Projekt céljai az EFOP-ban rögzített egyik kiemelt társadalmi problémára kívánnak elsődlegesen megoldást keresni, ez a kirekesztődés, melynek egyik hangsúlyos eleme a vidéki lakókörnyezet (a leszakadó, halmozottan hátrányos helyzetű emberek, csoportok többsége községekben, vagy vidéki településekhez kapcsolódó szegregátumokban él). A projekt célrendszere szorosan kapcsolódik az EFOP 1. Prioritási tengelyéhez, ezen belül is a következő beruházási prioritásokhoz: - Az aktív befogadás, többek között az esélyteremtés és az aktív részvétel előmozdítása, valamint a foglalkoztathatóság javítása érdekében - A marginalizálódott közösségek – például a romák – társadalmi-gazdasági integrációja - A foglalkoztatáshoz való hozzáférés megkönnyítése érdekében a társadami vállalkozói szellem, a társadalmi vállalkozásokba történő szakmai integráció és a szociális és szolidáris gazdaság előmozdítása. A fentiekkel összhangban, valamint az MTben ismertetett problématerületek alapján a projekt átfogó célja a hátrányos, illetve halmozottan hátrányos helyzetű társadalmi csoportok (elsősorban romák) felzárkóztatásának elősegítése a Kárpát-medence magyarlakta területein. A projekt a társadalmi felzárkózás terén szerzett jó gyakorlatok megosztásán, együttműködések megerősítésén, továbbá társadalmi-gazdasági problémák megoldásán keresztül igyekszik hozzájárulni a társadalmi egyenlőtlenségek felszámolásához a Kárpát-medencében. A projekt közvetlen célcsoportok: • Magyarországon és a Kárpát-medence (Románián belül Erdély és Partium) magyarlakta területein található leghátrányosabb helyzetű településeken, adott esetben szegregátumokban élő, elsősorban roma gyermekek (a 4 hazai, és 4 romániai telepen összesen 5200 fő) • A fenti akcióterületen élő, munkavállalás előtt álló, vagy az iskolarendszerből kiesett fiatal felnőttek (a 8 telepen összesen 2400 fő) • Az egyes programelemek megvalósításába bevont önkéntesek • Az akcióterületen a projekt tevékenységeit végrehajtó, képzésekben részt vevő szociális munkások és egyéb szakemberek (189 fő) • A telepi roma közösségek vezetői (16 fő) A projekt célja Magyarország társadalmi-gazdasági fejlődésének előmozdítása a szomszédos EU tagállamok célcsoport szervezeteivel, ezen belül a hátrányos, illetve halmozottan hátrányos helyzetű társadalmi csoportok felzárkózásának elősegítése. A pályázati kiírásban felsorolt támogatható tevékenységekkel összhangban a projekt keretében a pályázó konzorcium a következő tevékenységeket tervezi megvalósítani: 1. A Magyarországon a felzárkóztatás területén létrehozott, bevezetett és kipróbált jó gyakorlatok Kárpát-medencei kontextusban történő adaptálhatóságának kipróbálása, validálása: „Jelenlét”-típusú szolgáltatások nyújtása a leghátrányosabb helyzetű térségekben. Ezen belül: • Jelenlét Pontok kialakítása • Higiénés blokk kialakítása • Közösségi programok megvalósítása • Fejlesztő programok lebonyolítása • Foglalkoztathatóságot elősegítő programok lebonyolítása 2. A felzárkózás területén a magyarországi szakmai tudás gyarapodásának elősegítése hátrányos helyzetű társadalmi csoportok felzárkózásának elősegítését szolgáló szakmai programok megvalósításán keresztül, hazai és szomszédos országokban működő szervezetek bevonásával. Ezen belül: • Képzések lebonyolítása és műhelymunkák a szakmai tudás gyarapodásának elősegítése céljából • Együttműködési hálózatok kialakítása a megvalósíthatóság és fenntarthatóság érdekében 3. Határon átnyúló kutatás készítése a közép-kelet-európai romák felzárkóztatását és társadalmi integrációját célzó, számottevő eredménnyel zárult jó gyakorlatok összegyűjtése, valamint magyarországi és külhoni jó gyakorlatok kölcsönös megismerése: Tudásbázis felépítése a szakmapolitikai célok elérése érdekében. Ezen belül: • A Kárpát-medencében élő hátrányos helyzetű személyek, kiemelten romák munkaerőpiaci helyzetének vizsgálata • A Kárpát-medencében élő, hátrányos helyzetű személyek, kiemelten romák társadalom- és szociálpolitikai szempontrendszerek alapján végzett feltérképezése a határon túli, magyarlakta területeken élő csoportok (romák) társadalmi felzárkózásának és társadalmi integrációjának fókuszában; a kapcsolódó aktív adatbázis elkészítése • A Kárpát-medencében élő, hátrányos helyzetű személyek, kiemelten romák társadalom- és szociálpolitikai szempontrendszerek alapján végzett helyzetfelmérése a Magyarországon releváns csoportok vonatkozásában • Határon átnyúló kutatás és kapcsolódó adatbázis készítése a közép-kelet-európai romák felzárkóztatását és társadalmi integrációját célzó jó gyakorlatok összegyűjtése és alkalmazhatóságának vizsgálata céljából • Eredmények dokumentálása, szakmapolitikai ajánlások megfogalmazása • Konferenciák (nemzetközi) szervezése, hazai és külhoni szakemberek, döntéshozók és civil/egyházi szervezetek részvételével • Tanulmányutak, tapasztalatcsere 4. The aims of the project are to seek solutions primarily to one of the key social problems set out in the EFOP: this exclusion is one of the main elements of which is the rural living environment (the majority of people with multiple disadvantages and groups live in municipalities or segregates linked to rural settlements). The target system of the project is closely linked to EFOP 1. Priority axis 2, including the following investment priorities: — To promote active inclusion, including the creation of opportunities and active participation, and to improve employability — Socio-economic integration of marginalised communities such as the Roma — promoting social entrepreneurship, professional integration into social enterprises and the social and solidarity economy to facilitate access to employment. In line with the above, and based on the problem areas described in MT, the overall objective of the project is to help disadvantaged and cumulatively disadvantaged social groups (mainly Roma) to catch up in the Hungarian-inhabited areas of the Carpathian Basin. The project aims to contribute to the elimination of social inequalities in the Carpathian Basin by sharing good practices in the field of social inclusion, strengthening cooperation and solving socio-economic problems. The project’s direct target groups are: • Children living in the most disadvantaged settlements in Hungary and in the areas of the Carpathian Basin (Transylvania and Partium within Romania) and segregates, primarily Roma children (5200 people in 4 Hungarian and 4 Romanian settlements in total) • Young adults living in the above action area who are in need of employment or who have fallen out of the school system (2 400 people in the 8 settlements) • Volunteers involved in the implementation of the individual programme elements • In the action area, the activities of the project are carried out, social workers and other professionals (189 people) • Leaders of the Roma communities in the settlement (16 people) The aim of the project is to promote the socio-economic development of Hungary with the organisations targeted by the neighbouring EU Member States, including helping disadvantaged and multiple disadvantaged social groups to catch up. In accordance with the eligible activities listed in the call for proposals, the applicant consortium intends to implement the following activities under the project: 1. To test and validate the adaptability of good practices established, implemented and tested in the field of catch-up in Hungary in the Carpathian Basin context: Provision of “presence” type of services in the most disadvantaged areas. In particular: • Presence Establishing Points • Creating a hygienic block • Implementation of community programmes • Implementation of development programmes • Implementation of employability programmes 2. To promote the development of professional knowledge in Hungary through the implementation of professional programmes aimed at helping disadvantaged social groups to catch up, with the involvement of organisations in Hungary and neighbouring countries. In particular: • Training courses and workshops to promote the development of professional knowledge • Establishing cooperation networks for feasibility and sustainability 3. Carrying out cross-border research to collect good practices with significant results in order to catch up and integrate Roma in Central and Eastern Europe, as well as mutual knowledge of good practices in Hungary and abroad: Building a knowledge base to achieve policy goals. In particular: • Examining the labour market situation of disadvantaged people living in the Carpathian Basin, especially Roma • Mapping of disadvantaged people living in the Carpathian Basin, and especially Roma, on the basis of social and social policy criteria, focusing on social inclusion and social integration of groups living in Hungarian-inhabited areas across the border; preparation of the related active database • Assessment of the situation of disadvantaged people living in the Carpathian Basin, especially Roma, based on social and social policy aspects in relation to relevant groups in Hungary • Cross-border research and related database to collect and assess the applicability of good practices for the convergence and social integration of Roma in Central-Eastern Europe • Documenting results, formulating professional policy recommendations • Organisation of conferences (international), with the participation of Hungarian and foreign professionals, decision-makers and civil/churgy organisations • Study paths, exchange of experience 4.
