Przedmiotem projektu jest udzielenie 10 grantów mieszkańcom Drawska Pomorskiego na realizację zadań z zakresu ochrony środowiska, obejmujących częściową termomodernizację budynku jednorodzinnego wraz z trwałą zmianą systemu ogrzewania opartego na paliwie stałym, polegającą na: 1) podłączeniu do sieci ciepłowniczej lub 2) zainstalowaniu ogrzewania gazowego lub 3) zainstalowaniu innych rodzajów źródeł ciepła: a. zainstalowaniu ogrzewania elektrycznego, b. zainstalowaniu ogrzewania olejowego, c. zainstalowaniu ogrzewania opartego na odnawialnych źródłach energii, d. zainstalowaniu ogrzewania opartego na paliwie stałym o niskiej emisyjności. Warunkiem przyznania grantu będzie przeprowadzenie prac termomodernizacyjnych oraz likwidacja pieców lub kotłów opalanych paliwami stałymi i zastąpienie jednym lub kombinacją instalacji ww. Granty będą przyznawane w oparciu o regulamin, którego projekt stanowi załącznik do WoD. W ramach projektu planuje się zlecenie wykonania 15 audytów energetycznych. Sposób wdrażania: Inwestycja zostanie zrealizowana przez pracowników Urzędu Miejskiego w Drawsku Pomorskim. Audyty energetyczne zostaną wykonane przez podmiot zewnętrzny. Etapy projektu: Podpisanie umowy o dofinansowanie. Ogłoszenie naboru dla mieszkańców. Zbieranie zgłoszeń o przyznanie grantu, bieżąca ocena i zatwierdzenie zgłoszeń wytypowanych do udzielenia grantu, podpisanie umów. Wykonanie prac termomodernizacyjnych oraz wymiana źródeł ciepła- realizacja zadania przez grantobiorców. Kontrola realizacji grantów. Kontrola u grantobiorców weryfikująca wykonania zadania, wypłaty dotacji. Koordynowanie prac związanych z realizacją projektu. Prowadzenie dokumentacji i rozliczeń finansowych. The object of the project is to award 10 grants to the residents of Drawska Pomorskie for the implementation of environmental protection tasks, including partial thermomodernisation of the single-family building together with the permanent change of the heating system based on solid fuel, consisting of: 1) connecting to the district heating network or 2) installing gas heating or 3) installing other types of heat generators: a. Installation of electric heating, b. installation of oil heating, c. installation of heating based on renewable energy sources, d. installation of heating based on low carbon solid fuel. The grant will be subject to thermo-modernisation works and the decommissioning of solid-fuel-fired furnaces or boilers and replacement by one or a combination of the above-mentioned installations. Grants will be awarded on the basis of the rules of procedure, the draft of which is annexed to the WoD. The project plans to commission 15 energy audits. Method of implementation: The investment will be carried out by the employees of the Municipal Office in Drawsko Pomorski. Energy audits will be carried out by a third party. Stages of the project: Signature of the grant agreement. Announcing a call for residents. Collection of grant applications, ongoing evaluation and approval of applications selected for the grant, signing of contracts. Execution of thermomodernisation works and exchange of heat sources – implementation of the task by grantees. Control of the implementation of grants. Audit of the grant recipients verifying the performance of the task, the payment of the grant. Coordinating the work related to the implementation of the project. Le projet a pour objet d’octroyer 10 subventions aux résidents de Drawska Pomorskie pour la réalisation de tâches de protection de l’environnement, y compris la thermomodernisation partielle du bâtiment unifamilial ainsi que le changement permanent du système de chauffage à base de combustibles solides, consistant en: 1) raccordement au réseau de chauffage urbain ou 2) installation de chauffage au gaz ou 3) installation d’autres types de générateurs de chaleur: a. Installation de chauffage électrique, b. installation de chauffage au mazout, c. installation de chauffage à partir de sources d’énergie renouvelables, d. installation de chauffage à base de combustibles solides à faible teneur en carbone. La subvention fera l’objet de travaux de thermomodernisation et de déclassement de fours ou de chaudières à combustibles solides et de remplacement par une ou plusieurs des installations susmentionnées. Les subventions seront octroyées sur la base du règlement intérieur, dont le projet est annexé à la WoD. Le projet prévoit de commander 15 audits énergétiques. Méthode de mise en œuvre: L’investissement sera réalisé par les employés du bureau municipal de Drawsko Pomorski. Les audits énergétiques seront réalisés par un tiers. Étapes du projet: Signature de la convention de subvention. Annonçant un appel pour les résidents. Collecte des demandes de subvention, évaluation continue et approbation des demandes sélectionnées pour la subvention, signature des contrats. Exécution des travaux de thermomodernisation et échange de sources de chaleur — mise en œuvre de la tâche par les bénéficiaires. Contrôle de la mise en œuvre des subventions. Ziel des Projekts ist die Vergabe von 10 Zuschüssen an die Bewohner von Drawska Pomorskie für die Durchführung von Umweltschutzaufgaben, einschließlich der teilweisen Thermomodernisierung des Einfamilienhauses sowie des permanenten Wechsels des auf Festbrennstoff basierenden Heizsystems, bestehend aus: 1) Anschluss an das Fernwärmenetz oder 2) Gasheizung installieren oder 3) andere Arten von Wärmeerzeugern installieren: a. Installation der elektrischen Heizung, b. Installation von Ölheizung, c. Installation von Heizung auf Basis erneuerbarer Energiequellen, d. Installation von Heizungen auf der Grundlage von kohlenstoffarmen festen Brennstoffen. Der Zuschuss unterliegt Thermomodernisierungsarbeiten und der Stilllegung von Festbrennstofföfen oder Kesseln und Austausch durch eine oder eine Kombination der oben genannten Anlagen. Die Finanzhilfen werden auf der Grundlage der Geschäftsordnung gewährt, deren Entwurf der WoD beigefügt ist. Das Projekt plant, 15 Energieaudits in Auftrag zu geben. Het doel van het project is 10 subsidies toe te kennen aan de inwoners van Drawska Pomorskie voor de uitvoering van taken op het gebied van milieubescherming, waaronder gedeeltelijke thermomodernisering van het eengezinsgebouw samen met de permanente verandering van het verwarmingssysteem op basis van vaste brandstof, bestaande uit: 1) aansluiting op het stadsverwarmingsnet of 2) installatie van gasverwarming of 3) installatie van andere soorten warmtegeneratoren: a. installatie van elektrische verwarming, b. installatie van olieverwarming, c. installatie van verwarming op basis van hernieuwbare energiebronnen, d. installatie van verwarming op basis van koolstofarme vaste brandstoffen. De subsidie is onderworpen aan thermomoderniseringswerkzaamheden en de ontmanteling van met vaste brandstoffen gestookte ovens of ketels en vervanging door één of een combinatie van bovengenoemde installaties. Subsidies worden toegekend op basis van het reglement van orde, waarvan het ontwerp aan de WoD is gehecht. Het project is van plan 15 energieaudits uit te voeren. Wijze van tenuitvoerlegging: De investering zal worden uitgevoerd door de werknemers van het gemeentebestuur in Drawsko Pomorski. Energieaudits worden uitgevoerd door een derde partij. L'obiettivo del progetto è quello di concedere 10 sovvenzioni ai residenti di Drawska Pomorskie per l'esecuzione di compiti di protezione dell'ambiente, compresa la termomodernizzazione parziale dell'edificio unifamiliare insieme al cambiamento permanente dell'impianto di riscaldamento a combustibile solido, consistente in: 1) collegamento alla rete di teleriscaldamento o 2) installazione di riscaldamento a gas o 3) installazione di altri tipi di generatori di calore: a. installazione di riscaldamento elettrico, b. installazione di riscaldamento a gasolio, c. installazione di riscaldamento basato su fonti energetiche rinnovabili, d. installazione di riscaldamento basato su combustibili solidi a basso tenore di carbonio. La sovvenzione sarà soggetta a lavori di termomodernizzazione e alla disattivazione di forni o caldaie alimentati a combustibile solido e alla sostituzione con uno o una combinazione dei suddetti impianti. Le sovvenzioni saranno concesse sulla base del regolamento interno, il cui progetto è allegato al WoD. Il progetto prevede di commissionare 15 audit energetici. Modalità di attuazione: L'investimento sarà effettuato dai dipendenti dell'ufficio comunale di Drawsko Pomorski. Gli audit energetici saranno effettuati da terzi.
