    Background The Study and Careers Advice Centre (VLC) in the City of Malmö provides professional, unbiased and independent study and vocational guidance to adult Malmö residents. A function of the centre is also to work with Youth Follow-Up – working with the Municipal Information Responsibility(KIA) in accordance with The Education Act (Section 29, Paragraph 9) for young people who have completed compulsory education but who are under 20 years old and have yet to participate in or complete a national programme at an upper secondary school or upper secondary special school or an equivalent education. From January 1st 2015 KIA became an Activity Responsibility (KAA) for the same target group but with the extended responsibility to offer appropriate individual activities, to document these activities and to maintain an ongoing register over young people in the target group. Within the City of Malmö there are as many as 1200 young residents every academic year who fall into the Activity Responsibility’s remit. Statistics show that a clear majority of young people who fall into this remit have dropped out of an ongoing upper secondary education and that a third of young people have done so in the year 3 (the final year of study). The outlook in Malmö is particularly tough for young people who have not completed an upper secondary education. Numerous national and regional reports have shown that, in the regions of Skåne and Blekinge, there is a substantially higher rate of unemployment for young men compared to young women. This can be largely explained by women’s higher participation rates in education. Figures from 2014 show that just over 8 % of women aged 18-24 were unemployed, compared to almost 12 % for men in the same age group. Young women are, however, more likely to have periods of recurring unemployment. Levels of unemployment for foreign-born young people aged between 18-24 reaches nearly 15 %. Experience from a number of different collaborative projects such as The Swedish Public Employment Office’s (AF´s) project ‘Unga In/UngKomp’ and VLC’s ‘Drop In for Dropouts’ form the foundation for the methods and activities in Reboot. The need to both widen and deepen efforts to offer more activities to more young people in Malmö is large. Together with AF, the VLC in the City of Malmö is applying for funds from the ESF to be able to create Project Reboot. Through Reboot it will be possible to extend and reinforce the preventative work described above with significantly more young people who otherwise risk falling into unemployment, passivity, social exclusion, and benefit dependency. The project’s overarching purpose is to enhance the prospects for Malmö’s young people (aged 15-24) by offering appropriate individual activities that enable them to begin education, employment or training. The purpose of the project on a participant level is that each young person shall be activated, prepared for and started in an education or alternatively employment. The measures and efforts are built upon tried and tested methods that are proven to shorten the time it takes for young people to establish themselves in the labour market, education and society. Target group The target group for Reboot is young people, resident in Malmö, aged 15-24 who are neither in employment, education or training. The prioritized target group are those young people who fall into the Activity Responsibility (KAA). Reboot will also register and work with those adults who are over 20 and passive and in need of activating measures. The individuals are sent from AF, JobbMalmö, Social Services, other projects and collaborative partners. A maximum of 150 young people will be able to be enrolled in the activities at any given time. The needs of the young people can be dealt up into four groupings which highlight the spread that exists within the overall target group. The young people will then be offered different forms of guidance and activities based on these four groupings. Aims Co-financing from the ESF will enable Reboot to contribute to elevating rates of employment and participation in education or training amongst young people aged 15-24 in Malmö. Reboot will be able to offer a significantly greater breadth of activities and reach more youth in Malmö who neither work nor study. Participants will in the first instance be encouraged to resume their studies – something which is of key importance in reducing the risk of future unemployment. Both young men and young women will be offered the same opportunities to take advantage of different activities, and there will be a fair allocation of resources based on each individual’s needs. Expected results and impact One measureable goal will be to have reached out to at least 95 % of all young people in the target group for the Activity Responsibility (KAA), i.e. approximately 1000 young people per year.     Contexte Le Centre d’études et de conseils sur les carrières (VLC) de la ville de Malmö fournit des études professionnelles, impartiales et indépendantes ainsi qu’une orientation professionnelle aux résidents adultes de Malmö. L’une des fonctions du centre est également de travailler avec le suivi de la jeunesse — en collaboration avec la responsabilité municipale de l’information (KIA) conformément à la loi sur l’éducation (article 29, paragraphe 9) pour les jeunes qui ont terminé l’enseignement obligatoire mais qui ont moins de 20 ans et qui n’ont pas encore participé ou achevé un programme national dans un établissement d’enseignement secondaire supérieur ou secondaire spécial supérieur ou un enseignement équivalent. Depuis le 1er janvier 2015, KIA est devenue une responsabilité d’activité (KAA) pour le même groupe cible, mais avec la responsabilité élargie d’offrir des activités individuelles appropriées, de documenter ces activités et de tenir un registre permanent des jeunes du groupe cible. Au sein de la ville de Malmö, il y a jusqu’à 1200 jeunes résidents chaque année académique qui relèvent de la compétence de l’Activité Responsabilité. Les statistiques montrent qu’une nette majorité des jeunes qui relèvent de cette compétence ont abandonné l’enseignement secondaire supérieur en cours et qu’un tiers des jeunes l’ont fait en 3e année (dernière année d’études). Les perspectives de Malmö sont particulièrement difficiles pour les jeunes qui n’ont pas achevé l’enseignement secondaire supérieur. De nombreux rapports nationaux et régionaux ont montré que, dans les régions de Skåne et de Blekinge, le taux de chômage des jeunes hommes est nettement plus élevé que celui des jeunes femmes. Cela s’explique en grande partie par les taux de participation plus élevés des femmes à l’éducation. Les chiffres de 2014 montrent qu’un peu plus de 8 % des femmes âgées de 18 à 24 ans étaient au chômage, contre près de 12 % pour les hommes du même groupe d’âge. Les jeunes femmes sont cependant plus susceptibles d’avoir des périodes de chômage récurrent. Le taux de chômage des jeunes nés à l’étranger âgés de 18 à 24 ans atteint près de 15 %. L’expérience d’un certain nombre de projets collaboratifs différents tels que le projet «Unga In/UngKOMP» de l’Office public de l’emploi suédois (AF) et le «Drop In for dropouts» de VLC forment la base des méthodes et des activités de Reboot. La nécessité d’élargir et d’intensifier les efforts pour offrir davantage d’activités à un plus grand nombre de jeunes à Malmö est importante. En collaboration avec AF, le VLC de la ville de Malmö demande des fonds du FSE pour être en mesure de créer un redémarrage du projet. Grâce au redémarrage, il sera possible d’étendre et de renforcer le travail de prévention décrit ci-dessus avec un nombre nettement plus élevé de jeunes qui, autrement, risquent de tomber dans le chômage, la passivité, l’exclusion sociale et la dépendance aux prestations. L’objectif principal du projet est d’améliorer les perspectives pour les jeunes de Malmö (âgés de 15 à 24 ans) en proposant des activités individuelles appropriées qui leur permettent de commencer des études, un emploi ou une formation. Le but du projet au niveau des participants est que chaque jeune soit activé, préparé et commencé dans une éducation ou un emploi. Les mesures et les efforts s’appuient sur des méthodes éprouvées qui sont des échantillons pour réduire le temps nécessaire aux jeunes pour s’établir sur le marché du travail, l’éducation et la société. Groupe cible Le groupe cible de Reboot est les jeunes résidant à Malmö, âgés de 15 à 24 ans, qui n’ont ni emploi, ni études, ni formation. Les groupes cibles prioritaires sont les jeunes qui relèvent de la responsabilité d’activité (KAA). Le redémarrage s’enregistrera également et travaillera avec les adultes âgés de plus de 20 ans, passifs et ayant besoin de mesures d’activation. Les personnes sont en retard de l’AF, JobbMalmö, les services sociaux, d’autres projets et partenaires collaboratifs. Un maximum de 150 jeunes pourront être inscrits aux activités à tout moment. Les besoins des jeunes peuvent être traités en quatre groupes qui mettent en évidence la propagation qui existe au sein du groupe cible global. Les jeunes se verront alors proposer différentes formes d’orientation et d’activités basées sur ces quatre groupes. Objectifs Le cofinancement par le FSE permettra à Reboot de contribuer à relever les taux d’emploi et de participation à l’éducation ou à la formation des jeunes âgés de 15 à 24 ans à Malmö. Le redémarrage sera en mesure d’offrir une plus large gamme d’activités et de toucher plus de jeunes à Malmö qui ne travaillent ni n’étudient. Dans un premier temps, les participants seront encouragés à reprendre leurs études, ce qui est d’une importance capitale pour réduire le risque de chômage futur.
