Projekt obejmuje budowę 49 niezależnych podobszarów w architekturze FTTH dla 13 116 gospodarstw domowych oraz zapewnienie dostępu do Internetu dla 197 placówek oświatowych z obszaru inowrocławskiego. Istotą projektu jest wyeliminowanie terytorialnych różnic w możliwości dostępu do szerokopasmowego Internetu o wysokich przepustowościach poprzez zaoferowanie usług hurtowych świadczonych przy wykorzystaniu wybudowanej infrastruktury dostępowej. Der Kern des Projekts besteht darin, territoriale Unterschiede bei den Möglichkeiten des Hochgeschwindigkeits-Breitband-Internetzugangs durch die Bereitstellung von Vorleistungsdiensten mit integrierter Zugangsinfrastruktur zu beseitigen.
