The Gothenburg Region Association of Local Authorities (GR), GR Education, will lead the project GR SAMSYV: Allas ansvar. The project aims to strengthen participating municipalities, based on their local needs and using proven experience in developing educational and vocational guidance as the entire school's responsibility. GR SAMSYV: Allas ansvar intends to clarify how the entire municipality and the local business community can work together to contribute to the strategic competence provision. One aspect which is a particular focus within the project is to continuously consider how factors such as gender, disability and ethnicity affect individuals' choices. The project's ambition is further, by enabling an enhanced and broader guidance and counseling, to contribute to the impact on individuals and the broadening of the ability to choose. GR SAMSYV: Allas ansvar starts the 1 September 2017 and ends 30 August 2019. Three municipalities in the region (Härryda, Stenungsund and Partille) will work in close cooperation with GR to explore metods for guidance and counseling that is interesting for all municipalities in the region. The three municipalities will hereafter be namned pilot municipalities. In the project's first step, a survey of the current situation is examined in each municipality. The next step is organizing working groups containing a broad representation from schools but also the pilot municipalities’ other representatives as well as representatives from the local businesses. The aim is to develop local plans for educational and vocational guidance as the entire school's responsibility. Once the plans have been developed they are tested and implemented in the pilot municipalities. A generalizable model for educational and vocational guidance as the whole school's responsibility will be developed, building on experience from the project. Expected results at the individual, organizational and project level is that methods for guidance are developed, which can help students throughout the education chain to be well aware of their possible choices and having an enhanced sense of self-sufficiency. Guidance and counseling as the entire school’s responsibility requires a clearer guide to which responsibility is assigned to which role, a greater knowledge of teachers, school management and other relevant professionals; such as student health staff, on what guidance and counseling means and how it can be integrated into all aspects of school activities. The project will also contribute to the strategic competence provision locally since it will be conducted in cooperation with the municipality as a whole and the local labor market. The generalized model that will be developed is expected to contribute to the project's ability to impact, since it can be used by other schools and municipalities in order to take on the task of making educational and vocational guidance the whole school's responsibility.
