The project owner for the ESF Preliminary Study is Wiks Folkhögskola (School of Adult Education). Collaborating partners are the Wik’s principal: Region Uppsala, as well as Heby Municipality, Tierp Municipality and Östhammar Municipality. In consultation with these, the following two target groups have initially been identified as being in need of extra efforts and measures to get into work, education or closer to the labour market: • UVAS, Young adults who do not work or study (Tierp, Heby) • Foreign-born women who do not work or study (Östhammar, Tierp) The thematic target area that the feasibility study wants to investigate for these particularly vulnerable target groups is their establishing on the labor market. Focus groups will be formed with individuals from the target groups in each location. The CORE QUESTION that we wish to find answers to during the feasibility study concerns Wiks Folkhögskola (Wik’s FHS) role and future opportunities to, together with the local actors, support the ESF call target group: women and men who are far from the labor market in smaller towns in Uppsala County, and how these should be able to enter work, education or get closer to the labour market. How could Wik’s FHS, with the ‘folkbildning’ * methodology, in collaboration with local actors in the three localities, benefit the target groups so that they can find work, study, or get closer to the labour market. The feasibility study shall examine the need to develop program ideas and/or tailor courses and/or other measures in collaboration with local actors, according to the needs that the feasibility study will find and analyze in the various locations and for the varying target groups. The forms of education may vary according to needs and conditions, eg: outreach teaching on-site in the municipalities (FHS comes to the locality), teaching at FHS with boarding school or distance education via online education platforms, etc. The feasibility study also aims to take an inventory of previous projects carried out for the target groups in Östra Mellansverige (ÖMS), in order to investigate the possibilities of developing these methods in collaboration with the focus groups, ie. the beneficiaries of the measures. The ‘folkbildning’ teaching methods are particularly suitable for the target groups in this call. It is about adapting course content and teaching method to the participants' conditions and needs. The ‘folkbildning’ tradition has shaped the educational and human philosophy and methods of Wik's FHS. With our methods, we want to strengthen self-esteem, create participation, and arouse individual interest and commitment. We want to mobilize and strengthen individuals' own resources to change their life situations. During life, a person's self-image can change. Disappointments and failures can cause the individual not to see his own ability and opportunities. In our business, we want to motivate the participant to create and implement change. Through self-empowerment, faith in the future is created that strengthens the participant's opportunity to find and take his or her place in working and social life. Folkbildning participants/ students have great influence over what and how they study and learn. The participants seek and build their own knowledge: through dialogue, interaction, and reflection. Work with motivation, study techniques, and learning styles is an important and integrated part of the methodology, which is especially important for participants with no, little or bad experience of previous studies. Prior to this application for a feasibility study, talks have been initiated with future partners in three smaller municipalities in the county of Uppsala: Östhammar, Tierp and Heby. All of these will be included in the project group for the feasibility study and consist of representatives from the following units: unemployment, training, culture and leisure, individual and family care, and the social administration. A resource is the Uppsala Public Unemployment Service. Wik's FHS's principal, Region Uppsala, contributes with its networks, support and expertise. Desired is to seek future partners for a future application within ESF+ 2021-2027 via the Region's network and previous ÖMS projects. * The Swedish term ’folkbildning’ is the collective name for the activities conducted by the country’s schools of continuing education and study associations in the form of courses, study circles and cultural activities.
