LR Aplinkos ministerija siekia sukurti, įdiegti funkcionalią, technologiškai patogią naudotojams ir tinkamą naudoti, vieningą gaminių, pakuočių, atliekų susidarymo ir tvarkymo apskaitos informacinę sistemą, kuri užtikrintų Valstybinio atliekų tvarkymo plano numatytų tikslų vykdymą ir įmonėse vykdomos atliekų apskaitos veiksmingą stebėseną, kontrolę ir planavimą. Valstybiniame atliekų tvarkymo 2014–2020 metų plane pažymėta, kad nesukurta bendra gaminių, pakuočių ir atliekų (GPA) apskaitos sistema, tinkama atliekų tvarkymui planuoti, atliekų tvarkymo efektyvumui ir atliekų tvarkymo užduočių įgyvendinimui vertinti, trūksta patikimų atliekų susidarymo ir tvarkymo duomenų, reguliarios ir sisteminės jų analizės. Dalis ataskaitų ir kitų dokumentų teikiama popierine forma, dėl to didėja administracinė našta ūkio subjektams ir susijusių valstybės institucijų darbo krūvis, gali atsirasti dubliuojamų duomenų, atsitiktinių įvedimo ir kitų klaidų. Esamos GPA apskaitos sistemos nėra pakankamai integruotos, todėl susidaro „informacijos salų“ problema – informacija prieinama tik naudojant atitinkamą informacinę sistemą, nėra galimybių panaudoti automatizuotą prieigą RAAD ir AAA GPA apskaitos duomenų kontrolei efektyviai vykdyti. Todėl Aplinkos ministerija numato sukurti Vieningą gaminių, pakuočių ir atliekų apskaitos informacinę sistemą (GPAIS), kuri ženkliai padidins su GPA apskaita susijusios informacijos surinkimo procesų efektyvumą, leis GPA apskaitą vykdantiems juridiniams ir fiziniams asmenims pasinaudoti naujomis GPA apskaitos elektroninėmis paslaugomis, taip jiems supaprastinant GPA apskaitos vykdymą ir sumažinant reikalingas laiko sąnaudas. Be to, paslauga jos gavėjams bus suteikta greičiau, nes GPAIS institucijoms leis užtikrinti spartesnį sprendimų priėmimą, padidės paslaugos patogumas. Įgyvendinant Projektą bus parengtas GPAIS veiklos modelis, vykdoma kuriamos IS techninė priežiūra, įsigyjama techninė ir sisteminė programinė įranga, reikalinga GPAIS veikimui. (Lithuanian)

The Ministry of the Environment of the Republic of Lithuania aims to develop, implement a functional, technologically user-friendly and usable, unified accounting system for products, packaging, waste generation and management, which ensures the achievement of the objectives set out in the State Waste Management Plan and effective monitoring, control and planning of waste accounting in enterprises. The State Waste Management Plan for 2014-2020 noted the lack of a common accounting system for products, packaging and waste (GPA) suitable for planning waste management, assessing the efficiency of waste management and the achievement of waste management targets, lack of reliable data on waste generation and management and regular and systematic analysis thereof. Part of the reports and other documents are submitted in paper form, which increases the administrative burden on economic operators and the workload of the relevant public authorities, and may lead to duplication of data, random entry and other errors. The existing GPA accounting systems are not sufficiently integrated, resulting in a problem of ‘information islands’: information is only available through the relevant information system, and there is no possibility to use automated access for RAAD and EPA GPA accounting data control effectively. Therefore, the Ministry of the Environment envisages establishing a Uniform Product, Packaging and Waste Accounting Information System (GPAIS), which will significantly increase the efficiency of the processes for collecting information relating to GPA accounting, will allow legal and natural persons carrying out GPA accounts to benefit from new electronic GPA accounting services, thus simplifying the implementation of GPA accounting and reducing the time needed. In addition, the service will be provided to its recipients more quickly, as GPAIS will enable faster decision-making and increase the convenience of the service. During the implementation of the project, the GPAIS business model will be developed, the technical and system software necessary for the operation of GPAIS will be purchased. (English)

Le Ministère de l’environnement de la République de Lituanie vise à mettre au point, à mettre en œuvre un système de comptabilité unifié, fonctionnel, convivial et utilisable sur le plan technologique pour les produits, les emballages, la production et la gestion des déchets, qui garantisse la réalisation des objectifs énoncés dans le plan national de gestion des déchets ainsi que le suivi, le contrôle et la planification efficaces de la comptabilité des déchets dans les entreprises. Le plan national de gestion des déchets pour la période 2014-2020 a noté l’absence d’un système comptable commun pour les produits, emballages et déchets (AMP) adapté à la planification de la gestion des déchets, à l’évaluation de l’efficacité de la gestion des déchets et à la réalisation des objectifs de gestion des déchets, à l’absence de données fiables sur la production et la gestion des déchets et à leur analyse régulière et systématique. Une partie des rapports et autres documents sont présentés sur support papier, ce qui alourdit la charge administrative pesant sur les opérateurs économiques et la charge de travail des autorités publiques compétentes, et peut entraîner une duplication des données, des saisies aléatoires et d’autres erreurs. Les systèmes comptables existants de l’AMP ne sont pas suffisamment intégrés, ce qui pose un problème d’«îlots d’information»: les informations ne sont disponibles qu’au moyen du système d’information pertinent et il n’est pas possible d’utiliser efficacement l’accès automatisé pour le contrôle des données comptables de l’AMP RAAD et de l’EPA. Par conséquent, le ministère de l’environnement envisage la création d’un système uniforme d’information comptable sur les produits, les emballages et les déchets (GPAIS), qui améliorera considérablement l’efficacité des processus de collecte d’informations relatives à la comptabilité de l’AMP, permettra aux personnes morales et physiques qui effectuent des comptes GPA de bénéficier de nouveaux services comptables électroniques de l’AMP, ce qui simplifiera la mise en œuvre de la comptabilité de l’AMP et réduira le temps nécessaire. En outre, le service sera fourni à ses destinataires plus rapidement, car le SIGAP permettra une prise de décision plus rapide et améliorera la commodité du service. Au cours de la mise en œuvre du projet, le modèle d’entreprise GPAIS sera développé, le logiciel technique et système nécessaire au fonctionnement du GPAIS sera acheté. (French)

Das Umweltministerium der Republik Litauen hat sich zum Ziel gesetzt, ein funktionales, technologisch benutzerfreundliches und verwendbares, einheitliches Buchführungssystem für Produkte, Verpackungen, Abfallerzeugung und -bewirtschaftung zu entwickeln, umzusetzen, das die Verwirklichung der im staatlichen Abfallbewirtschaftungsplan festgelegten Ziele und eine wirksame Überwachung, Kontrolle und Planung der Abfallrechnung in Unternehmen gewährleistet. Im staatlichen Abfallbewirtschaftungsplan 2014-2020 wurde festgestellt, dass es an einem gemeinsamen Buchführungssystem für Produkte, Verpackungen und Abfälle fehlt, das für die Planung der Abfallbewirtschaftung, die Bewertung der Effizienz der Abfallbewirtschaftung und die Erreichung der Ziele der Abfallbewirtschaftung, fehlende verlässliche Daten zur Abfallerzeugung und -bewirtschaftung sowie eine regelmäßige und systematische Analyse der Abfallbewirtschaftung geeignet ist. Ein Teil der Berichte und sonstigen Unterlagen wird in Papierform eingereicht, was den Verwaltungsaufwand für die Wirtschaftsbeteiligten und die Arbeitsbelastung der zuständigen Behörden erhöht und zu Doppelarbeit, Zufallseingabe und anderen Fehlern führen kann. Die bestehenden GPA-Buchhaltungssysteme sind nicht ausreichend integriert, was zu einem Problem der „Informationsinseln“ führt: Informationen sind nur über das einschlägige Informationssystem verfügbar, und es besteht keine Möglichkeit, den automatisierten Zugang für die Kontrolle der Buchführungsdaten von RAAD und EPA GPA wirksam zu nutzen. Daher plant das Umweltministerium die Einrichtung eines einheitlichen Informationssystems für Produkt-, Verpackungs- und Abfallbuchhaltung (GPAIS), das die Effizienz der Verfahren zur Erhebung von Informationen im Zusammenhang mit der GPA-Buchführung erheblich steigern wird, ermöglicht es juristischen und natürlichen Personen, die GPA-Konten durchführen, neue elektronische GPA-Rechnungsdienstleistungen zu nutzen, wodurch die Umsetzung der GPA-Buchführung vereinfacht und die benötigte Zeit verkürzt wird. Darüber hinaus wird der Dienst den Empfängern schneller zur Verfügung gestellt, da GPAIS eine schnellere Entscheidungsfindung ermöglicht und die Bequemlichkeit des Dienstes erhöht. Während der Projektdurchführung wird das GPAIS-Geschäftsmodell entwickelt, die für den Betrieb von GPAIS notwendige technische und Systemsoftware erworben. (German)

Het ministerie van Milieu van de Republiek Litouwen heeft tot doel een functioneel, technologisch gebruiksvriendelijk en bruikbaar, uniform boekhoudsysteem voor producten, verpakkingen, afvalproductie en -beheer te ontwikkelen en ten uitvoer te leggen, dat de verwezenlijking van de doelstellingen van het nationale afvalbeheerplan en een doeltreffende monitoring, controle en planning van de afvalboekhouding in ondernemingen waarborgt. In het nationale afvalbeheerplan voor 2014-2020 werd gewezen op het ontbreken van een gemeenschappelijk boekhoudsysteem voor producten, verpakkingen en afvalstoffen die geschikt zijn voor het plannen van afvalbeheer, het beoordelen van de efficiëntie van het afvalbeheer en de verwezenlijking van de doelstellingen voor afvalbeheer, het ontbreken van betrouwbare gegevens over afvalproductie en -beheer en een regelmatige en systematische analyse daarvan. Een deel van de verslagen en andere documenten wordt op papier ingediend, wat de administratieve lasten voor de marktdeelnemers en de werklast van de betrokken overheidsinstanties vergroot en kan leiden tot duplicatie van gegevens, willekeurige invoer en andere fouten. De bestaande boekhoudsystemen van de GPA zijn niet voldoende geïntegreerd, wat leidt tot een probleem van „informatie-eilanden”: informatie is alleen beschikbaar via het relevante informatiesysteem en er is geen mogelijkheid om geautomatiseerde toegang te gebruiken voor de controle van de boekhoudgegevens van de RAAD en het EPA GPA. Daarom overweegt het ministerie van Milieu een uniform informatiesysteem voor producten, verpakkingen en afvalstoffen (GPAIS) op te zetten, dat de doeltreffendheid van de processen voor het verzamelen van informatie met betrekking tot de GPA-boekhouding aanzienlijk zal verhogen, zodat rechtspersonen en natuurlijke personen die GPA-rekeningen uitvoeren, kunnen profiteren van nieuwe elektronische GPA-boekhoudingsdiensten, waardoor de uitvoering van de GPA-boekhouding wordt vereenvoudigd en de benodigde tijd wordt verkort. Bovendien zal de dienst sneller aan de ontvangers van de dienst worden geleverd, aangezien GPAIS snellere besluitvorming mogelijk maakt en het gemak van de dienst vergroot. El Ministerio de Medio Ambiente de la República de Lituania tiene por objeto desarrollar y aplicar un sistema de contabilidad funcional, fácil de usar y utilizable y unificado para los productos, los envases, la generación y la gestión de residuos, que garantice el logro de los objetivos establecidos en el Plan Estatal de Gestión de Residuos y la supervisión, el control y la planificación eficaces de la contabilidad de residuos en las empresas. El Plan Estatal de Gestión de Residuos 2014-2020 señaló la falta de un sistema de contabilidad común para los productos, envases y residuos (GPA) adecuado para planificar la gestión de residuos, evaluar la eficiencia de la gestión de residuos y la consecución de los objetivos de gestión de residuos, la falta de datos fiables sobre la generación y gestión de residuos y su análisis periódico y sistemático. Parte de los informes y otros documentos se presentan en papel, lo que aumenta la carga administrativa para los operadores económicos y la carga de trabajo de las autoridades públicas pertinentes, y puede dar lugar a la duplicación de datos, la entrada aleatoria y otros errores. Los sistemas de contabilidad del ACP existentes no están suficientemente integrados, lo que da lugar a un problema de «islas de información»: la información solo está disponible a través del sistema de información pertinente, y no hay posibilidad de utilizar eficazmente el acceso automatizado para el control efectivo de los datos contables RAAD y EPA. Por lo tanto, el Ministerio de Medio Ambiente tiene previsto establecer un Sistema Uniforme de Información Contable sobre Productos, Embalajes y Residuos (GPAIS), que aumentará significativamente la eficiencia de los procesos de recopilación de información relativa a la contabilidad del ACP, que permitirá a las personas físicas y jurídicas que llevan a cabo las cuentas GPA beneficiarse de los nuevos servicios electrónicos de contabilidad del GPA, simplificando así la aplicación de la contabilidad del ACP y reduciendo el tiempo necesario. Además, el servicio se prestará más rápidamente a sus destinatarios, ya que GPAIS permitirá una toma de decisiones más rápida y aumentará la conveniencia del servicio.
