Užterštos katilinės teritorija yra Biržų miesto pietinėje dalyje, Plento gatvėje. Katilinė priklausė UAB „Biržų konservai“ (bendrovė išregistruota), dar anksčiau Biržų maisto pramonės kombinatui ir veikė 1971–2000 m. Katilinėje buvo naudojamas mazutas, krosnių kuras, anglis. Šiuo metu jokia veikla katilinėje ir jos teritorijoje nevykdoma. 2012 m. atliktas antžeminių kuro rezervuarų bei vamzdynų valymas, papildomos taršos prietakos, nebėra. Tačiau po pačiais rezervuarais bei rytinėje jų dalyje tebėra užterštas paviršinis gruntas, o šalia buvusios katilinės naftos produktais užteršta paviršinio grunto dalis yra ties aeracijos zonos ir gruntinio vandens paviršiaus kontaktu ir teršia gruntinį vandenį. Pagrindinis projekto tikslas - sumažinti neigiamą poveikį aplinkai ir žmonių sveikatai iš naftos produktais užterštos teritorijos. Projekto vykdymo metu bus iškastas naftos produktais virš RVp užterštas paviršiaus gruntas ir pakeistas švariu, atlikti liekaninio grunto užterštumo lygio tyrimai ir parengta tvarkymo darbų ataskaita. Pašalinus užterštą gruntą, gruntinio vandens tarša bus sumažinta, todėl gruntinis vanduo valomas nebus. Įgyvendinus minėtas veiklas, pagerės teritorijos aplinkos būklė, išaugs patrauklumas, atsiras sąlygos plėtoti įvairias ekonomines ir socialines veiklas. Tokiu būdu bus atsižvelgiama į projekto tikslinės grupės - visų Biržų rajono gyventojų - poreikius, didinamas Biržų miesto patrauklumas, gerinama aplinkos būklė ir gyvenimo kokybė, atsiradus galimybei sutvarkytą teritoriją naudoti ekonominei ar socialinei veiklai, mažės skirtumai tarp Biržų ir Panevėžio regiono. The contaminated boiler house area is located in the southern part of Biržai city, on Plento Street. The boiler house was owned by JSC “Biržų konservai” (the company has been registered), even earlier in Biržai food industry and operated in 1971-2000. The boiler house used fuel oil, heating fuel, coal. There is currently no activity in the boiler room and its territory. The cleaning of ground fuel tanks and pipelines carried out in 2012 and the additional pollution implications are no longer present. However, under the reservoirs themselves and in the eastern part of them, the surface soil is still contaminated, and the surface soil contaminated by oil products in the vicinity of the former boiler room is located at the contact between the aeration zone and the surface of the groundwater and pollutes groundwater. The main objective of the project is to reduce the negative impact on the environment and human health from an area contaminated with oil products. During the implementation of the project, the soil contaminated with oil products above the RVP will be excavated and replaced with clean soil, studies on the level of residual soil contamination and a report on the management work will be prepared. Once the contaminated soil has been removed, groundwater pollution will be reduced, so groundwater will not be treated. The implementation of these activities will improve the environmental status of the area, increase its attractiveness and create conditions for the development of various economic and social activities. This will take into account the needs of the project’s target group, i.e. all the inhabitants of Biržai district, increase the attractiveness of Biržai city, improve the state of the environment and the quality of life, if it is possible to use the site for economic or social activities, the differences between Biržai and Panevėžys region will be reduced.
