A támogatást igénylő szervezet a Pécsi Tudományegyetem (PTE) alapító dokumentuma (és szervezeti és működési szabályzata) alapján a projekt céljait szolgáló tevékenységek ellátására alkalmas és felhatalmozott (a 2011. évi CCIV. Tv.1. Mellékletében a felsorolás 17. helyén szereplő felsőoktatási intézmény). A projekt sikeres megvalósításához a PTE több éves, EU-s projektvezetési tapasztalatokkal rendelkező projektmenedzsmentet és szakmai vezetést tud biztosítani, mely részletesen a Megvalósíthatósági tanulmány 4.1. fejezetében kerül bemutatásra. A pályázat célja a PTE elsősorban orvosi-, egészségügy, természettudományos, műszaki, gazdaságtudományi, pedagósusképzés szakok infrastruktúrájának és eszközállományának fejlesztése annak érdekében, hogy mint a Dél-Dunántúl kiemelkedő felsőoktatási intézménye versenyképes szolgáltatásokat legyen képes nyújtani. A versenyképes szolgáltatásokat a legjobb elérhető technológiai kritériumának megfelelő fejlesztések biztosítják. A PTE térségi szerepét tekintve régió képzési központja. A régióban a 290 /2014. (XI. 26.) a kedvezményezett járások besorolásáról Korm. rendelet 3. melléklete alapján 5 komplex programmal fejlesztendő, 3 fejlesztendő és 9 kedvezményezett járás található. A fejlesztés a PTE valamennyi karának együttműködésében valósul meg, a fejlesztéssel érintett karok a következők: Általános Orvostudományi Kar (ÁOK), a Gyógyszertudományi Karon (GYTK), Egészségtudományi Kar (ETK), a Természettudományi Kar (TTK), a Műszaki és Informatikai Kar (MIK), a Közgazdaságtudományi Kar (KTK), Bölcsészettudományi Kar (BTK), a Kultúratudományi, Pedagógusképző és Vidékfejlesztési Kar (KPVK), valamint az Általános Jogtudományi Karon (ÁJK). A fenti karokon a gyakorlati és elméleti képzések javításának érdekében az A. beruházási elem részeként megújulnak a hallgatói terek, a hallgatók által használt oktatási eszközök laborok, a B. beruházási elem részeként pedig orvosi, fogorvosi, gyógyászati, állatház, klinikai skill központ fejlesztése került betervezésre. A fenti célok mellett a projekt horizontális célja a WIFI elérések kiépítése valamennyi fejlesztéssel érintett karon, valamint a nők távmunka lehetőségeit, digitális kompetenciafejlesztést elősegítő IT eszközök beszerzése, valamint a hallgatói terek gyerekbarát megújulása. A projekt elsődleges célcsoportja a hazai és külföldi hallgatók, mint az eszközöket, modernizált hallgatói tereket használók, másodlagos célcsoport az oktatók, kutatók, intézményi dolgozók, együttműködő vállalatok, külső partnerek. Részletes bemutatásukat, bevonásuknak módszertanát a Megvalósíthatósági tanulmány 2.2. fejezete tartalmazza. A beruházás illeszkedik az Intézményfejlesztési Tervhez, a Fokozatváltás a felsőoktatásban című felsőoktatási stratégiához, valamint a PTE egyéb fejlesztéseihez (GINOP, EFOP, Modern Városok Program) a Megvalósíthatósági tanulmány 1.2.5. fejezetben kerül bemutatásra. Az érintett hallgatói kör nagysága abszolút számban, mind földrajzi, mind képzési területi arányban, lefedettségében kimagasló, ami indokolja a maximális 7,6 Mrd Ft-os támogatást igénylését. A számszerűsített szakmai elvárásokat és a projekt fő indikátor értékét is magasan, számos esetben többszörösen felülmúló, ezzel együtt megalapozott, reálisan teljesíthető vállalás jelzi, hogy a PTE a maximálisan elérhető pályázati összeget tudja az infrastrukturális tevékenységekre fordítani. A várható demográfiai trend a felsőoktatásban lévő korúak számának lassú, de folyamatos csökkenését vetíti előre. A PTE szakokra jelentkező esetében az elmúlt évtized hallgatói létszám változása folyamatosan, ám egyre kisebb mértékben csökkenő volt. Reális az esély, hogy a beruházás nyomán, a régió gazdasági helyzetének javulásával összhangban megálljon, vagy egészen minimális értékűre redukálódjon a hallgatói létszám csökkenése, ezáltal a beruházás hozzájárul a felsőoktatási részvétel növekedéséhez, a nemzetközi képzési-kutatási programok kiszélesítéséhez. Ez a trend várhatóan fennmarad az elkövetkező években, beleértve a projekt fenntartási időszakát is. (Hungarian)

According to the founding document (and organizational and operational rules) of the University of Pécs (PTE), the organisation applying for funding is suitable and empowered to carry out the activities for the purposes of the project (CCIV 2011). In Annex 1 to Tv.1, the higher education institution listed in point 17 of the list). For the successful implementation of the project, the PTE can provide several years of project management and professional management with experience in EU project management, which is described in detail in Section 4.1 of the Feasibility Study. The aim of the project is to develop the infrastructure and equipment of the specialists in medical, healthcare, natural sciences, engineering, economics and pedagogical training in order to be able to provide competitive services as the leading higher education institution in South Transdanubia. Competitive services are provided by improvements in accordance with the best available technology criterion. As regards the regional role of PTE, it is the regional training centre. In the region of 290/2014. (XI. 26.) on the basis of Annex 3 to the Government Decree on the classification of beneficiary districts, there are 5 complex programmes, 3 to be developed and 9 beneficiary districts. The development takes place in cooperation between all the faculties of the PTE, and the faculties involved in the development are as follows: Faculty of Medicine, Faculty of Medicine (GYTK), Faculty of Health Sciences (ETK), Faculty of Natural Sciences (TTK), Faculty of Technology and Informatics (MIK), Faculty of Economics (KTK), Faculty of Humanities (BTK), Faculty of Culture, Teacher Education and Rural Development (KPVK) and Faculty of Law (GAJK). In order to improve practical and theoretical training in the above faculties, the student spaces are renewed as part of investment element A, the educational tools used by students are labs, and the development of a medical, dental, medical, veterinary, clinical skill centre is planned as part of the investment element B. In addition to the above objectives, the horizontal objective of the project is to build WIFI achievements in all the faculties involved in development, as well as to acquire IT tools for women’s teleworking opportunities, digital competence development and the child-friendly renewal of student spaces. The primary target group of the project is Hungarian and foreign students, such as those using tools, modernised student spaces, secondary target groups of teachers, researchers, institutional staff, cooperating companies, external partners. Their detailed description and methodology for their involvement are set out in Chapter 2.2 of the Feasibility Study. The investment is in line with the Institutional Development Plan, the Higher Education Strategy entitled “Degree Change in Higher Education” and other developments of the PTE (GINOP, EFOP, Modern Cities Programme) are presented in the Feasibility Study in Section 1.2.5. The size of the group of students concerned is outstanding in absolute numbers, both in geographical and educational territorial proportions and in its coverage, which justifies the application for a maximum grant of HUF 7.6 billion. Both the quantified professional expectations and the value of the project’s main indicator are highly, in many cases, a multiplicity of commitments which, at the same time, are well established and realistically feasible, that the PTE is able to spend the maximum amount available for infrastructure activities. The expected demographic trend envisages a slow but steady decline in the number of people of tertiary age. The change in the number of students in the last decade has been steadily but decreasing in the case of applicants for PTE degree programmes. As a result of the investment, in line with the improvement of the economic situation in the region, there is a realistic chance of reducing the number of students to a minimum, thereby contributing to an increase in higher education participation and the expansion of international training and research programmes. This trend is expected to persist in the coming years, including the maintenance period of the project. (English)

Gemäß dem Gründungsdokument (und organisatorischen und operativen Regeln) der Universität Pécs (PTE) ist die Einrichtung, die eine Förderung beantragt, geeignet und befugt, die Aktivitäten für die Zwecke des Projekts durchzuführen (CCIV 2011). In Anhang 1 zu Tv.1 die unter Nummer 17 der Liste aufgeführte Hochschuleinrichtung). Für die erfolgreiche Durchführung des Projekts kann die PTE mehrere Jahre Projektmanagement und professionelles Management mit Erfahrung im EU-Projektmanagement zur Verfügung stellen, die in Abschnitt 4.1 der Machbarkeitsstudie ausführlich beschrieben wird. Ziel des Projekts ist es, die Infrastruktur und Ausstattung der Spezialisten für Medizin, Gesundheitswesen, Naturwissenschaften, Ingenieurwesen, Wirtschaft und pädagogische Ausbildung zu entwickeln, um als führende Hochschule in Südtransdanubien wettbewerbsfähige Dienstleistungen erbringen zu können. Wettbewerbsfähige Dienstleistungen werden durch Verbesserungen nach dem besten verfügbaren Technologiekriterium erbracht. Was die regionale Rolle der PTE betrifft, so ist es das regionale Ausbildungszentrum. In der Region 290/2014. (XI. 26.) Auf der Grundlage von Anhang 3 des Regierungsdekrets über die Einstufung der begünstigten Bezirke gibt es fünf komplexe Programme, 3 zu entwickeln und 9 begünstigte Bezirke. Die Entwicklung findet in Zusammenarbeit zwischen allen Fakultäten der PTE und den an der Entwicklung beteiligten Fakultäten wie folgt statt: Fakultät für Medizin, Medizinische Fakultät (GYTK), Fakultät für Gesundheitswissenschaften (ETK), Fakultät für Naturwissenschaften (TTK), Fakultät für Technologie und Informatik (MIK), Wirtschaftsfakultät (KTK), Fakultät für Geisteswissenschaften (BTK), Fakultät für Kultur, Lehrerbildung und ländliche Entwicklung (KPVK) und Rechtsfakultät (gajk). Um die praktische und theoretische Ausbildung in den oben genannten Fakultäten zu verbessern, werden die Studentenräume im Rahmen des Investitionselements A erneuert, die von den Studierenden verwendeten Lehrmittel sind Labore und die Entwicklung eines medizinischen, zahnmedizinischen, medizinischen, tierärztlichen und klinischen Kompetenzzentrums ist im Rahmen des Investitionselements B geplant. Neben den oben genannten Zielen besteht das horizontale Ziel des Projekts darin, WIFI-Leistungen in allen an der Entwicklung beteiligten Fakultäten aufzubauen sowie IT-Tools für die Möglichkeiten der Telearbeit von Frauen, die Entwicklung digitaler Kompetenzen und die kinderfreundliche Erneuerung von Studentenräumen zu erwerben. Die primäre Zielgruppe des Projekts sind ungarische und ausländische Studierende, z. B. mit Werkzeugen, modernisierten Studentenräumen, sekundären Zielgruppen von Lehrkräften, Forschern, institutionellen Mitarbeitern, kooperierenden Unternehmen, externen Partnern. Ihre ausführliche Beschreibung und Methodik für ihre Beteiligung sind in Kapitel 2.2 der Machbarkeitsstudie dargelegt. Die Investitionen stehen im Einklang mit dem institutionellen Entwicklungsplan, der Strategie für Hochschulbildung mit dem Titel „Grade Change in Higher Education“ und anderen Entwicklungen des PTE-Programms (GINOP, EFOP, Modern Cities Programme) werden in der Machbarkeitsstudie in Abschnitt 1.2.5 vorgestellt. Die Größe der betreffenden Studentengruppe ist in absoluten Zahlen sowohl in geographischen als auch in den bildungsbezogenen territorialen Proportionen und in deren Abdeckung hervorragend, was den Antrag auf Gewährung eines maximalen Zuschusses von 7,6 Mrd. HUF rechtfertigt. Sowohl die quantifizierten beruflichen Erwartungen als auch der Wert des Hauptindikators des Projekts sind in vielen Fällen eine Vielzahl von Verpflichtungen, die gleichzeitig gut etabliert und realistisch durchführbar sind, dass die PTE in der Lage ist, den maximalen verfügbaren Betrag für Infrastrukturaktivitäten zu verwenden. Der erwartete demografische Trend sieht einen langsamen, aber stetigen Rückgang der Zahl der tertiären Personen vor. Die Zahl der Studierenden in den letzten zehn Jahren hat sich stetig verändert, im Falle von Bewerbern für PTE-Studiengänge ist sie jedoch rückläufig. Aufgrund der Investitionen besteht im Einklang mit der Verbesserung der wirtschaftlichen Lage in der Region eine realistische Chance, die Zahl der Studierenden auf ein Minimum zu reduzieren und so zur Erhöhung der Hochschulbeteiligung und zur Ausweitung der internationalen Ausbildungs- und Forschungsprogramme beizutragen. Dieser Trend dürfte sich in den kommenden Jahren fortsetzen, einschließlich der Wartungsperiode des Projekts. (German)
