Celem głównym projektu pn. „e-Sieradz. Elektroniczne usługi dla mieszkańców” jest zwiększenie dostępności e-usług publicznych i wzrost liczby mieszkańców korzystających z e-usług w Gminie Miasto Sieradz oraz sprawne zarządzanie gminą, dzięki stworzeniu jednego centrum przetwarzania i udostępniania informacji dla pracowników jednostek organizacyjnych w Gminie Miasto Sieradz. W ramach projektu wdrożone zostanie 8 usług on-line na różnych poziomach dojrzałości, w tym 5 usług na poziomie 3 - interakcji dwukierunkowej (informacja mieszkańca o stanie jego sprawy, informacja przedsiębiorcy o statusie załatwianej sprawy, głosowanie na propozycje budżetu obywatelskiego, e-interwencje –dotyczące funkcjonowania miasta, e-konsultacje dokumentów prawa lokalnego) oraz 3 usługi na poziomie 4 - transakcyjności (e- rekrutacja do przedszkoli, szkół podstawowych i do szkół gimnazjalnych) Ponadto wdrożona zostanie usługa wewnątrzadministracyjna A2A -1szt. Realizacja pozwoli na: poprawę dostępu obywateli do e- usług publicznych, usprawnienie komunikacji i podniesienie poziomu obsługi obywateli, poprawę skuteczności zarządzania w tym oświatą, zapewnienie bezpieczeństwa danych oraz wzrost umiejętności posługiwania się narzędziami ITC i wzrost efektywności pracy. Inwestycja obejmie: • rozbudowę Portalu z e-usługami i integrację z ePUAP (e- biuro interesanta,aplikacje mobilne,usługi proaktywne,wtyczki społecznościowe) • rozbudowę systemu oświatowego (e-rekrutacja,e portal informacji oświatowej,system obsługi przedszkoli) • dostosowanie do aktualnych potrzeb i unowocześnienie oprogramowania systemowego, narzędziowego i Elektronicznego Obiegu Dokumentu, back office • zakup sprzętu, infrastruktury sieci teleinformatycznej i przetwarzania danych • szkolenia pracowników. Projekt jest skierowany bezpośrednio do: mieszkańców Gminy Miasto Sieradz, pracowników Urzędu Miasta ,16 gminnych placówek oświatowych i placówki MOPS, pośrednio do mieszkańców regionu łódzkiego i wszystkich zainteresow (Polish)

Main Objective of Project Bn. “E-Coard. Electronic services for residents" is to increase the availability of public e-services and increase the number of residents using e-services in the Municipality of Sieradz and efficient management of the municipality, thanks to the creation of a single processing centre and providing information to employees of organizational units in the Municipality of Sieradz. The project will implement 8 on-line services at various levels of maturity, including 5 services at level 3 – bidirectional interaction (information on the state of the matter, information on the status of the business, voting for proposals for civic budget proposals, e-interventions – on the functioning of the city, e-consultation of local law documents) and 3 services at level 4 – transaction (e-recruitment to kindergartens, primary schools and schools). The implementation will allow: improve citizens’ access to public e-services, improve communication and support for citizens, improve the efficiency of governance including education, ensure data security and increase the ability to use ITC tools and increase work efficiency. The investment will include: • extension of the portal with e-services and integration with ePUAP (e-interest office, mobile applications, proactive services, social plugins) • expansion of the educational system (e-recruitment, education information portal, kindergarten service system) • adaptation to current needs and modernisation of system, tool and electronic document processing software, back office • purchase of equipment, data infrastructure and telecommunication. L’objectif principal du projet: «e-Sieradz. Services électroniques pour les résidents" est d’accroître la disponibilité des services électroniques publics et d’augmenter le nombre de résidents utilisant les services électroniques dans la municipalité de Sieradz et la gestion efficace de la municipalité, en créant un centre unique de traitement et de partage des informations pour les employés des unités organisationnelles de la municipalité de Sieradz. Le projet mettra en œuvre 8 services en ligne à différents niveaux de maturité, dont 5 services au niveau 3 — interaction bidirectionnelle (information du résident sur l’état d’avancement de son dossier, informations sur l’état d’avancement de l’affaire, vote sur les propositions de budget des citoyens, interventions électroniques — sur le fonctionnement de la ville, consultation électronique des documents de droit local) et 3 services au niveau 4 — transactionnalité (recrutement électronique pour les jardins d’enfants, les écoles primaires et les écoles secondaires). La mise en œuvre permettra: améliorer l’accès des citoyens aux services publics en ligne, améliorer la communication et les services aux citoyens, améliorer l’efficacité de la gouvernance, y compris l’éducation, assurer la sécurité des données, améliorer la capacité d’utiliser les outils du CTI et accroître l’efficacité du travail. L’investissement comprendra: • développement du portail avec des services en ligne et intégration avec ePUAP (bureau d’intérêt électronique, applications mobiles, services proactifs, plug-ins sociaux) • développement du système éducatif (e-recruitment, portail d’information pédagogique, système de services préscolaires) • adaptation aux besoins actuels et modernisation du système, des outils et des logiciels de diffusion électronique de documents, back office • achat d’équipements, infrastructure de réseau TIC et traitement des données • formation des employés. Hauptziel des Projekts: „e-Sieradz. Elektronische Dienste für Einwohner" soll die Verfügbarkeit öffentlicher elektronischer Dienste erhöhen und die Zahl der Einwohner erhöhen, die elektronische Dienste in der Stadt Sieradz und eine effiziente Verwaltung der Gemeinde nutzen, indem ein einziges Zentrum für die Verarbeitung und den Austausch von Informationen für Mitarbeiter von Organisationseinheiten in der Gemeinde Sieradz geschaffen wird. Das Projekt wird 8 Online-Dienste auf unterschiedlichen Reifegraden implementieren, darunter 5 Dienste auf Ebene 3 – Zweiwege-Interventionen (Informationen des Bewohners über den Stand seines Falles, Informationen über den Stand des zu behandelnden Falles, Abstimmung über Vorschläge für den Bürgerhaushalt, elektronische Eingriffe – über die Funktionsweise der Stadt, elektronische Konsultation von Dokumenten des lokalen Rechts) und 3 Dienstleistungen auf Ebene 4 – Transaktionsfähigkeit (E-Rekrutierung für Kindergärten, Grundschulen und Sekundarschulen). Darüber hinaus wird ein inneradministrativer Dienst A2A-1pcs implementiert. Die Umsetzung wird Folgendes ermöglichen: Verbesserung des Zugangs der Bürger zu öffentlichen elektronischen Diensten, Verbesserung der Kommunikation und des Dienstes für die Bürger, Verbesserung der Effizienz der Governance einschließlich Bildung, Gewährleistung der Datensicherheit und Verbesserung der Fähigkeit zur Nutzung von Instrumenten der ITC und Steigerung der Arbeitseffizienz. Die Investition umfasst: • Entwicklung des Portals mit elektronischen Diensten und Integration mit ePUAP (E-Interessenbüro, mobile Anwendungen, proaktive Dienste, Social Plug-Ins) • Entwicklung des Bildungssystems (E-Recruitment, Bildungsinformationsportal, Vorschuldienstsystem) • Anpassung an den aktuellen Bedarf und Modernisierung von System-, Werkzeug- und elektronischen Dokumentenumlaufsoftware, Backoffice • Kauf von Ausrüstung, IKT-Netzinfrastruktur und Datenverarbeitung • Schulung der Mitarbeiter. De hoofddoelstelling van het project: „e-Sieradz. Elektronische dienstverlening voor bewoners" is het vergroten van de beschikbaarheid van openbare e-diensten en het verhogen van het aantal inwoners dat gebruikmaakt van e-diensten in de gemeente Sieradz en een efficiënt beheer van de gemeente, door de oprichting van één centrum voor de verwerking en uitwisseling van informatie voor werknemers van organisatorische eenheden in de gemeente Sieradz. Het project zal 8 onlinediensten uitvoeren op verschillende rijpheidsniveaus, waaronder 5 diensten op niveau 3 — tweerichtingsinteractie (informatie van de ingezetene over de staat van zijn/haar zaak, informatie over de status van de zaak die wordt behandeld, stemming over voorstellen voor de begroting van de burgers, e-interventies — over de werking van de stad, e-raadpleging van documenten van lokaal recht) en 3 diensten op niveau 4 — transactionaliteit (e-aanwerving voor kleuterscholen, basisscholen en middelbare scholen). Daarnaast zal een intraadministratieve dienst A2A-1pcs worden uitgevoerd. De tenuitvoerlegging zal het mogelijk maken: verbetering van de toegang van burgers tot openbare e-diensten, verbetering van de communicatie en dienstverlening aan de burgers, verbetering van de efficiëntie van het bestuur, met inbegrip van onderwijs, het waarborgen van gegevensbeveiliging, het verbeteren van het vermogen om ITC-instrumenten te gebruiken en het verhogen van de werkefficiëntie. De investering omvat: • ontwikkeling van het portaal met e-diensten en integratie met ePUAP (e-interest office, mobiele applicaties, proactieve diensten, sociale plug-ins) • ontwikkeling van het onderwijssysteem (e-rekrutering, onderwijsinformatieportaal, kleuterschooldienstsysteem) • aanpassing aan de huidige behoeften en modernisering van de software voor systeem-, gereedschaps- en elektronische documentencirculatie, backoffice • aankoop van apparatuur, ICT-netwerkinfrastructuur en gegevensverwerking • opleiding van werknemers. Obiettivo principale del progetto: "e-Sieradz. Servizi elettronici per i residenti" è quello di aumentare la disponibilità di servizi elettronici pubblici e aumentare il numero di residenti che utilizzano i servizi elettronici nel comune di Sieradz e una gestione efficiente del comune, creando un unico centro per il trattamento e la condivisione delle informazioni per i dipendenti delle unità organizzative nel comune di Sieradz. Il progetto realizzerà 8 servizi online a diversi livelli di maturità, tra cui 5 servizi al livello 3 — interazione bidirezionale (informazioni del residente sullo stato del suo caso, informazioni sullo stato del caso in esame, votazione sulle proposte per il bilancio dei cittadini, interventi elettronici — sul funzionamento della città, consultazione elettronica di documenti di diritto locale) e 3 servizi al livello 4 — transazionalità (assunzione elettronica per asili nido, scuole elementari e scuole secondarie). Inoltre, verrà attuato un servizio intra-amministrativo A2A-1pcs. L'attuazione consentirà di: migliorare l'accesso dei cittadini ai servizi elettronici pubblici, migliorare la comunicazione e il servizio ai cittadini, migliorare l'efficienza della governance, compresa l'istruzione, garantire la sicurezza dei dati e migliorare la capacità di utilizzare gli strumenti delle TIC e aumentare l'efficienza del lavoro. L'investimento comprenderà: • sviluppo del portale con servizi elettronici e integrazione con ePUAP (ufficio di interesse elettronico, applicazioni mobili, servizi proattivi, plug-in sociali) • sviluppo del sistema educativo (assunzione elettronica, portale informativo educativo, sistema di servizi prescolastici) • adeguamento alle esigenze attuali e modernizzazione di sistemi, strumenti e software di circolazione elettronica dei documenti, back office • acquisto di attrezzature, infrastrutture di rete TIC ed elaborazione dati • formazione dei dipendenti. El proyecto implementará 8 servicios en línea a diferentes niveles de madurez, incluidos 5 servicios en el nivel 3 — interacción bidireccional (información del residente sobre el estado de su caso, información sobre la situación del caso, votación de propuestas para el presupuesto de los ciudadanos, intervenciones electrónicas — sobre el funcionamiento de la ciudad, consulta electrónica de documentos de derecho local) y 3 servicios de nivel 4 — transaccionalidad (contratación electrónica para jardines de infancia, escuelas primarias y escuelas secundarias). Además, se pondrá en marcha un servicio intraadministrativo A2A-1pcs. La aplicación permitirá: mejorar el acceso de los ciudadanos a los servicios electrónicos públicos, mejorar la comunicación y el servicio a los ciudadanos, mejorar la eficiencia de la gobernanza, incluida la educación, garantizar la seguridad de los datos y mejorar la capacidad de utilizar las herramientas de las TIC y aumentar la eficiencia del trabajo. La inversión incluirá: • desarrollo del Portal con servicios electrónicos e integración con ePUAP (oficina de interés electrónico, aplicaciones móviles, servicios proactivos, complementos sociales) • desarrollo del sistema educativo (contratación electrónica, portal de información educativa, sistema de servicios preescolares) • adaptación a las necesidades actuales y modernización del sistema, herramientas y software de circulación electrónica de documentos, back office • compra de equipos, infraestructura de redes TIC y procesamiento de datos • formación de los empleados.
