    A needs analysis among employers in the caring services in Uppsala County has identified the need to recruit 7,500 professionals with an upper secondary qualification by 2025. This need is foreseen due to forthcoming retirement loads and the predicted increase in social service and care requirements of an aging population. The proportion of unemployed foreign-born men and women is also high in the county. One way to meet the demand for labour in the health and care sector is to take advantage of the expertise that the foreign-born labour force provide. The challenge for the county is that Swedish language skills among a large proportion of the foreign-born workers are too weak to allow the opportunity for them to establish themselves in employment. Against this background, the project - "Language Supporting Structures" – aims to develop new approaches and preparedness among employers and educational and intermediary organizations to expand and streamline the recruitment base and development opportunities for language-weak, foreign-born workers, both among employees in the health sector and among the unemployed. Employers in the health care sector across the Uppsala County will educate language ambassadors and integration supervisors, strengthen in-house management skills in integration issues (covering standards, gender equality, accessibility and culture etc) and deepen interaction with education and mediation systems (the Employment Services, adult education and trade union bodies) through the provision of clear and quality assured procedures for cooperation for meeting future competence and skill requirement. As women stand for a significant percentage of the number of foreign-borns with Swedish language difficulties, the project will strengthen the role of women in the labour market. Meanwhile, an assessment that a more structured and transparent model of inclusion and language support in the workplace will strengthen the attractiveness of men to seek employment in the health and social care sector. Something that contributes to a decreased gender segregated labourmarket. (Swedish)

    Une analyse des besoins des employeurs dans les services de soins dans le comté d’Uppsala a identifié la nécessité de recruter 7 500 professionnels ayant un diplôme du deuxième cycle de l’enseignement secondaire d’ici 2025. Ce besoin est prévu en raison des charges à la retraite à venir et de l’augmentation prévue des besoins en services sociaux et en soins d’une population vieillissante. La proportion d’hommes et de femmes nés à l’étranger au chômage est également élevée dans le comté. L’un des moyens de répondre à la demande de main-d’œuvre dans le secteur de la santé et des soins est de tirer parti de l’expertise fournie par la main-d’œuvre née à l’étranger. Le défi pour le comté est que les compétences en suédois d’une grande partie des travailleurs nés à l’étranger sont trop faibles pour leur permettre de s’établir dans un emploi. Dans ce contexte, le projet — «Structures d’appui linguistique» — vise à développer de nouvelles approches et une préparation des employeurs et des organisations éducatives et intermédiaires afin d’élargir et de rationaliser la base de recrutement et les possibilités de perfectionnement pour les travailleurs nés à l’étranger et faibles en langues, tant parmi les employés du secteur de la santé que parmi les chômeurs. Les employeurs du secteur des soins de santé dans l’ensemble du comté d’Uppsala éduqueront les ambassadeurs linguistiques et les superviseurs de l’intégration, renforceront les compétences de gestion interne en matière d’intégration (couvrant les normes, l’égalité des sexes, l’accessibilité et la culture, etc.) et approfondiront l’interaction avec les systèmes d’éducation et de médiation (services de l’emploi, éducation des adultes et organisations syndicales) grâce à la mise en place de procédures claires et de qualité pour la coopération pour répondre aux besoins futurs en matière de compétences et de compétences. Étant donné que les femmes représentent un pourcentage important du nombre de personnes nées à l’étranger ayant des difficultés de langue suédoise, le projet renforcera le rôle des femmes sur le marché du travail. Entre-temps, une évaluation selon laquelle un modèle plus structuré et plus transparent d’inclusion et de soutien linguistique sur le lieu de travail renforcera l’attractivité des hommes à la recherche d’un emploi dans le secteur de la santé et des soins sociaux.
