Przedmiotem projektu jest uruchomienie 11 elektronicznych usług publicznych, które będą świadczone przez Urząd Gminy Kolno oraz informatyzacja procedur wewnętrznych w UG. Uruchamiane e-usługi charakteryzować się będą wysokim poziomem dojrzałości (3 usługi zapewniające interakcję dwustronną oraz 8 usług transakcyjnych z mechanizmami personalizacji), większość z nich charakteryzuje wysoki potencjał korzystania (dotyczą często załatwianych spraw). Uruchomienie e-usług będzie połączone z wdrożeniem i modernizacją systemów informatycznych (SI) w UG i modernizacją infrastruktury sieciowo–sprzętowej w zakresie niezbędnym dla zaplanowanych wdrożeń. Projekt zakłada integrację SI UG, wykorzystanie platformy ePUAP i uruchomienie dedykowanego rozwiązania front-office dla mieszkańców. SI wdrażane w ramach projektu będą spełniać wymagania dot. interoperacyjności wskazane w przepisach prawa i wytyczne WCAG2.0 w zakresie dostępności. Zaplanowane rozwiązania uwzględniają potrzeby niepełnosprawnych. Projekt wpisuje się w założenia określone w SzOOP „Cyfrowy region” RPO WiM, ponieważ całości opiera się na wykorzystaniu nowoczesnych technologii informacyjno-komunikacyjnych: wdrożenie SI w UG i zakup niezbędnego sprzętu. Wykorzystanie tych technologii będzie służyć osiągnięciu celów projektu: cyfryzacji procedur administracyjnych oraz zwiększeniu dostępności usług publicznych przez udostępnienie ich drogą elektroniczną. Ww. cele są z celem szczegółowym osi priorytetowej „Cyfrowy region” RPO WiM. Cel osi priorytetowej „Cyfrowy region” RPO WiM będzie realizowany w ramach projektu bezpośrednio poprzez zwiększenie podaży publicznych e-usług. W projekcie zaplanowano kolejno:(1)opracowanie dokumentacji aplikacyjnej,(2) działania promocyjne,(3)zapewnienie nadzoru inżyniera projektu,(4) zakup środków trwałych oraz wartości niematerialnych i prawnych (licencji na oprogramowanie),(5) zakup i realizację usług informatycznych. The subject of the project is the launch of 11 electronic public services, which will be provided by the Municipality of Kolno and the computerisation of internal procedures in the EMU. Running e-services will be characterised by a high level of maturity (3 services providing bilateral interaction and 8 transaction services with personalisation mechanisms), most of which have high potential for use (frequently handled). The deployment of e-services will be combined with the deployment and modernisation of information systems (SI) in the EMU and the modernisation of network and equipment infrastructure to the extent necessary for the planned implementation. The project involves the integration of SI UG, the use of the ePUAP platform and the launch of a dedicated front-office solution for residents. The implementation of the project will meet the interoperability requirements set out in the legislation and WCAG2.0 accessibility guidelines. The planned solutions take account of the needs of the disabled. The project fits into the assumptions set out in the “Digital Region” of the RPO WiM, as the whole is based on the use of modern information and communication technologies: implementation of SI in EMU and purchase of necessary equipment. The use of these technologies will serve to achieve the objectives of the project: digitise administrative procedures and increase the availability of public services by making them available electronically. The above-mentioned objectives are with the specific objective of the priority axis “Digital Region” of the RPO WiM. The objective of the priority axis “Digital Region” of the ROP WiM will be implemented within the framework of the project directly by increasing the supply of public e-services. Le projet a pour objet le lancement de 11 services publics électroniques à fournir par le bureau municipal de Kolno et l’informatisation des procédures internes au sein de l’UG. Le lancement des services en ligne sera caractérisé par un haut niveau de maturité (3 services fournissant des interactions bilatérales et 8 services de transaction avec des mécanismes de personnalisation), dont la plupart sont caractérisés par un potentiel d’utilisation élevé (concernant des cas souvent réglés). Le lancement des services en ligne sera associé à la mise en œuvre et à la modernisation des systèmes informatiques (SI) dans l’UG et à la modernisation des infrastructures de réseau et de matériel dans la mesure nécessaire aux déploiements prévus. Le projet implique l’intégration de SI UG, l’utilisation de la plateforme ePUAP et le lancement d’une solution de front-office dédiée aux résidents. Si mis en œuvre dans le cadre du projet sera conforme aux exigences d’interopérabilité énoncées dans la législation et les lignes directrices WCAG2.0 en matière d’accessibilité. Les solutions envisagées tiennent compte des besoins des personnes handicapées. Le projet est conforme aux hypothèses énoncées dans le SzOOP «Région numérique» du ROP WiM, l’ensemble étant basé sur l’utilisation des technologies modernes de l’information et de la communication: mise en œuvre de l’IA en UG et achat de l’équipement nécessaire. L’utilisation de ces technologies servira les objectifs du projet: numérisation des procédures administratives et amélioration de l’accessibilité des services publics en les mettant à disposition par voie électronique. Ces objectifs correspondent à l’objectif spécifique de l’axe prioritaire «Région numérique» du ROP WiM. L’objectif de l’axe prioritaire «Région numérique» du ROP WiM sera mis en œuvre dans le cadre du projet directement en augmentant l’offre de services publics en ligne. Le projet prévoit: 1) l’élaboration de la documentation relative aux demandes, 2) les activités promotionnelles, 3) la mise en place de la supervision de l’ingénieur du projet, 4) l’achat d’immobilisations et d’immobilisations incorporelles (licences de logiciels), 5) l’achat et la mise en œuvre de services informatiques. Gegenstand des Projekts ist die Einführung von 11 elektronischen öffentlichen Diensten, die vom Gemeindeamt von Kolno erbracht werden, und die Informatisierung der internen Verfahren in der UG. Die Einführung elektronischer Dienste wird durch einen hohen Reifegrad gekennzeichnet sein (3 Dienste, die bilaterale Interaktion bieten, und 8 Transaktionsdienste mit Personalisierungsmechanismen), von denen die meisten durch ein hohes Nutzungspotenzial gekennzeichnet sind (betreffend häufig geregelte Fälle). Die Einführung elektronischer Dienste wird mit der Implementierung und Modernisierung von IT-Systemen (SI) in der UG und der Modernisierung der Netz- und Hardwareinfrastruktur in dem für geplante Einsätze erforderlichen Umfang kombiniert. Das Projekt umfasst die Integration von SI UG, die Nutzung der ePUAP-Plattform und die Einführung einer speziellen Frontoffice-Lösung für Anwohner. SI, die im Rahmen des Projekts umgesetzt werden, wird den Interoperabilitätsanforderungen entsprechen, die in den Rechtsvorschriften und den WCAG2.0-Leitlinien für die Barrierefreiheit festgelegt sind. Die geplanten Lösungen tragen den Bedürfnissen der Behinderten Rechnung. Das Projekt steht im Einklang mit den im SzOOP „Digitalen Region“ des ROP WiM dargelegten Annahmen, da das Ganze auf dem Einsatz moderner Informations- und Kommunikationstechnologien beruht: Einführung von KI in der UG und Erwerb der erforderlichen Ausrüstung. Der Einsatz dieser Technologien dient den Zielen des Projekts: Digitalisierung der Verwaltungsverfahren und Verbesserung der Zugänglichkeit öffentlicher Dienste durch elektronische Bereitstellung. Diese Ziele dienen dem spezifischen Ziel der Prioritätsachse „Digitale Region“ des ROP WiM. Das Ziel der Prioritätsachse „Digitale Region“ des ROP WiM wird im Rahmen des Projekts direkt umgesetzt, indem das Angebot öffentlicher elektronischer Dienste erhöht wird. Das Projekt sieht vor: (1) Ausarbeitung von Anwendungsunterlagen, (2) Werbemaßnahmen, (3) Bereitstellung der Aufsicht des Projektingenieurs,(4) Erwerb von Sachanlagen und immateriellen Vermögenswerten (Softwarelizenzen), (5) Erwerb und Implementierung von IT-Dienstleistungen. Het project betreft de lancering van elf elektronische openbare diensten die door het gemeentebestuur van Kolno moeten worden verleend en de automatisering van interne procedures in de RUG. De lancering van e-diensten zal worden gekenmerkt door een hoge mate van volwassenheid (3 diensten voor bilaterale interactie en 8 transactiediensten met personalisatiemechanismen), waarvan de meeste worden gekenmerkt door een hoog benuttingspotentieel (voor vaak afgehandelde zaken). De lancering van e-diensten zal worden gecombineerd met de implementatie en modernisering van IT-systemen (SI) in de RUG en de modernisering van de netwerk- en hardware-infrastructuur voor zover dit nodig is voor de geplande uitrol. Het project omvat de integratie van SI UG, het gebruik van het ePUAP-platform en de lancering van een speciale front-office oplossing voor bewoners. SI die in het kader van het project wordt uitgevoerd, voldoet aan de interoperabiliteitseisen van de wetgeving en de WCAG2.0-toegankelijkheidsrichtsnoeren. De geplande oplossingen houden rekening met de behoeften van gehandicapten. Het project is in overeenstemming met de veronderstellingen in de SzOOP „Digitale regio” van het ROP WiM, aangezien het geheel gebaseerd is op het gebruik van moderne informatie- en communicatietechnologieën: implementatie van AI in UG en aankoop van de nodige apparatuur. Het gebruik van deze technologieën zal ten goede komen aan de doelstellingen van het project: digitalisering van administratieve procedures en verbetering van de toegankelijkheid van overheidsdiensten door deze langs elektronische weg beschikbaar te stellen. Deze doelstellingen vallen onder de specifieke doelstelling van de prioritaire as „Digitale regio” van het ROP WiM. De doelstelling van de prioritaire as „Digitale regio” van het ROP WiM zal in het kader van het project rechtstreeks worden verwezenlijkt door het aanbod van openbare e-diensten te vergroten. Het project heeft betrekking op: (1) het opstellen van aanvraagdocumenten, (2) promotieactiviteiten, (3) het verstrekken van toezicht door de projectingenieur,(4) aankoop van vaste activa en immateriële activa (softwarelicenties), (5) de aankoop en uitvoering van IT-diensten. Oggetto del progetto è l'avvio di 11 servizi pubblici elettronici forniti dall'ufficio comunale di Kolno e l'informatizzazione delle procedure interne nel GU. Il lancio dei servizi elettronici sarà caratterizzato da un elevato livello di maturità (3 servizi di interazione bilaterale e 8 servizi di transazione con meccanismi di personalizzazione), la maggior parte dei quali è caratterizzata da un elevato potenziale di utilizzo (per quanto riguarda i casi spesso risolti). Il lancio dei servizi elettronici sarà combinato con l'attuazione e l'ammodernamento dei sistemi informatici (SI) in UG e con l'ammodernamento dell'infrastruttura di rete e hardware nella misura necessaria per le implementazioni pianificate. Il progetto prevede l'integrazione di SI UG, l'utilizzo della piattaforma ePUAP e il lancio di una soluzione front-office dedicata ai residenti. Si attuato nell'ambito del progetto rispetterà i requisiti di interoperabilità stabiliti dalla normativa e dalle linee guida WCAG2.0 in materia di accessibilità. Le soluzioni previste tengono conto delle esigenze dei disabili. Il progetto è in linea con le ipotesi esposte nella SzOOP "Regione digitale" del POR WiM, nel suo complesso si basa sull'uso delle moderne tecnologie dell'informazione e della comunicazione: implementazione dell'IA in UG e acquisto delle attrezzature necessarie. L'uso di queste tecnologie servirà agli obiettivi del progetto: digitalizzazione delle procedure amministrative e miglioramento dell'accessibilità dei servizi pubblici rendendoli disponibili per via elettronica. Questi obiettivi corrispondono all'obiettivo specifico dell'asse prioritario "Regione digitale" del POR WiM. L'obiettivo dell'asse prioritario "Regione digitale" del POR WiM sarà attuato direttamente nell'ambito del progetto aumentando l'offerta di servizi elettronici pubblici. Il progetto prevede: 1) l'elaborazione della documentazione applicativa, 2) le attività promozionali, 3) la supervisione dell'ingegnere del progetto, 4) l'acquisto di immobilizzazioni e beni immateriali (licenze software), (5) l'acquisto e l'attuazione di servizi informatici. El objeto del proyecto es la puesta en marcha de 11 servicios públicos electrónicos que prestará la Oficina Municipal de Kolno y la informatización de los procedimientos internos en la UG. La puesta en marcha de los servicios electrónicos se caracterizará por un elevado grado de madurez (3 servicios que proporcionan interacción bilateral y 8 servicios de transacciones con mecanismos de personalización), la mayoría de los cuales se caracterizan por un alto potencial de utilización (en relación con casos a menudo resueltos). La puesta en marcha de los servicios electrónicos se combinará con la implantación y modernización de los sistemas informáticos (SI) en UG y la modernización de la infraestructura de redes y hardware en la medida necesaria para los despliegues previstos. El proyecto implica la integración de SI UG, el uso de la plataforma ePUAP y el lanzamiento de una solución de front-office dedicada a los residentes. Si ejecutado como parte del proyecto cumplirá los requisitos de interoperabilidad establecidos en la legislación y en las directrices de accesibilidad WCAG2.0. Las soluciones previstas tienen en cuenta las necesidades de las personas con discapacidad. El proyecto se ajusta a los supuestos establecidos en el SzOOP «Región Digital» del ROP WiM, ya que el conjunto se basa en el uso de las modernas tecnologías de la información y la comunicación: implementación de IA en UG y compra de equipos necesarios. El uso de estas tecnologías servirá a los objetivos del proyecto: digitalización de los procedimientos administrativos y aumento de la accesibilidad de los servicios públicos, poniéndolos a disposición electrónicamente. Estos objetivos corresponden al objetivo específico del eje prioritario «Región digital» del ROP WiM. El objetivo del eje prioritario «Región digital» del ROP WiM se ejecutará como parte del proyecto directamente aumentando la oferta de servicios electrónicos públicos.
