Deze operatie heeft tot doel de openbare ruimte aangenamer te maken, door middel van interventies die in de omgeving van de buurt moeten worden uitgevoerd, aangezien er naast de toestand van de achteruitgang ook de noodzaak bestaat om de openbare ruimte meer kwaliteit en gebruiksgemak te geven, de ruimte rond de gebouwen uitnodigender en nuttiger te maken, de sociale component te structureren en de sociaal-economische structuur daarvan nieuw leven in te blazen.
