The project owner for the ESF Preliminary Study is Wiks Folkhögskola (School of Adult Education). Collaborating partners are the Wik’s principal: Region Uppsala, as well as Heby Municipality, Tierp Municipality and Östhammar Municipality. In consultation with these, the following two target groups have initially been identified as being in need of extra efforts and measures to get into work, education or closer to the labour market: • UVAS, Young adults who do not work or study (Tierp, Heby) • Foreign-born women who do not work or study (Östhammar, Tierp) The thematic target area that the feasibility study wants to investigate for these particularly vulnerable target groups is their establishing on the labor market. Focus groups will be formed with individuals from the target groups in each location. The CORE QUESTION that we wish to find answers to during the feasibility study concerns Wiks Folkhögskola (Wik’s FHS) role and future opportunities to, together with the local actors, support the ESF call target group: women and men who are far from the labor market in smaller towns in Uppsala County, and how these should be able to enter work, education or get closer to the labour market. How could Wik’s FHS, with the ‘folkbildning’ * methodology, in collaboration with local actors in the three localities, benefit the target groups so that they can find work, study, or get closer to the labour market. The feasibility study shall examine the need to develop program ideas and/or tailor courses and/or other measures in collaboration with local actors, according to the needs that the feasibility study will find and analyze in the various locations and for the varying target groups. The forms of education may vary according to needs and conditions, eg: outreach teaching on-site in the municipalities (FHS comes to the locality), teaching at FHS with boarding school or distance education via online education platforms, etc. The feasibility study also aims to take an inventory of previous projects carried out for the target groups in Östra Mellansverige (ÖMS), in order to investigate the possibilities of developing these methods in collaboration with the focus groups, ie. the beneficiaries of the measures. The ‘folkbildning’ teaching methods are particularly suitable for the target groups in this call. It is about adapting course content and teaching method to the participants' conditions and needs. The ‘folkbildning’ tradition has shaped the educational and human philosophy and methods of Wik's FHS. With our methods, we want to strengthen self-esteem, create participation, and arouse individual interest and commitment. We want to mobilize and strengthen individuals' own resources to change their life situations. During life, a person's self-image can change. Disappointments and failures can cause the individual not to see his own ability and opportunities. In our business, we want to motivate the participant to create and implement change. Through self-empowerment, faith in the future is created that strengthens the participant's opportunity to find and take his or her place in working and social life. Folkbildning participants/ students have great influence over what and how they study and learn. The participants seek and build their own knowledge: through dialogue, interaction, and reflection. Work with motivation, study techniques, and learning styles is an important and integrated part of the methodology, which is especially important for participants with no, little or bad experience of previous studies. Prior to this application for a feasibility study, talks have been initiated with future partners in three smaller municipalities in the county of Uppsala: Östhammar, Tierp and Heby. All of these will be included in the project group for the feasibility study and consist of representatives from the following units: unemployment, training, culture and leisure, individual and family care, and the social administration. A resource is the Uppsala Public Unemployment Service. Wik's FHS's principal, Region Uppsala, contributes with its networks, support and expertise. Desired is to seek future partners for a future application within ESF+ 2021-2027 via the Region's network and previous ÖMS projects. * The Swedish term ’folkbildning’ is the collective name for the activities conducted by the country’s schools of continuing education and study associations in the form of courses, study circles and cultural activities. Le responsable de l’étude préliminaire du FSE est Wiks Folkhögskola (École d’éducation des adultes). Les partenaires collaborateurs sont le principal responsable de la Wik: Région d’Uppsala, ainsi que la municipalité de Heby, la municipalité de Tierp et la municipalité d’Östhammar. Des groupes de discussion seront formés avec des personnes des groupes cibles de chaque endroit. La QUESTION CORE à laquelle nous souhaitons trouver des réponses lors de l’étude de faisabilité concerne le rôle de Wiks Folkhögskola (Wik’s FHS) et les possibilités futures de soutenir, avec les acteurs locaux, le groupe cible de l’appel du FSE: les femmes et les hommes qui sont loin du marché du travail dans les petites villes du comté d’Uppsala, et comment ceux-ci devraient être en mesure d’accéder au travail, à l’éducation ou à se rapprocher du marché du travail. Comment le FHS de Wik, avec la méthodologie «éducation de la population» *, en collaboration avec les acteurs locaux des trois localités, pourrait-il bénéficier aux groupes cibles afin qu’ils puissent trouver du travail, étudier ou se rapprocher du marché du travail? L’étude de faisabilité examine la nécessité d’élaborer des idées de programme et/ou d’adapter des cours et/ou d’autres mesures en collaboration avec les acteurs locaux, en fonction des besoins que l’étude de faisabilité trouvera et analysera dans les différents endroits et pour les différents groupes cibles. Les formes d’éducation peuvent varier en fonction des besoins et des conditions, par exemple: L’étude de faisabilité vise également à dresser un inventaire des projets antérieurs réalisés pour les groupes cibles à Östra Mellansverige (öms), afin d’étudier les possibilités de développer ces méthodes en collaboration avec les groupes de discussion, c’est-à-dire les bénéficiaires des mesures. Les méthodes d’enseignement «peuple» sont particulièrement adaptées aux groupes cibles du présent appel. Il s’agit d’adapter le contenu des cours et la méthode d’enseignement aux conditions et aux besoins des participants. La tradition de la «population» a façonné la philosophie et les méthodes éducatives et humaines de la FHS de Wik. Avec nos méthodes, nous voulons renforcer l’estime de soi, créer la participation et susciter l’intérêt et l’engagement individuels. Nous voulons mobiliser et renforcer les ressources propres des individus pour changer leur situation de vie. Au cours de la vie, l’image de soi d’une personne peut changer. Les déceptions et les échecs peuvent amener l’individu à ne pas voir ses propres capacités et opportunités. Dans notre entreprise, nous voulons motiver le participant à créer et à mettre en œuvre des changements. Grâce à l’auto-autonomisation, la foi dans l’avenir est créée qui renforce la possibilité pour le participant de trouver et de prendre sa place dans le travail et la vie sociale. Les participants/étudiants à l’éducation des adultes ont une grande influence sur ce qu’ils étudient et comment ils étudient et apprennent. Les participants recherchent et construisent leurs propres connaissances: par le dialogue, l’interaction et la réflexion. Travailler avec la motivation, les techniques d’étude et les styles d’apprentissage est une partie importante et intégrée de la méthodologie, ce qui est particulièrement important pour les participants n’ayant aucune, peu ou mauvaise expérience d’études antérieures. Priorité à cette demande d’étude de faisabilité, des pourparlers ont été entamés avec de futurs partenaires dans trois petites municipalités du comté d’Uppsala: Östhammar, Tierp et Heby. Tous ceux-ci seront inclus dans le groupe de projet pour l’étude de faisabilité et se composeront de représentants des unités suivantes: le chômage, la formation, la culture et les loisirs, les soins individuels et familiaux et l’administration sociale. Une ressource est le service public de chômage d’Uppsala. Le directeur de la FHS de WIK, la Région Uppsala, contribue avec ses réseaux, son soutien et son expertise. Il est souhaitable de rechercher de futurs partenaires pour une future application dans le cadre du FSE+ 2021-2027 par l’intermédiaire du réseau de la Région et des projets d’appels d’offres précédents. * Le terme suédois «folkbild» est le nom collectif des activités menées par les écoles de formation continue et d’associations d’études du pays sous forme de cours, de cercles d’études et d’activités culturelles. ...
