A Komárom-Esztergom Megyei Önkormányzat, mint a környezetvédelmi feladatok egyik területi letéteményese, a 2014-2020 közötti időszakra szóló megyei környezetvédelmi programban megfogalmazott célkitűzések és beavatkozási szükségletek alapján jelen projekt megvalósításával hatékony választ kíván adni a területi szintű mitigációs és adaptációs kihívásokra. Az elmúlt 30 évben a megyében is gyakoribbá váltak az extrém időjárási viszonyok, az évi középhőmérséklet közel 1,5 °C-kal emelkedett, nőtt a száraz periódusok hossza, a lehulló csapadék napi intenzitása , az elmúlt öt évben közel 150 vis maior esemény következett be, csak a nagy esőzések és árvizek, belvizek miatt, nőtt az aszály okozta károk mértéke, egyre több vízfolyás vált időszakossá. Az urbanizációval növekszik a városokban élők veszélyeztetettsége. A klímaváltozásra utaló jelek sokasodnak, ezért egyre sürgetőbbé vált a klímaváltozás okainak és következményeinek kezelése az élet minden területén és mindenki szintjén. Míg a klímaváltozás mérséklése globális összefogással érhető el, addig a kedvezőtlen hatásokra való felkészülés alacsonyabb területi szinten valósítható meg a leghatékonyabban. Ehhez pedig helyi szinten kell az alkalmazkodást elősegítő helyi kapacitásokat is kiépíteni. Az ő feladatuk kell, hogy legyen a lakosság klímatudatosságának fejlesztése. a szemléletformálás. A megyei önkormányzat fennállása óta kiemelten kezeli a környezet védelmét, ezért élni kíván azzal a lehetőséggel, hogy stratégiai szinten tekintse át partnereivel a jelentkező és várható problémákat és ezek kezelésére szervezett és hatékony segítséget nyújtson. A projekt megvalósítása két lépcsőben tervezett, a projek-előkészítési szakaszban elkészülne a megvalósíthatósági tanulmány, a projekt pontos céljainak meghatározásával, a megvalósítás pénzügyi és időbeni ütemezésével, az útmutató szerint. Majd a megvalósítási szakaszban elkészül, széles körű társadalmasítás mellett, a megyei klímastratégia, a KTSZ útmutató figyelembe vételével. Az önkormányzat már a projekt indításakor létre kívánja hozni szervezetén belül a klímavédelmi titkárságot 2 fővel, amelynek feladata a projekt szakmai irányítása, felügyelete, a létrehozandó éghajlat-változási platform megalakulásának előkészítése, működtetése, a tervezési folyamat irányítása, a társadalmasítás során a platform és egyéb érintettek bevonásának biztosítása, az együtt tervezés érdekében. A platform létrehozásánál a területfejlesztési tervezés során kialakított megyei partnerségi hálózat szereplőire és az ott szerzett szervezési tapasztalatokra is építünk. A közös tervezés és szemléletformálás, tudásmegosztást szolgáló konferenciák, workshopok, lakossági akciók szervezésében a titkárságon túl a hivatali apparátus is segít majd. mint ahogy a projektmenedzsment feladatokat ellátása is helyi kapacitásokra épül. Az önkormányzati hivatalban több, uniós projektek előkészítésében és megvalósításában jártas szakember dolgozik. Külső szolgáltatásként tervezett a közbeszerzési előkészítése és lebonyolítása, a megalapozó, tervezési szakmai és moderatori feladatok, valamint a platform működtetéshez, szemléletformáláshoz, tudásmegosztáshoz, kérdőívekhez, tesztekhez kapcsolódó szakértői tanácsadói feladatok ellátása, figyelemmel a pályázati elvárásokra, horizontális szempontokra, a lehetséges kockázatok mérséklésére. Az elkészült klímastratégia tervezetét a szakmai módszertani illeszkedés érdekében a Klímabarát Települések Szövetségével is egyeztetjük. A Titkárság a fenntartási időszakban is folyamatos kapcsolatot kíván fenntartani a platform tagszervezeteivel, köztük a Klímabarát Települések Szövetségével. A klímastratégia céljainak elérése érdekében a titkárság közreműködik majd abban, hogy a stratégiához intézkedési terv is készüljön és az abban nevesített projektek részletesebben is kidolgozásra kerüljenek. Az önkormányzat abban is elkötelezett, hogy keresse a megvalósításhoz szükséges forrásokat, pályázati lehetőségeket is, és hosszútávon segítse a megyei feladatok összehangolását, az érdekeltek együttműködéseit. A projekt tervezett eredményei: 1 db megvalósíthatósági tanulmány ; 1 db megyei klímavédelmi stratégia, éghajlat-változási platform felállítása és működtetése, 2 fős klímavédelmi titkárság felállítása, 2 db konferencia, 3 db workshop, 4 db lakossági akció szervezése, projektlogó, projektkiadvány készítése 6000 példányban, 500 db szórólap, 900 db kitöltött kérdőív és tesztlap készítése, rajz és fotópályázat szervezése (várhatóan 1200 pályaművel), honlap és elektronikus hírlevél szerkesztése, működtetése, a projekt méretéhez elvárt nyilvánossági vállalások teljesítése, eszközbeszerzés (1 db laptop, 1 db projektor, 1 db vetítővászon, 1 db nyomtató, 1 db rendezvénysátor (3x3 méter méretű), 4 db roll up). The Municipality of Komárom-Esztergom County, as one of the territorial depositaries of environmental protection tasks, intends to respond effectively to the challenges of mitigation and adaptation at the territorial level, on the basis of the objectives and intervention needs set out in the County Environment Programme 2014-2020. In the last 30 years extreme weather conditions have become more frequent in the county, the annual mean temperature has risen by almost 1.5 °C, the length of dry periods has increased, the daily intensity of falling precipitation has increased, nearly 150 force majeure events have occurred in the past five years, only due to heavy rainfall and floods, inland waters, the damage caused by drought has increased, more and more watercourses have become intermittent. Urbanisation increases the vulnerability of people living in cities. Signs of climate change are multiplying, making it increasingly urgent to address the causes and consequences of climate change in all areas of life and at all levels. While climate change mitigation can be achieved globally, preparing for adverse impacts is best achieved at a lower territorial level. This also requires local capacity for adaptation to be built up at local level. Their task must be to improve the climate awareness of the population, to raise awareness. Since its existence, the county government has given priority to the protection of the environment, and therefore wishes to use the opportunity to review the problems that apply and anticipate with its partners at a strategic level and to provide organised and effective assistance to address these problems. The implementation of the project is planned in two stages, the feasibility study would be completed during the project preparation phase, with the precise objectives of the project, the financial and timely timetable of the implementation, according to the guide. It will be completed during the implementation phase, along with wide-ranging socialisation, taking into account the county climate strategy, the Ktsz guide. Already at the start of the project, the municipality intends to set up a climate protection secretariat within its organisation with 2 persons, whose task is to manage the project professionally, to supervise the project, to prepare and operate the formation of the climate change platform to be set up, to manage the planning process, to ensure the involvement of the platform and other stakeholders during the socialisation process, in order to co-design. When establishing the platform, we also build on the actors of the county partnership network established during the territorial development planning process and on the organisational experience gained there. The organisation of joint planning and awareness-raising, conferences, workshops and public actions for sharing knowledge will be supported by the administration in addition to the secretariat. As well as project management tasks are based on local capacities. The municipal office has several specialists in the preparation and implementation of EU projects. The preparation and implementation of public procurement is planned as an external service, the underlying, design professional and moderator tasks, as well as expert advisory tasks related to the operation of the platform, awareness-raising, knowledge sharing, questionnaires, tests, taking into account the requirements of the tender, horizontal aspects, and the mitigation of potential risks. The draft of the completed climate strategy is also discussed with the Association of Climate-friendly Municipalities in order to ensure a professional methodological fit. During the maintenance period, the Secretariat intends to maintain continuous contact with the Platform’s member organisations, including the Association of Climate-friendly Municipalities. In order to achieve the objectives of the climate strategy, the Secretariat will contribute to the preparation of an action plan for the Strategy and to further elaborate the projects referred to therein. The municipality is also committed to seeking the necessary resources and opportunities for the implementation, and in the long term to assist the coordination of county tasks and the cooperation of the stakeholders. Planned results of the project: 1 feasibility study; Setting up and running 1 county climate protection strategy, climate change platform, setting up 2 climate protection secretariats, 2 conferences, 3 workshops, organisation of 4 public actions, project logo, preparation of project publication in 6000 copies, 500 leaflets, 900 completed questionnaires and test sheets, drawing and photo contest organisation (expected 1200 entries), editing and operation of website and electronic newsletter, fulfilment of the public commitments expected for the size of the project, purchase of equipment (1 laptop, 1 projector, 1 projection screen, 1 printer, 1 event tent (3x3 meters), 4 roll up).
