Projekt „Rozbudowa systemu udostępniania e-usług publicznych w administracji publicznej w Małopolsce – etap II” zakłada podniesienie standardów instytucji administracji rządowej w zakresie informatyzacji procedur wewnętrznych w urzędach, bezpieczeństwa teleinformatycznego, stosowania systemów elektronicznego zarządzania dokumentacją poprzez rozbudowę istniejącego systemu udostępniania e-usług publicznych oraz wdrożenie systemu EZD PUW w kolejnych jednostkach administracji publicznej w Województwie Małopolskim. Realizacja projektu pozwoli na poszerzenie zakresu dostępnych oraz tworzenie nowych e-usług, zwiększenie wykorzystania elektronicznej skrzynki podawczej, platformy ePUAP, poprzez wykorzystanie technologii teleinformatycznych w zakresie świadczenia usług elektronicznych dla mieszkańców Małopolski. Do osiągnięcia pełnej efektywności wykorzystania systemu niezbędna jest jego rozbudowa o dodatkowe elementy pozwalające na umożliwienie dostępu podmiotom zespolonej administracji rządowej do usług świadczonych w modelu prywatnej chmury obliczeniowej administracji zespolonej, z uwzględnieniem niskiego poziomu infrastruktury i sprzętu ICT administracji zespolonej Województwa Małopolskiego nie odpowiadający obecnym wymogom technologii komunikacyjnych niezbędnych do osiągnięcia awansu cyfrowego urzędu obecnie beneficjenci projektu. W zakresie technologii projekt stanowiąc kontynuację etapu I - przewiduje rozbudowę już posiadanych zasobów teleinformatycznych, z uwzględnieniem konieczności ich skalowania do potrzeb wynikających z wdrożenia systemu EZD PUW w kolejnych jednostkach administracji publicznej oraz zwiększenia dostępności do centralnych zasobów serwerowych poprzez zwiększenie przepustowości systemów ściany ogniowej stanowiących bramę perymetru sieci i punkt dostępowy dla użytkowników zewnętrznych, a także poprawę warunków składowania, archiwizacji i zabezpieczania danych w sektorze publicznym poprzez redundancję zasobów serwerowych w zapasowej lokalizacji Urzędu (Polish)

The project “Expansion of the system of public e-service sharing in the public administration in Małopolska – stage II” involves raising the standards of government administration institutions in the field of informatisation of internal procedures in offices, ICT security, the use of electronic documentation management systems through the development of the existing system of making public e-services available and the implementation of the EZD system of PUW in subsequent public administration units in the Małopolskie Voivodeship. The implementation of the project will allow to broaden the scope of available and create new e-services, increase the use of electronic mailbox, ePUAP platform, through the use of ICT technologies in the scope of the provision of electronic services for residents of Małopolska. In order to achieve full efficiency of the system, it is necessary to extend it with additional elements allowing entities of complex government administration to access services provided in the private cloud model of complex administration, taking into account the low level of infrastructure and ICT equipment of the complex administration of the Małopolska Voivodship which does not meet the current requirements of communication technologies necessary to achieve the promotion of the digital office currently beneficiaries of the project. In the field of technology, the project, as a follow-up to stage I, envisages the expansion of existing ICT resources, taking into account the need to scale them to the needs of the implementation of the PUW EZD system in successive public administration units and to increase availability to central server resources by increasing the capacity of firewall systems which constitute the gateway of the network perimeter and an access point for external users, as well as improved storage, archiving and safeguarding of data in the public sector through redundancy of the Office’s resources (English)

Le projet «Expansion du système de fourniture de services publics en ligne dans l’administration publique à Małopolska — phase II» envisage de relever les normes de l’institution administrative publique dans le domaine de l’informatisation des procédures internes dans les bureaux, de la sécurité informatique, de l’utilisation des systèmes de gestion électronique de la documentation en étendant le système existant de fourniture de services publics en ligne et de mettre en œuvre le système EZD PUW dans les unités administratives ultérieures de la voïvodie de Małopolskie. La mise en œuvre du projet permettra d’élargir la gamme des services disponibles et de créer de nouveaux services électroniques, d’accroître l’utilisation de la boîte aux lettres électroniques, de la plateforme ePUAP, en utilisant les technologies des TIC dans le domaine de la fourniture de services électroniques aux résidents de Małopolska. Afin d’assurer la pleine efficacité de l’utilisation du système, il est nécessaire de l’étendre avec des éléments supplémentaires permettant aux entités de l’administration publique complexe d’accéder aux services fournis dans le modèle de cloud privé de l’administration complexe, en tenant compte du faible niveau d’infrastructures et d’équipements TIC de l’administration complexe de la province de Małopolskie qui ne répond pas aux exigences actuelles des technologies de communication nécessaires pour réaliser le progrès numérique du bureau actuellement bénéficiaire du projet. Dans le domaine de la technologie, le projet, dans le prolongement de la phase I, prévoit le développement de ressources informatiques déjà existantes, en tenant compte de la nécessité de les adapter aux besoins résultant de la mise en œuvre du système EZD PUW dans les unités d’administration publique ultérieures et d’accroître la disponibilité des ressources des serveurs centraux en augmentant la capacité des systèmes de pare-feu constituant la passerelle du périmètre du réseau et un point d’accès pour les utilisateurs externes, ainsi que d’améliorer les conditions de stockage, d’archivage et de sécurisation des données dans le secteur public grâce à la redondance des ressources du serveur dans l’emplacement de sauvegarde de l’Office. Das Projekt „Erweiterung des Systems der Bereitstellung öffentlicher elektronischer Dienste in der öffentlichen Verwaltung in Małopolska – Phase II“ sieht eine Anhebung der Standards der staatlichen Verwaltung auf dem Gebiet der Informatisierung der internen Verfahren in den Büros, der IT-Sicherheit, der Nutzung elektronischer Dokumentationsmanagementsysteme vor, indem das bestehende System der Bereitstellung öffentlicher elektronischer Dienste erweitert und das EZD PUW-System in folgenden öffentlichen Verwaltungseinheiten in der Woiwodschaft Małopolskie umgesetzt wird. Die Durchführung des Projekts wird es ermöglichen, das Angebot an verfügbaren elektronischen Diensten zu erweitern und neue elektronische Dienste zu schaffen, die Nutzung des elektronischen Postfachs, der ePUAP-Plattform, zu erhöhen, indem IKT-Technologien im Bereich der Bereitstellung elektronischer Dienste für Einwohner von Małopolska eingesetzt werden. Um die volle Effizienz bei der Nutzung des Systems zu erreichen, ist es erforderlich, es um zusätzliche Elemente zu erweitern, die es den Einrichtungen der komplexen Regierung ermöglichen, auf Dienste zuzugreifen, die im privaten Cloud-Modell der komplexen Verwaltung erbracht werden, wobei das geringe Niveau der Infrastruktur und der IKT-Ausstattung der komplexen Verwaltung der Provinz Małopolskie zu berücksichtigen ist, die nicht den derzeitigen Anforderungen der Kommunikationstechnologien entspricht, die für die digitale Weiterentwicklung des Büros, der derzeit die Begünstigten des Projekts ist, erforderlich sind. Im Technologiebereich sieht das Projekt als Fortsetzung der Phase I die Entwicklung bereits vorhandener IKT-Ressourcen vor, wobei die Notwendigkeit berücksichtigt wird, diese auf die Bedürfnisse auszudehnen, die sich aus der Implementierung des EZD PUW-Systems in den nachfolgenden öffentlichen Verwaltungseinheiten ergeben und die Verfügbarkeit für zentrale Serverressourcen erhöhen, indem die Kapazität von Firewall-Systemen, die das Gateway des Netzwerkbereichs und einen Zugangspunkt für externe Nutzer darstellen, erhöht und die Bedingungen für die Speicherung, Archivierung und Sicherung von Daten im öffentlichen Sektor durch Redundanz von Serverressourcen am Backup-Standort des Amtes verbessert werden. Het project „Uitbreiding van het systeem voor het verlenen van openbare e-diensten in het openbaar bestuur in Małopolska — fase II” voorziet in een verhoging van de normen van de overheidsinstelling op het gebied van de automatisering van interne procedures in kantoren, IT-beveiliging, het gebruik van elektronische documentatiebeheersystemen door uitbreiding van het bestaande systeem voor het verlenen van openbare e-diensten en de implementatie van het EZD PUW-systeem in latere overheidsdiensten in het Małopolskie Voivodship. De uitvoering van het project zal het mogelijk maken het beschikbare aanbod uit te breiden en nieuwe e-diensten te creëren, het gebruik van elektronische mailbox, ePUAP-platform, te vergroten door gebruik te maken van ICT-technologieën op het gebied van het verlenen van elektronische diensten aan inwoners van Małopolska. Om het systeem volledig efficiënt te gebruiken, moet het worden uitgebreid met aanvullende elementen die de entiteiten van de complexe overheidsdiensten in staat stellen toegang te krijgen tot diensten die worden geleverd in het private cloudmodel van de complexe administratie, rekening houdend met het lage niveau van infrastructuur en ICT-apparatuur van de complexe administratie van de provincie Małopolskie, die niet voldoet aan de huidige eisen van de communicatietechnologieën die nodig zijn om de digitale vooruitgang van het kantoor dat momenteel de begunstigden van het project is, te verwezenlijken. Il progetto "Espansione del sistema di fornitura di servizi elettronici pubblici nella pubblica amministrazione di Małopolska — fase II" prevede di innalzare gli standard dell'istituzione amministrativa governativa nel campo dell'informatizzazione delle procedure interne negli uffici, della sicurezza informatica, dell'uso di sistemi elettronici di gestione della documentazione, estendendo l'attuale sistema di fornitura di servizi elettronici pubblici e implementando il sistema EZD PUW nelle successive unità della pubblica amministrazione del Voivodato di Małopolskie. L'attuazione del progetto consentirà di ampliare la gamma di servizi disponibili e di creare nuovi servizi elettronici, aumentare l'uso della casella di posta elettronica, piattaforma ePUAP, utilizzando tecnologie TIC nel settore della fornitura di servizi elettronici ai residenti di Małopolska. Al fine di conseguire la piena efficienza nell'uso del sistema, è necessario estenderlo con ulteriori elementi che consentano alle entità della complessa amministrazione governativa di accedere ai servizi forniti nel modello di cloud privato dell'amministrazione complessa, tenendo conto del basso livello di infrastrutture e attrezzature TIC della complessa amministrazione della provincia di Małopolskie che non soddisfa le attuali esigenze delle tecnologie di comunicazione necessarie per conseguire l'avanzamento digitale dell'ufficio attualmente beneficiari del progetto. Nel campo della tecnologia, il progetto, come continuazione della fase I, prevede lo sviluppo di risorse TIC già esistenti, tenendo conto della necessità di estenderle alle esigenze derivanti dall'implementazione del sistema EZD PUW nelle successive unità della pubblica amministrazione e di aumentare la disponibilità alle risorse server centrali aumentando la capacità dei sistemi firewall che costituiscono il gateway del perimetro di rete e un punto di accesso per gli utenti esterni, nonché migliorando le condizioni di archiviazione, archiviazione e sicurezza dei dati nel settore pubblico attraverso la ridondanza delle risorse server nella posizione di backup dell'Ufficio. El proyecto «Expansión del sistema de prestación de servicios electrónicos públicos en la administración pública en Małopolska — fase II» prevé elevar las normas de la institución de administración pública en el ámbito de la informatización de los procedimientos internos en las oficinas, la seguridad informática, el uso de sistemas de gestión de la documentación electrónica mediante la ampliación del sistema existente de prestación de servicios electrónicos públicos y la aplicación del sistema EZD PUW en unidades de administración pública posteriores en el Voivodato de Małopolskie. La ejecución del proyecto permitirá ampliar la gama de servicios disponibles y crear nuevos servicios electrónicos, aumentar el uso del buzón electrónico, la plataforma ePUAP, utilizando tecnologías TIC en el ámbito de la prestación de servicios electrónicos a los residentes de Małopolska. Con el fin de lograr la plena eficiencia en el uso del sistema, es necesario ampliarlo con elementos adicionales que permitan a las entidades de la administración pública compleja acceder a los servicios prestados en el modelo de nube privada de la administración compleja, teniendo en cuenta el bajo nivel de infraestructura y equipos TIC de la administración compleja de la provincia de Małopolskie que no cumple con los requisitos actuales de las tecnologías de comunicación necesarias para lograr el avance digital de la oficina actualmente beneficiaria del proyecto. En el ámbito de la tecnología, el proyecto, como continuación de la etapa I, prevé el desarrollo de recursos TIC ya existentes, teniendo en cuenta la necesidad de ampliarlos a las necesidades derivadas de la implantación del sistema EZD PUW en las dependencias de administración pública posteriores y aumentar la disponibilidad de los recursos de servidores centrales aumentando la capacidad de los sistemas cortafuegos que constituyen la pasarela del perímetro de la red y un punto de acceso para usuarios externos, así como mejorando las condiciones para almacenar, archivar y asegurar datos en el sector público mediante la redundancia de recursos de servidor en la ubicación de copia de seguridad de la Oficina.
