mesure 3.2 du TOP, y compris les interventions suivantes: —Développement axé sur l’efficacité énergétique des bâtiments municipaux grâce à la modernisation de leurs structures frontalières extérieures, -Remplacement de l’ordre de chauffage et/ou de chauffage connexe et HMV sur la base de vecteurs d’énergie fossile Le bâtiment sera conforme aux dispositions du 7/2006. À la classification de la qualité énergétique (DD) à la pointe de la technologie, conformément au décret no TNM. Contenu technique: 3.1.1 a) modernisation des frontières extérieures: 16 cm dans les murs de façade, 30 cm dans le grenier, 16 cm au sous-sol, 16 cm en polystyrène expansé isolant en mousse dure, remplacement de vieilles portes en bois et fenêtres pour 3 couches de portes et fenêtres en PVC en verre. 3.1.2 h) modernisation du système de chauffage: chaudière murale à condensation, régulateur dépendant des intempéries, nouveau réseau de distribution de chaleur, vannes thermostatiques pour radiateurs. 3.1.3 a) accessibilité proportionnelle du projet. 3.1.3 c) assurer la publicité obligatoire. 3.1.3 d) formation des usagers du bâtiment. Le présent projet n’inclut pas l’installation d’un système de panneaux solaires pour ce bâtiment, car la municipalité de Mohács créera un parc de panneaux solaires dans le cadre d’un projet distinct, qui répond aux propres besoins énergétiques (publics) de bâtiments et d’installations appartenant à 100 % à l’énergie produite à partir de sources d’énergie renouvelables, y compris la construction de la pépinière de rue Eötvös. Cohérence avec le contenu technique et professionnel du projet et les exigences les plus importantes pour sa mise en œuvre (conformément au point 3.2 de l’appel à propositions): 1) Le projet est conforme à la législation pertinente en matière d’environnement et d’égalité des chances. 2-23) Dans le cadre d’événements publics, de communication et de comportement liés au développement, le demandeur s’engage à exprimer un sentiment d’opportunité. 3) L’emplacement du projet peut être visité par le public, ce qui contribue à sensibiliser le public. 4-8-10) Le certificat énergétique de l’état initial est joint au projet. Une déclaration de la municipalité requérante est jointe indiquant que la période de planification pertinente TOP 4.1.1 ne sera pas utilisée pour les rénovations énergétiques du bâtiment qui seront mises en œuvre par l’investissement; 4.2.1; 1.4.1 de son appel à l’appui. Le bâtiment appartient à 100 % à la municipalité et sa fonction est maintenue par la municipalité pendant la période d’entretien. 19) Le bâtiment impliqué dans le projet ne contient pas d’amiante dispersé. 20) Le projet répond aux exigences de l’accessibilité proportionnelle au projet, ce qui est confirmé par la déclaration d’un ingénieur spécialisé en réhabilitation. 22) Le bénéficiaire respecte les obligations d’information et de publicité et un poste de coût indépendant a été prévu à cet effet. 24) Le plan de projet et toutes les annexes pertinentes sont joints au projet. 25) Le BMR du projet est de 0,91 %, ce qui se situe entre -4 % et 4 %. 26) Le budget total du projet est inférieur à 1 million d’euros, de sorte qu’il n’est pas nécessaire de procéder à une analyse coûts-avantages (CBA). 27) Au cours de la mise en œuvre du projet, un inspecteur technique est impliqué et un poste de coût distinct a été prévu à cette fin. 28) Le projet réduit les émissions de GES en termes absolus (33,97 tCO2/an équivalent). 29) Le bâtiment impliqué dans le projet est soumis aux dispositions de l’article 176/2008.
