„Numer_referencyjny_programu_pomocowego: SA.42799(2015/X), przeznaczenie_pomocy_publicznej: art. 28 rozporządzenia Komisji nr 651/2014”Przedmiotem projektu jest usługa tworzenia, edycji i publikowania danych przestrzennych ze szczególnym uwzględnieniem wymogów technicznych opisanych w dokumencie "D2.8.III.4 Specyfikacja danych dla tematu Zagospodarowanie przestrzenne (Land Use) - Wytyczne Techniczne". Innowacyjność usługi polega na dostarczeniu narzędzi online dla administracji odpowiedzialnej za implementację dyrektywy INSPIRE w Unii Europejskiej. Pracownia Gard od lat zajmuje się publikacją danych przestrzennych. Wprowadzenie narzędzi online do tworzenia i edycji danych obszaru zagospodarowania przestrzennego jest kolejnym etapem, który pozwoli na redukcję kosztów produkcyjnych (rezygnacja z płatnych aplikacji desktopowych), uatrakcyjni ofertę, uprości prace projektowe, a przy tym znormalizuje treści w nawiązaniu do wytycznych z zakresu "D2...". Z kolei model SaaS, w którym świadczona będzie usługa, jest naturalnym kierunkiem rozwoju technologii usług GIS (Geographical Information System), a na rynku brakuje takiej oferty w kontekście zadań wyznaczonych przez Parlament Europejski. Zastosowanie się do przepisów unijnych jest obligatoryjne, co przy nieprzygotowaniu gmin zmusza środowiska powiązane do znalezienia adekwatnego rozwiązania. Innowacyjna usługa opracowana przez Wnioskodawcę jest odpowiedzią na potrzeby rynku i przyczyni się do daleko posuniętych oszczędności w skali wdrożenia dyrektywy. Tym samym przedmiot projektu jest korzystnych zarówno dla Wnioskodawcy, jak i odbiorców oferty, a w szerszej skali także całej Polski, która sprawie wywiąże się z narzuconych prawnie zobowiązań państwa członkowskiego. ‘Aid programme reference number: SA.42799(2015/X), intended for public aid: Article 28 of Commission Regulation No 651/2014“The object of the project is the creation, editing and publication service of spatial data with particular regard to the technical requirements described in D2.8.III.4 Data specification for the topic Land Use – Technical Guidelines”. The innovation of the service consists of providing online tools for the administration responsible for implementing the INSPIRE Directive in the European Union. Gard has been publishing spatial data for years. The introduction of online tools for the creation and editing of spatial development area data is another step that will reduce production costs (withdrawal of paid desktop applications), make the offer more attractive, simplify design work and standardise content in relation to the “D2...” guidelines. On the other hand, the SaaS model, in which the service will be provided, is a natural direction for the development of GIS (Geographical Information System) services, and the market lacks this offer in the context of the tasks set out by the European Parliament. Compliance with EU rules is mandatory, which, in the absence of municipalities, forces the associated environments to find an adequate solution. The innovative service developed by the Applicant responds to the needs of the market and will contribute to far-reaching savings in the implementation of the Directive. Thus, the object of the project is beneficial both to the applicant and to the recipients of the offer, and to a broader extent also the whole of Poland, which will meet the obligations of the Member State legally imposed. L’innovation du service consiste à fournir des outils en ligne à l’administration responsable de la mise en œuvre de la directive INSPIRE dans l’Union européenne. Le Gard publie des données spatiales depuis des années. L’introduction d’outils en ligne pour la création et l’édition de données de développement spatial est la prochaine étape qui permettra de réduire les coûts de production (rejet d’applications de bureau payantes), de rendre l’offre plus attrayante, de simplifier le travail de conception et, dans le même temps, de normaliser le contenu par rapport aux lignes directrices dans le domaine du «D2...». À son tour, le modèle SaaS, dans lequel le service sera fourni, constitue une orientation naturelle pour le développement de la technologie des SIG (Système d’Information Géographique) et le marché ne dispose pas d’une telle offre dans le cadre des missions assignées par le Parlement européen. Le respect des règles de l’UE est obligatoire, ce qui, en l’absence de préparation des municipalités, oblige les environnements associés à trouver une solution adéquate. Le service innovant mis au point par la requérante répond aux besoins du marché et contribuera à des économies considérables dans l’ampleur de la mise en œuvre de la directive. Ainsi, l’objet du projet serait bénéfique tant pour le demandeur que pour les destinataires de l’offre, et à une plus grande échelle également pour l’ensemble de la Pologne, qui respectera les obligations légalement imposées à l’État membre. „Reference_aid_Programmnummer: SA.42799(2015/X), Zweck_public_aid: Artikel 28 der Verordnung (EU) Nr. 651/2014 der Kommission"Projekt ist der Dienst für die Erstellung, Bearbeitung und Veröffentlichung von Geodaten, insbesondere in Bezug auf die technischen Anforderungen, die in Dokument "D2.8.III.4 Datenspezifikation für die Bodennutzung – Technische Leitlinien" beschrieben sind. Die Innovation des Dienstes besteht in der Bereitstellung von Online-Tools für die Verwaltung, die für die Umsetzung der INSPIRE-Richtlinie in der Europäischen Union zuständig ist. Gard veröffentlicht seit Jahren Geodaten. Die Einführung von Online-Tools für die Erstellung und Bearbeitung von Raumentwicklungsdaten ist der nächste Schritt, der die Produktionskosten (Ablehnung bezahlter Desktop-Anwendungen) reduziert, das Angebot attraktiver macht, die Designarbeit vereinfacht und gleichzeitig den Inhalt in Bezug auf die Richtlinien im Bereich „D2...“ standardisiert. Das SaaS-Modell, in dem der Dienst erbracht wird, ist wiederum eine natürliche Richtung für die Entwicklung der GIS-Technologie (Geographical Information System), und dem Markt fehlt ein solches Angebot im Rahmen der vom Europäischen Parlament übertragenen Aufgaben. Die Einhaltung der EU-Vorschriften ist zwingend vorgeschrieben, was in Ermangelung der Vorbereitung der Gemeinden die damit verbundenen Umgebungen dazu zwingt, eine angemessene Lösung zu finden. Der vom Antragsteller entwickelte innovative Dienst entspricht den Erfordernissen des Marktes und wird zu weitreichenden Einsparungen im Umfang der Umsetzung der Richtlinie beitragen. Somit ist der Gegenstand des Projekts sowohl für den Antragsteller als auch für die Empfänger des Angebots von Vorteil, und zwar in einem größeren Umfang auch für ganz Polen, das die gesetzlich auferlegten Verpflichtungen des Mitgliedstaats erfüllen wird. De innovatie van de dienst bestaat in het aanbieden van online-instrumenten voor de administratie die verantwoordelijk is voor de tenuitvoerlegging van de Inspire-richtlijn in de Europese Unie. Gard publiceert al jaren ruimtelijke gegevens. De invoering van online tools voor het maken en bewerken van ruimtelijke-ontwikkelingsgegevens is de volgende stap die de productiekosten zal verlagen (afwijzing van betaalde desktoptoepassingen), het aanbod aantrekkelijker zal maken, het ontwerpwerk zal vereenvoudigen en tegelijkertijd de inhoud zal standaardiseren ten opzichte van de richtlijnen op het gebied van „D2...”. Op zijn beurt is het SaaS-model, waarin de dienst zal worden verleend, een natuurlijke richting voor de ontwikkeling van GIS-technologie (Geographical Information System) en de markt ontbreekt een dergelijk aanbod in het kader van de door het Europees Parlement toegewezen taken. Naleving van de EU-regels is verplicht, wat, bij gebrek aan voorbereiding van gemeenten, de bijbehorende omgevingen ertoe dwingt een passende oplossing te vinden. De door de aanvrager ontwikkelde innovatieve dienst beantwoordt aan de behoeften van de markt en zal bijdragen tot verstrekkende besparingen op de schaal van de tenuitvoerlegging van de richtlijn. Het voorwerp van het project is dus gunstig voor zowel de aanvrager als de ontvangers van het aanbod, en op ruimere schaal ook voor heel Polen, dat zal voldoen aan de wettelijk opgelegde verplichtingen van de lidstaat. La innovación del servicio consiste en proporcionar herramientas en línea para la administración responsable de la aplicación de la Directiva INSPIRE en la Unión Europea. Gard lleva años publicando datos espaciales. La introducción de herramientas en línea para la creación y edición de datos de desarrollo espacial es el siguiente paso que reducirá los costes de producción (rechazo de aplicaciones de escritorio de pago), hará la oferta más atractiva, simplificará el trabajo de diseño y al mismo tiempo normalizará el contenido en relación con las directrices en el campo de «D2...». A su vez, el modelo SaaS, en el que se prestará el servicio, es una dirección natural para el desarrollo de la tecnología SIG (Sistema de Información Geográfica), y el mercado carece de tal oferta en el contexto de las tareas asignadas por el Parlamento Europeo. El cumplimiento de las normas de la UE es obligatorio, lo que, a falta de preparación de los municipios, obliga a los entornos asociados a encontrar una solución adecuada. El servicio innovador desarrollado por el solicitante responde a las necesidades del mercado y contribuirá a ahorrar mucho en la escala de aplicación de la Directiva. Así pues, el objeto del proyecto es beneficioso tanto para el solicitante como para los beneficiarios de la oferta, y a mayor escala también para toda Polonia, que cumplirá las obligaciones legalmente impuestas por el Estado miembro.
