Настоящото проектно предложение подкрепя процеса на деинституционализацията на грижата за децата и гарантира правото на всяко дете и младеж до достъп до качествена грижа и услуга в общността, съобразно неговите индивидуални потребности, чрез предоставянето на социалната услуга Дневен център за подкрепа на деца и младежи с тежки множествени увреждания и техните семейства на територията на община Казанлък. Чрез изпълнението на проекта ще се обезпечи предоставянето на социалната услуга, чиято инфраструктура е изградена с финансовата подкрепа по Оперативна програма "Региони в растеж" 2014 - 2020. Предоставянето на новата социална услуга е в съответствие с приоритетите, целите и мерките, заложени съгласно изработените карти на услугите (Картата на услугите за подкрепа в общността и в семейна среда и Картата на резидентните услуги) от Актуализирания план за действие за изпълнение на Националната стратегия „Визия за деинституционализация на децата в Република България“. Социалната услуга ще се предоставя с капацитет 30 места за дневна грижа и 60 консултативна за представителите на целевата група деца и младежи с тежки множествени увреждания и техните семейства. Центърът ще осигури целодневни почасови услуги в специализирана среда, а именно: информиране и консултиране, дневна грижа, терапия и рехабилитация, обучение за придобиване на умения, подкрепа за придобиване на трудови умения и др., според индивидуалните потребности на потребителите, Подбор на персонал, Осигуряване на консумативи, материали и необходими дълготрайни материални активи.Проектът ще се реализира в рамките на асоциирано партньорство с ангажираните в процеса на деинституционализация със следните институции - Министерство на труда и социалната политика, Министерство на образованието и науката, Министерство на здравеопазването, Държавна агенция за закрила на детето и Агенция за социално подпомагане. This project proposal supports the process of deinstitutionalisation of child care and guarantees the right of every child and young person to access quality care and service in the community, according to their individual needs, through the provision of the social service Day center for support of children and young people with severe multiple disabilities and their families on the territory of Kazanlak Municipality. The implementation of the project will ensure the provision of the social service, the infrastructure of which is built with the financial support under the Operational Programme “Regions in Growth” 2014-2020. The provision of the new social service is in line with the priorities, objectives and measures set out in the developed service maps (Map of support services in the community and family environment and the map of resident services) of the updated Action Plan for the implementation of the National Strategy “Vision for deinstitutionalisation of children in the Republic of Bulgaria”. The social service will be provided with a capacity of 30 places for daily care and 60 counselling for the representatives of the target group of children and young people with severe multiple disabilities and their families. The Centre will provide full-time hourly services in a specialised environment, namely: information and counselling, daily care, therapy and rehabilitation, skills training, support for the acquisition of labor skills, etc., according to the individual needs of the users, Selection of staff, provision of consumables, materials and necessary fixed tangible assets. Cette proposition de projet soutient le processus de désinstitutionnalisation de la garde d’enfants et garantit le droit de chaque enfant et de chaque jeune à avoir accès à des soins et à des services de qualité dans la communauté, en fonction de leurs besoins individuels, grâce à la mise en place d’un centre de services sociaux pour soutenir les enfants et les jeunes souffrant de handicaps multiples graves et leurs familles sur le territoire de la municipalité de Kazanlak. La mise en œuvre du projet garantira la fourniture du service social, dont l’infrastructure est construite avec le soutien financier au titre du programme opérationnel «Régions en croissance» 2014-2020. La fourniture du nouveau service social est conforme aux priorités, aux objectifs et aux mesures énoncés dans les cartes de services élaborées (carte des services d’appui dans le milieu communautaire et familial et carte des services aux résidents) du plan d’action actualisé pour la mise en œuvre de la stratégie nationale «Vision pour la désinstitutionnalisation des enfants en République de Bulgarie». Le service social sera doté d’une capacité de 30 places de soins quotidiens et de 60 conseils pour les représentants du groupe cible d’enfants et de jeunes souffrant de handicaps multiples graves et leur famille. Le Centre fournira des services horaires à plein temps dans un environnement spécialisé, à savoir: L’information et le conseil, les soins quotidiens, la thérapie et la réadaptation, la formation professionnelle, l’aide à l’acquisition des compétences professionnelles, etc., en fonction des besoins individuels des utilisateurs, la sélection du personnel, la fourniture de consommables, de matériel et de biens corporels fixes nécessaires. Le projet sera mis en œuvre dans le cadre d’un partenariat associé avec ceux qui participent au processus de désinstitutionnalisation avec les institutions suivantes: Ministère du travail et de la politique sociale, Ministère de l’éducation et des sciences, Ministère de la santé, Agence nationale de protection de l’enfance et d’assistance sociale. Dieser Projektvorschlag unterstützt den Prozess der Deinstitutionalisierung der Kinderbetreuung und garantiert das Recht jedes Kindes und jedes Jugendlichen auf Zugang zu hochwertiger Betreuung und Dienstleistung in der Gemeinschaft, je nach ihren individuellen Bedürfnissen, durch die Bereitstellung des sozialen Dienstes Day Center zur Unterstützung von Kindern und Jugendlichen mit schweren Mehrfachbehinderungen und deren Familien auf dem Gebiet der Gemeinde Kasanlak. Die Durchführung des Projekts wird die Erbringung des Sozialdienstes gewährleisten, dessen Infrastruktur mit finanzieller Unterstützung im Rahmen des operationellen Programms „Regionen im Wachstum“ 2014-2020 errichtet wird. Die Bereitstellung des neuen Sozialdienstes steht im Einklang mit den Prioritäten, Zielen und Maßnahmen, die in den entwickelten Dienstleistungskarten (Karte der Unterstützungsdienste in der Gemeinschaft und im familiären Umfeld und der Karte der gebietsansässigen Dienste) des aktualisierten Aktionsplans zur Umsetzung der nationalen Strategie „Vision für die Deinstitutionalisierung von Kindern in der Republik Bulgarien“ festgelegt sind. Der Sozialdienst wird mit einer Kapazität von 30 Plätzen für die tägliche Betreuung und 60 Beratung für die Vertreter der Zielgruppe von Kindern und Jugendlichen mit schweren Mehrfachbehinderungen und deren Familien zur Verfügung gestellt. Das Zentrum wird Vollzeitstundendienste in einem spezialisierten Umfeld erbringen, nämlich: Information und Beratung, tägliche Betreuung, Therapie und Rehabilitation, Qualifizierungstraining, Unterstützung beim Erwerb von Arbeitskräften usw., je nach den individuellen Bedürfnissen der Nutzer, Personalauswahl, Bereitstellung von Verbrauchsmaterialien, Materialien und notwendigen Sachanlagen. Das Projekt wird im Rahmen einer assoziierten Partnerschaft mit den am Prozess der Deinstitutionalisierung mit den folgenden Institutionen – Ministerium für Arbeit und Sozialpolitik, Ministerium für Bildung und Wissenschaft, Gesundheitsministerium, Staatliche Agentur für Kinderschutz und Sozialhilfe – durchgeführt. Dit projectvoorstel ondersteunt het proces van deïnstitutionalisering van de kinderopvang en waarborgt het recht van elk kind en ieder jongere op toegang tot hoogwaardige zorg en dienstverlening in de gemeenschap, afhankelijk van hun individuele behoeften, door middel van de terbeschikkingstelling van het centrum voor sociale dienstverlening ter ondersteuning van kinderen en jongeren met een ernstige meervoudige handicap en hun gezinnen op het grondgebied van de gemeente Kazanlak. De uitvoering van het project zal zorgen voor de verlening van de sociale dienst, waarvan de infrastructuur is gebouwd met financiële steun in het kader van het operationele programma „Regio’s in groei” 2014-2020. De verlening van de nieuwe sociale dienst is in overeenstemming met de prioriteiten, doelstellingen en maatregelen die zijn vastgesteld in de ontwikkelde dienstkaarten (kaart van ondersteunende diensten in de omgeving van de gemeenschap en het gezin en de kaart van ingezetenen) van het geactualiseerde actieplan voor de uitvoering van de nationale strategie „Visie voor deïnstitutionalisering van kinderen in de Republiek Bulgarije”. De sociale dienst zal worden voorzien van een capaciteit van 30 plaatsen voor dagelijkse zorg en 60 begeleiding voor de vertegenwoordigers van de doelgroep van kinderen en jongeren met een ernstige meervoudige handicap en hun gezinnen. Het Centrum zal voltijds per uur diensten verlenen in een gespecialiseerde omgeving, namelijk: informatie en begeleiding, dagelijkse zorg, therapie en revalidatie, opleiding van vaardigheden, ondersteuning voor de verwerving van arbeidsvaardigheden, enz., afhankelijk van de individuele behoeften van de gebruikers, selectie van personeel, levering van verbruiksgoederen, materialen en noodzakelijke vaste materiële activa. Het project zal worden uitgevoerd in het kader van een geassocieerd partnerschap met degenen die betrokken zijn bij het proces van deïnstitutionalisering met de volgende instellingen — Ministerie van Arbeid en Sociaal Beleid, Ministerie van Onderwijs en Wetenschappen, Ministerie van Volksgezondheid, Rijksagentschap voor Kinderbescherming en Sociale Hulp. Questa proposta di progetto sostiene il processo di deistituzionalizzazione dell'assistenza all'infanzia e garantisce il diritto di ogni bambino e giovane di accedere a cure e servizi di qualità nella comunità, in base alle loro esigenze individuali, attraverso la fornitura del centro di assistenza sociale per i bambini e i giovani con gravi disabilità multiple e le loro famiglie sul territorio del Comune di Kazanlak. L'attuazione del progetto garantirà la fornitura del servizio sociale, la cui infrastruttura è costruita con il sostegno finanziario nell'ambito del programma operativo "Regioni in crescita" 2014-2020. La fornitura del nuovo servizio sociale è in linea con le priorità, gli obiettivi e le misure indicati nelle mappe dei servizi sviluppate (Mappa dei servizi di sostegno nell'ambiente comunitario e familiare e mappa dei servizi residenti) del piano d'azione aggiornato per l'attuazione della strategia nazionale "Visione per la deistituzionalizzazione dei minori nella Repubblica di Bulgaria". Il servizio sociale sarà fornito con una capacità di 30 posti per l'assistenza quotidiana e 60 consulenza per i rappresentanti del gruppo target di bambini e giovani con gravi disabilità multiple e le loro famiglie. Il Centro fornirà servizi orari a tempo pieno in un ambiente specializzato, vale a dire: informazione e consulenza, assistenza quotidiana, terapia e riabilitazione, formazione delle competenze, supporto per l'acquisizione di competenze lavorative, ecc., in funzione delle esigenze individuali degli utenti, selezione del personale, fornitura di materiali di consumo, materiali e immobilizzazioni materiali necessarie. Il progetto sarà attuato nell'ambito di una partnership associata con coloro che partecipano al processo di deistituzionalizzazione con le seguenti istituzioni — Ministero del Lavoro e delle Politiche Sociali, Ministero dell'Istruzione e della Scienza, Ministero della Salute, Agenzia statale per la protezione dei minori e l'assistenza sociale. Esta propuesta de proyecto apoya el proceso de desinstitucionalización de la atención infantil y garantiza el derecho de todos los niños y jóvenes a acceder a una atención y servicio de calidad en la comunidad, de acuerdo con sus necesidades individuales, a través de la provisión del Centro de día de servicio social para el apoyo a los niños y jóvenes con discapacidades múltiples graves y sus familias en el territorio del municipio de Kazanlak. La ejecución del proyecto garantizará la prestación del servicio social, cuya infraestructura se construye con el apoyo financiero del programa operativo «Regiones en crecimiento» 2014-2020. La prestación del nuevo servicio social está en consonancia con las prioridades, objetivos y medidas establecidos en los mapas de servicios elaborados (Mapa de los servicios de apoyo en el entorno comunitario y familiar y mapa de los servicios residentes) del Plan de Acción actualizado para la aplicación de la Estrategia Nacional «Visión para la desinstitucionalización de los niños en la República de Bulgaria». El servicio social contará con una capacidad de 30 plazas para la atención diaria y 60 servicios de asesoramiento para los representantes del grupo destinatario de niños y jóvenes con discapacidades múltiples graves y sus familias. El Centro prestará servicios a tiempo completo por hora en un entorno especializado, a saber: información y asesoramiento, atención diaria, terapia y rehabilitación, capacitación, apoyo a la adquisición de habilidades laborales, etc., según las necesidades individuales de los usuarios, selección de personal, suministro de consumibles, materiales y activos materiales fijos necesarios. El proyecto se ejecutará en el marco de una asociación asociada con los participantes en el proceso de desinstitucionalización con las siguientes instituciones: Ministerio de Trabajo y Política Social, Ministerio de Educación y Ciencia, Ministerio de Salud, Organismo Estatal de Protección y Asistencia Social.
