Lietuvos mokslininkų, mokslo ir studijų institucijų, mokslo politikos srities atstovų kompetentingas dalyvavimas Europos Sąjungos mokslinių tyrimų erdvėje yra būtina jų kvalifikacijos ir praktinių gebėjimų augimo sąlyga. Plečiantis tarptautinėms galimybėms ypač svarbu sudaryti sąlygas tyrėjams ir mokslininkams kelti mokslinę kompetenciją, siekiant sustiprinti bei suaktyvinti jų dalyvavimą tarptautinėje mokslinių tyrimų erdvėje bei gerinti jo kokybę. Šiuo projektu bus skatinama tyrėjų bei mokslininkų mokslinės kompetencijos tobulinimas, padidinant Lietuvos MTEPI potencialo tarptautiškumą bei Lietuvos atstovų dalyvavimą ES mokslinių tyrimų ir inovacijų programose ir iniciatyvose taip įgyjant trūkstamos mokslinės ir dalykinės kompetencijos. Per aktualios informacijos ES ir Lietuvoje sklaidą, tikslinių konsultacijų vizitų, komandiruočių ir stažuočių vykdymą, renginių organizavimą, įvairių lygių kontaktų inicijavimą ir vystymą, siekiant, kad Lietuvos mokslininkai įgytų praktinės patirties, ES programų bei iniciatyvų situacijos analizę, bus sudaromos sąlygos tyrėjų bei mokslininkų mokslinės kompetencijos plėtrai bei skatins dvišalius ir daugiašalius Lietuvos MTEPI sektoriaus ryšius, padės jiems peraugti į realius bendradarbiavimo projektus MTEPI srityje ir taip tiesiogiai prisidės prie mokslininkų kompetencijų ugdymo. Siekiant įgyvendinti projekto veiklas, skirtas tyrėjų bei mokslininkų mokslinės kompetencijos ugdymui, neatsiejama projekto veikla tampa ir Lietuvos MTEPI ryšių bei kompetencijos biuro identiteto suformavimas bei jo plėtotė - Lietuvos dalyvavimas neformalios MTEPI ryšių biurų grupės IGLO (angl. Informal group of RTD Liaison Offices) veikloje, siekiant padėti Lietuvos mokslininkams sukurti ir plėtoti tarptautinius ryšius, kuriuos plėtodami Lietuvos mokslininkai įgytų praktinės patirties MTEPI srityje bei ugdytų savo mokslinę kompetenciją. Competent participation in the European Union Research Area by Lithuanian scientists, research and study institutions and representatives of science policy is a prerequisite for the development of their qualifications and practical skills. As international opportunities grow, it is particularly important to enable researchers and researchers to develop scientific excellence in order to strengthen and increase their participation in the international research area and to improve its quality. This project will promote the improvement of the scientific excellence of researchers and scientists by increasing the internationalisation of the Lithuanian R & D & I potential and the participation of Lithuanian representatives in EU research and innovation programmes and initiatives, thus acquiring the lack of scientific and material competence. Through the dissemination of relevant information in the EU and Lithuania, the execution of targeted consultation visits, missions and traineeships, the organisation of events, the initiation and development of contacts at various levels, in order to allow Lithuanian researchers to acquire practical experience, analysis of the situation of EU programmes and initiatives, the development of scientific excellence of researchers and researchers, and will promote bilateral and multilateral contacts between the Lithuanian R & D & I sector, help them to develop into real cooperation projects in the field of R & D & I, thus directly contributing to the development of researchers’ competences. In order to implement the project’s activities for the development of scientific excellence of researchers and scientists, the project’s activities become an integral part of the project’s formation and development of the identity of the Lithuanian R & D Communications and Competence Offices — Lithuania’s participation in the activities of the Informal group of RTD Liaison Offices in an informal group of RTD Liaison Offices, in order to help Lithuanian scientists to create and develop international relations, which will develop the expertise of Lithuanian researchers in the field of R & D & I and develop their scientific excellence.
