Lietuvos, kaip labai mažą vidaus rinką turinčios valstybės, ekonomikos augimas ir gerovės didėjimas tiesiogiai priklauso nuo šalies įmonių gebėjimo kurti, gaminti, parduoti ir eksportuoti tarptautiniu mastu konkurencingus gaminius bei paslaugas. Tačiau įmonių plėtrą stabdo ir varžo kvalifikuotos darbo jėgos stoka, ypač Lietuvos regionuose, o tai lemia įmonių konkurencingumo ribojimą. Taip pat sparčiai kintanti darbo rinkos aplinka, naujų technologinių ir inovacinių sprendimų diegimas gamybinėse organizacijose ir kiti sprendimai, kuriems reikalingos papildomos kompetencijos nuolatos verčia įmones ieškoti galimybių tobulinti turimas kompetencijas, įgūdžius, gebėjimus ir žinias bei rūpintis nuolatiniu darbuotojų kvalifikacijos kėlimu. Todėl projektu siekiama užtikrinti nuolatinį darbuotojų kvalifikacijos lygio palaikymą, profesinį mobilumą ir gebėjimą sparčiai persiorientuoti į kitas veiklas, tobulinant įmonės darbuotojų kvalifikaciją, apmokant juos įmonės darbo vietoje. Tikimasi, kad įgyvendinus projektą ir pasiekus tikslą bus sudarytos sąlygos įmonių darbuotojams prisitaikyti prie kintančių ekonomikos sąlygų ir padidinus profesinio mokymo atitiktį darbo vietos poreikiams tapti konkurencingais žmogiškaisiais ištekliais įmonėje. Projektas atliepia Investicijų skatinimo ir pramonės plėtros 2014-2020 metų programos 3-jo tikslo, 1-ąjį uždavinį, Europos Sąjungos Baltijos jūros regiono strategijos (ES BJRS) tikslą – „Padidinti gerovę“ įgyvendinimo pagal veiksmų plane numatytą politinę sritį – „Švietimas“ ir taip pat siekia prisidėti prie 2014–2020 metų Europos Sąjungos fondų investicijų veiksmų programos 9 prioriteto „Visuomenės švietimas ir žmogiškųjų išteklių potencialo didinimas“ priemonės Nr. 09.4.3-ESFA-K-827 „Pameistrystė ir kvalifikacijos tobulinimas darbo vietoje“ tikslo įgyvendinimo. Lithuania’s economic growth and wealth growth as a very small domestic market depends directly on the ability of the country’s enterprises to create, produce, sell and export internationally competitive products and services. However, the development of enterprises is hampered and hampered by a lack of skilled labour, especially in the regions of Lithuania, which leads to restrictions on the competitiveness of enterprises. In addition, the rapidly changing labour market environment, the introduction of new technological and innovative solutions in manufacturing organisations and other solutions requiring additional competences constantly force companies to look for opportunities to improve their existing competences, skills, competences and knowledge and to take care of the continuous upskilling of employees. Therefore, the project aims to ensure continuous maintenance of the qualification level of the employees, professional mobility and the ability to quickly reorient to other activities, improving the qualification of the company’s employees and training them in the workplace. The project is expected to enable employees of enterprises to adapt to changing economic conditions and to become competitive human resources in the company by increasing the relevance of vocational training to the needs of the workplace. The project responds to Objective 3, Objective 1 of the Programme for Investment Promotion and Industrial Development 2014-2020, the objective of the European Union Strategy for the Baltic Sea Region (EUSBSR) — “Improving prosperity” under the policy area “Education” set out in the Action Plan, and also aims to contribute to the implementation of the objective of measure No 09.4.3-ESFA-K-827 “Apprenticeships and upskilling in the workplace” of Priority 9 “Societal education and human resource potential” of the 2014-2020 Operational Programme for investments from the European Union funds. La croissance économique et la croissance de la richesse de la Lituanie en tant que très petit marché intérieur dépendent directement de la capacité des entreprises du pays à créer, produire, vendre et exporter des produits et des services compétitifs à l’échelle internationale. Toutefois, le développement des entreprises est entravé et entravé par le manque de main-d’œuvre qualifiée, en particulier dans les régions de Lituanie, ce qui entraîne des restrictions à la compétitivité des entreprises. En outre, l’évolution rapide de l’environnement du marché du travail, l’introduction de nouvelles solutions technologiques et innovantes dans les organisations manufacturières et d’autres solutions nécessitant des compétences supplémentaires obligent constamment les entreprises à rechercher des possibilités d’améliorer leurs compétences, aptitudes, compétences et connaissances existantes et de s’occuper du perfectionnement continu des travailleurs. Par conséquent, le projet vise à assurer le maintien continu du niveau de qualification des employés, la mobilité professionnelle et la capacité à se réorienter rapidement vers d’autres activités, à améliorer la qualification des employés de l’entreprise et à les former sur le lieu de travail. Le projet devrait permettre aux salariés des entreprises de s’adapter à l’évolution des conditions économiques et de devenir des ressources humaines compétitives dans l’entreprise en augmentant la pertinence de la formation professionnelle par rapport aux besoins du lieu de travail. Le projet répond à l’objectif 3, objectif 1 du programme de promotion de l’investissement et de développement industriel 2014-2020, à l’objectif de la stratégie de l’Union européenne pour la région de la mer Baltique (EUSBSR) — «Améliorer la prospérité» dans le domaine politique «Éducation» défini dans le plan d’action, et vise également à contribuer à la mise en œuvre de l’objectif de la mesure no 09.4.3-ESFA-K-827 «Apprentissage et perfectionnement des compétences sur le lieu de travail» de la priorité 9 «Éducation sociale et potentiel de ressources humaines» du programme opérationnel 2014-2020 pour les investissements provenant des fonds de l’Union européenne.
