Berettyóújfalu Város Önkormányzata, mint a fejleszteni kívánt Vass Jenő Óvoda és Bölcsőde intézmény fenntartója nyújtja be pályázatát a köznevelési intézmény Radnóti Óvodája; a Széchenyi Óvodája, illetve az Eszterlánc Óvodája per-és igénymentes önkormányzati tulajdonban álló ingatlanokon történő fejlesztésre, miután a tervezett fejlesztések megalapozottságának feltárása céljából igényfelmérést készített az óvodai-nevelési intézménybe járó gyermekek szüleivel, illetve az intézményben dolgozókkal. A településen a Vass Jenő Óvoda és Bölcsődén kívül még egy Református Egyház által fenntartott 3 csoportos óvoda is van, de a bölcsődei ellátást a településen ez az egy intézmény látja el hét tagintézményével teljes egészében. A fejlesztett három óvodai feladatellátás helyszínein összesen 250 férőhely áll a gyermekek rendelkezésére. A három fejlesztendő egység (75/67 fő/100/93 fő/75/53 fő) vonatkozásában tehát 85,2 %-os a kihasználtság. A projektben tervezett feladatellátási intézmény egyikét a korábbi (2007-2013) időszakban már érintette infrastrukturális fejlesztés, azonban a fejlesztések tevékenységei teljes mértékben elkülönülnek jelen fejlesztéstől. A projektben a kapacitásbővítés nem indokolt. A fejlesztés a három tagintézmény esetében az alábbiak szerint tervezett: 1. helyszín: Radnóti Óvoda (székhely óvoda): A Berettyóújfalu, Radnóti u. 2. sz. alatti területen jelenleg is működik egy háromcsoportos óvoda. Az Óvoda épülete eredetileg nem óvodai funkcióra épült, ebből adódóan több szükséges és előirt óvodai helyiség sem fért bele az óvodai kialakításba. Az épület régi vályog falazatú épület, melynek bővítését, felújítását gazdaságosan megoldani nem lehet. Berettyóújfalu Város Önkormányzata elhatározta az óvodaépület lebontását, valamint egy új, korszerű, gazdaságosan fenntartható, minden szükséges óvodai helyiséget magába foglaló 3 csoportos óvoda építését. A szakmai tervezési program alapján a tervezett óvodában kialakításra kerül három foglalkoztató, 1 tornaszoba, valamint az ezekhez szükséges kiszolgáló helyiségek (öltöző, mosdó) melegítő konyha, mosókonyha és irodai- nevelői helyiségek, öltözők. A tervezési feladat: 20/2012. (VIII. 31.) EMMI rendelet a nevelési-oktatási intézmények működéséről és a köznevelési intézmények névhasználatáról, 2.sz melléklete „a nevelési-oktatási intézmények kötelező (minimális) eszközeiről és felszereléséről ” figyelembevételével az óvoda funkcióra vonatkozóan kötelező helyiségek kialakításával készült - a három gyermekcsoporttal működő óvodákra vonatkozóan a tervezett épületegységben. A tervezett épület földszint+ tetőtér kialakítású, bruttó alapterülete 606,71 m2, mely a 3116 m2 telken nem haladja meg a megengedett 35 %-os beépítettséget. A tervezett óvoda funkcióhoz szükséges 12 db parkoló – OTÉK alapján, minden megkezdett 20 m2 alapterületű csoportszoba után 1 db, melyből 11db a 946/3 hrsz-ú közterületen, illetve 1 db akadálymentes parkolóhely és 1 db parkolóhely a gazdasági beszállító jármű részére a saját ingatlanon belül biztosított. A meglévő utcafronti kerítés átépítésre kerül. Az új kerítés szakaszon kiépítésre kerül 1 db főbejárat és 1 db gazdasági bejárat gyalogos forgalom részére épített kiskapu, továbbá minimum 6,0 m széles nagykapu (1 db) a gépkocsi forgalom részére. 2. helyszín: Széchenyi Óvoda: A Berettyóújfalu Város Önkormányzata által jelenleg üzemeltetett Széchenyi utcai Óvoda homlokzata leromlott állapotban van. Az épület nyílászárói elöregedett állapotú fa és fém nyílászárók légzárásuk nem kielégítő- a az épület fűtését ellátó kazán elavult, energiapazarló, cseréje indokolt. A homlokzati falszerkezetek hőszigetelő képessége nem kielégítő. Az épület komplex akadálymentesítése a 2009. évben elkészült. Megrendelő az épület teljes homlokzati felújítását- hőszigetelését, valamint a fűtési rendszert ellátó kazánok cseréjét kívánja megvalósítani. 3. helyszín: Eszterlánc Óvoda: A tárgyi ingatlanon meglévő épületben 3 csoportos óvoda üzemel. Az épület hagyományos falazott szerkezetű, földszintes épület nyereg tetővel. Az épület energetikai korszerűsítése során az alábbi munkálatok kerülnek elvégzésre: A homlokzat hőszigetelése, A meglévő nyílászárók fokozott hőtechnikai igényt kielégítő műanyag nyílászárókra lesznek cserélve. A födém hőszigetelése. Megújuló energia felhasználás: 3 kW teljesítményű hálózatra visszatápláló napelemes rendszer kerül kiépítésre. A homlokzati nyílászárók cseréje során a belső kávák javításra kerülnek. Az épület belső falfelületein teljes körű festési munkák kerülnek elvégzésre. A Fenntartó az intézmény napi nyitvatartási idejét rugalmasan, a munkavállaló szülők munka idejének ismeretében, a szülők igényeihez igazodva határozza meg, így a tervezett fejlesztés keretében nyújtott szolgáltatások a hagyományos időrenden túl is biztosítottak lesznek. a) A projekt célja: A projekt átfogó célja, hogy a projektben végrehajtott fejlesztések révén javuljon az óvodákba járó gyermekek szüleinek a munkaerő-piaci helyzete, az oda való belépés (Hungarian)

The Municipality of Berettyóújfalu decided to demolish the kindergarten building and to build a new, modern, economically sustainable 3 group kindergarten with all the necessary kindergarten rooms. On the basis of the professional design program, the planned kindergarten will have three employers, 1 gym room, as well as the necessary service rooms (washroom, washbasin) heating kitchen, laundry room and office-education rooms, changing rooms. The design task is: 20/2012. (VIII. 31.) Decree of the Minister for Human Affairs on the operation of educational institutions and the use of names of public education institutions, Annex 2 to the Decree was drawn up with the establishment of mandatory rooms for kindergarten functions, taking into account the “compulsory (minimum) equipment and equipment of educational institutions” — for kindergartens with three groups of children in the planned building unit. The planned building has a ground floor+ attic with a gross floor area of 606.71 m², which does not exceed the permitted 35 % built-up on the 3 116 m² plot. The 12 parking spaces required for the planned kindergarten function — based on OTÉK, 1 for each 20 m² group room started, 11 of which are available in the public area 946/3, 1 accessible parking space and 1 parking space for the economic transport vehicle within the own property. The existing street front fence will be rebuilt. The doors and windows of the building are old-aged wood and metal doors and windows have insufficient air-locking — the boiler for heating the building is outdated, it is energy wasteful and it is necessary to replace it. The thermal insulation capacity of facade wall structures is not satisfactory. The complex accessibility of the building was completed in 2009. The client intends to implement the complete renovation of the building and the thermal insulation of the building and the replacement of the boilers supplying the heating system. Location 3: Eszter Chain Kindergarten: There are 3 group kindergartens in the existing building on the physical property. The building has a traditional masonry structure, ground floor building with saddle roof. During the energy renovation of the building, the following works will be carried out: The thermal insulation of the facade, The existing doors and windows will be replaced with plastic doors and windows meeting increased thermal demand. La municipalité de Berettyóújfalu, en tant que responsable de l’école maternelle Jenő Vass et de l’établissement bölcsőde, présentera sa demande à l’école maternelle Radnóti d’enseignement public; la maternelle de Széchenyi et la garderie de la chaîne Eszter pour le développement de propriétés appartenant à l’administration locale sans aucune nature légale et sans demande, après avoir procédé à une évaluation des besoins avec les parents des enfants fréquentant l’établissement d’éducation maternelle et avec le personnel de l’établissement afin de trouver la base des développements prévus. En plus de la maternelle et de la crèche Jenő Vass, il y a aussi 3 jardins d’enfants collectifs entretenus par l’Église réformée dans le village, mais la crèche est fournie par cette institution avec ses sept institutions membres dans son intégralité. Au total, 250 places sont disponibles pour les enfants dans les trois établissements préscolaires mis en place. Le taux d’occupation des trois unités à développer (75/67/100/93 main/75/53) est donc de 85,2 %. L’une des institutions prévues dans le projet a déjà été affectée par le développement des infrastructures au cours de la période précédente (2007-2013), mais les activités de développement sont totalement distinctes du développement actuel. L’expansion des capacités dans le cadre du projet n’est pas justifiée. Le développement est prévu pour les trois institutions membres comme suit: Lieu 1: Radnóti maternelle (siège de la maternelle): Dans la région de Berettyóújfalu, Radnóti u. 2, il existe actuellement un jardin d’enfants en trois groupes. Le bâtiment de la maternelle n’était pas construit à l’origine sur une fonction maternelle, donc il n’y avait plus de salles d’écoles nécessaires et pré-décrites dans la conception de la maternelle. Le bâtiment est un ancien bâtiment de maçonnerie loam, dont l’extension et la rénovation ne peuvent être résolus économiquement. La municipalité de Berettyóújfalu a décidé de démolir le bâtiment de la maternelle et de construire un nouveau jardin d’enfants de 3 groupes, moderne et économiquement viable, avec toutes les salles nécessaires. Sur la base du programme de conception professionnelle, le jardin d’enfants prévu comprendra trois employeurs, une salle de gym, ainsi que les salles de service nécessaires (lavabo, lavabo), la cuisine chauffante, la buanderie et les salles d’enseignement-bureau, les vestiaires. Décret du Ministre des affaires humaines sur le fonctionnement des établissements d’enseignement et l’utilisation des noms des établissements d’enseignement public, l’annexe 2 du décret a été établie avec la création de salles obligatoires pour les fonctions de maternelle, en tenant compte de l’«équipement (minimum) obligatoire des établissements d’enseignement» — pour les jardins d’enfants avec trois groupes d’enfants dans l’unité de construction prévue. Le bâtiment prévu dispose d’un grenier au rez-de-chaussée+ d’une superficie brute de 606,71 m², qui ne dépasse pas les 35 % autorisés sur le terrain de 3 116 m². Les 12 places de stationnement nécessaires à la fonction maternelle prévue — sur la base d’OTÉK, 1 pour chaque salle de groupe de 20 m², dont 11 sont disponibles dans la zone publique 946/3, 1 place de parking accessible et 1 place de stationnement pour le véhicule de transport économique dans la propriété propre. La clôture existante devant la rue sera reconstruite. Sur le nouveau tronçon de clôture, 1 entrée principale et 1 entrée économique seront construites pour la circulation piétonne, et au moins 6,0 m de large pour la circulation automobile. Lieu 2: École de pépinière de Széchenyi: La façade de la rue Széchenyi maternelle actuellement exploitée par la municipalité de Berettyóújfalu est dégradée. Les portes et les fenêtres du bâtiment sont vieux en bois et les portes métalliques et les fenêtres ont suffisamment d’air-verrouillage — la chaudière pour le chauffage du bâtiment est dépassée, il est gaspillé d’énergie et il est nécessaire de le remplacer. La capacité d’isolation thermique des structures murales de façade n’est pas satisfaisante. L’accessibilité complexe du bâtiment a été achevée en 2009. Le client a l’intention de mettre en œuvre la rénovation complète du bâtiment et l’isolation thermique du bâtiment et le remplacement des chaudières alimentant le système de chauffage.
