Celem projektu jest modernizacja wysokoemisyjnych systemów grzewczych oraz instalacja OZE na obszarze gminy Syców w celu zwiększenia efektywności energetycznej jej mieszkańców. W ramach projektu W-ca (realizująca projekt Gmina Syców) pozyska środki na wyposażenie 57 domostw w nowe systemy grzewcze (57 szt.), w tym inst. fotowoltaiczne (36 szt.). Projekt składać się będzie z nast. zadań: -granty pokrywające zakup systemów grzewczych oraz paneli fotowoltaicznych, -usługa inspektora nadzoru, -przygotowanie studium wykon., -przeprowadzenie audytu energetycznego ex-post, -rozliczanie finansowe projektu, -promocja projektu. W-ca zdecyduje się na zakup systemów grzewczych i paneli fotowoltaicznych z uwagi na wykorzystywane technologie ograniczające niską emisję (piece gazowe, na pellet, biomasę, pompy ciepła). W-ca posiada odpowiednie zasoby kadrowe i organizacyjne. Kompetencje pracowników i doświadczenie w zrealizowaniu projektów komplementarnych (m.in. wspartych ze środków UE), pozwala stwierdzić, iż projekt zostanie zrealizowany zgodnie z zapisami dokumentacji konkursowej i podpisanej umowy o dofinansowanie. Inwestycja przyczyni się do osiągnięcia celów strategicznych, określonych w "Planie Gospodarki Niskoemisyjnej dla Gminy Syców na lata 2015-2020" tj.: -obniżenie emisji CO2 o co najmniej 20% względem 2014r. -redukcji zużycia energii finalnej o 15% względem 2014r. -wykorzystanie energii z OZE w ilości, co najmniej 15% całkowitej konsumpcji energii elektrycznej w 2035r. Mając na uwadze powiązanie efektu ekologicznego z racjonalnymi wskaźnikami ekonomicznymi, Projekt W-cy przewiduje rozwiązania, które zmierzają do obniżenia zużycia energii końcowej, poprawy sprawności jej wytwarzania oraz zwiększenia udziału energii odnawialnej. Działania te wpisują się w pełni w zalecenia wynikające z pakietu energetyczno-klimatycznego, przyjętego przez Polskę z perspek. do 2020. The aim of the project is to modernise high-carbon heating systems and to install RES in the territory of the municipality of Syców in order to increase the energy efficiency of its inhabitants. As part of the project W-ca (implementing the project of the Municipality of Syce) will obtain funds to equip 57 houses with new heating systems (57 units), including photovoltaic (36 units). The project will consist of the following tasks: —grants covering the purchase of heating systems and photovoltaic panels, -supervisory inspector service, -preparation of the ex-post energy audit, -promotion of the project. W-CA will opt for the purchase of heating systems and photovoltaic panels due to the low emission reduction technologies used (gas, pellet, biomass, heat pumps). The W-CA has adequate human and organizational resources. The competence of staff and experience in the implementation of complementary projects (e.g. supported by EU funds) makes it possible to conclude that the project will be implemented in accordance with the provisions of the competition documentation and the signed grant agreement. The investment will contribute to achieving the strategic objectives set out in the “Low-carbon Economy Plan for the Municipality of Syce 2015-2020” i.e.: —reduction of CO2 emissions by at least 20 % compared to 2014. —reduction of final energy consumption by 15 % compared to 2014. — the use of energy from RES in the amount of at least 15 % of the total consumption of electricity in 2035. With a view to linking the ecological effect to rational economic indicators, the W-cy project provides solutions that aim at reducing final energy consumption, improving the efficiency of energy generation and increasing the share of renewable energy. These measures are fully in line with the recommendations resulting from the energy and climate package adopted by Poland from perspek until 2020. L’objectif du projet est de moderniser les systèmes de chauffage à haute teneur en carbone et d’installer des SER sur le territoire de la municipalité de Syców afin d’accroître l’efficacité énergétique de ses habitants. Dans le cadre du projet W-ca (mise en œuvre du projet de la municipalité de Syce) obtiendra des fonds pour équiper 57 maisons de nouveaux systèmes de chauffage (57 unités), y compris photovoltaïque (36 unités). Le projet comprendra les tâches suivantes: —subventions couvrant l’achat de systèmes de chauffage et de panneaux photovoltaïques, -service d’inspecteur de surveillance, -préparation de l’audit énergétique ex post, -promotion du projet. W-CA optera pour l’achat de systèmes de chauffage et de panneaux photovoltaïques en raison des faibles technologies de réduction des émissions utilisées (gaz, granulés, biomasse, pompes à chaleur). Le W-CA dispose de ressources humaines et organisationnelles adéquates. La compétence du personnel et l’expérience dans la mise en œuvre de projets complémentaires (par exemple soutenus par des fonds de l’UE) permettent de conclure que le projet sera mis en œuvre conformément aux dispositions de la documentation relative au concours et de la convention de subvention signée. L’investissement contribuera à la réalisation des objectifs stratégiques énoncés dans le «Plan d’économie à faible intensité de carbone pour la municipalité de syce 2015-2020», à savoir: —réduction des émissions de CO2 d’au moins 20 % par rapport à 2014. —réduction de la consommation finale d’énergie de 15 % par rapport à 2014. — l’utilisation de l’énergie produite à partir de SER à hauteur d’au moins 15 % de la consommation totale d’électricité en 2035. En vue d’établir un lien entre l’effet écologique et des indicateurs économiques rationnels, le projet W-cy propose des solutions visant à réduire la consommation finale d’énergie, à améliorer l’efficacité de la production d’énergie et à accroître la part des énergies renouvelables. Ces mesures sont pleinement conformes aux recommandations résultant du paquet «énergie et climat» adopté par la Pologne de perspek jusqu’en 2020. Ziel des Projekts ist es, CO2-arme Heizsysteme zu modernisieren und RES auf dem Gebiet der Gemeinde Syców zu installieren, um die Energieeffizienz der Einwohner zu erhöhen. Im Rahmen des Projekts W-ca (Durchführung des Projekts der Gemeinde syce) werden Mittel für die Ausstattung von 57 Häusern mit neuen Heizsystemen (57 Einheiten), einschließlich Photovoltaik (36 Einheiten) erhalten. Das Projekt umfasst folgende Aufgaben: —Zuschüsse für den Kauf von Heizungsanlagen und Photovoltaik-Panels, -Aufsichtsinspektordienst, -Vorbereitung des Ex-post-Energieaudits, -Förderung des Projekts. W-CA wird sich für den Kauf von Heizungsanlagen und Photovoltaik-Panels aufgrund der eingesetzten emissionsarmen Technologien (Gas, Pellet, Biomasse, Wärmepumpen) entscheiden. Die W-CA verfügt über angemessene personelle und organisatorische Ressourcen. Die Kompetenz des Personals und die Erfahrung bei der Durchführung ergänzender Projekte (z. B. durch EU-Mittel unterstützt) lassen den Schluss zu, dass das Projekt im Einklang mit den Bestimmungen der Ausschreibungsunterlagen und der unterzeichneten Finanzhilfevereinbarung durchgeführt wird. Die Investition wird dazu beitragen, die strategischen Ziele des „Plans für die CO2-arme Wirtschaft für die Gemeinde syce 2015-2020“ zu erreichen, d. h.: —Verringerung der CO2-Emissionen um mindestens 20 % im Vergleich zu 2014. —Verringerung des Endenergieverbrauchs um 15 % im Vergleich zu 2014. — die Nutzung von Energie aus erneuerbaren Quellen in Höhe von mindestens 15 % des Gesamtstromverbrauchs im Jahr 2035. Um den ökologischen Effekt mit rationalen ökonomischen Indikatoren zu verknüpfen, bietet das Projekt W-cy Lösungen, die darauf abzielen, den Endenergieverbrauch zu senken, die Effizienz der Energieerzeugung zu verbessern und den Anteil erneuerbarer Energien zu erhöhen. Diese Maßnahmen stehen voll und ganz im Einklang mit den Empfehlungen, die sich aus dem Energie- und Klimapaket Polens von Perspek bis 2020 ergeben. Het doel van het project is de modernisering van koolstofrijke verwarmingssystemen en de installatie van hernieuwbare energiebronnen op het grondgebied van de gemeente Syców om de energie-efficiëntie van haar inwoners te verhogen. In het kader van het project W-ca (uitvoering van het project van de gemeente Syce) zullen 57 woningen worden uitgerust met nieuwe verwarmingssystemen (57 eenheden), waaronder fotovoltaïsche (36 eenheden). Het project bestaat uit de volgende taken: —subsidies voor de aankoop van verwarmingssystemen en fotovoltaïsche panelen, -controledienst, -voorbereiding van de energieaudit achteraf, -bevordering van het project. W-CA zal kiezen voor de aankoop van verwarmingssystemen en fotovoltaïsche panelen vanwege de lage-emissiereductietechnologieën die worden gebruikt (gas, pellet, biomassa, warmtepompen). De W-CA beschikt over voldoende personele en organisatorische middelen. Op grond van de deskundigheid van het personeel en de ervaring met de uitvoering van aanvullende projecten (bv. ondersteund door EU-middelen) kan worden geconcludeerd dat het project zal worden uitgevoerd in overeenstemming met de bepalingen van de documentatie inzake mededinging en de ondertekende subsidieovereenkomst. De investering zal bijdragen tot de verwezenlijking van de strategische doelstellingen van het plan voor een koolstofarme economie voor de gemeente syce 2015-2020, namelijk: —vermindering van de CO2-uitstoot met ten minste 20 % ten opzichte van 2014. —vermindering van het eindenergieverbruik met 15 % ten opzichte van 2014. — het gebruik van energie uit hernieuwbare energiebronnen in een hoeveelheid van ten minste 15 % van het totale elektriciteitsverbruik in 2035. Met het oog op de koppeling van het ecologisch effect aan rationele economische indicatoren biedt het W-cy-project oplossingen die erop gericht zijn het eindverbruik van energie te verminderen, de efficiëntie van energieopwekking te verbeteren en het aandeel hernieuwbare energie te vergroten. Deze maatregelen zijn volledig in overeenstemming met de aanbevelingen die voortvloeien uit het energie- en klimaatpakket dat Polen van perspek tot 2020 heeft aangenomen. L'obiettivo del progetto è quello di modernizzare gli impianti di riscaldamento ad alto tenore di carbonio e di installare FER nel territorio del comune di Syców al fine di aumentare l'efficienza energetica dei suoi abitanti. Nell'ambito del progetto W-ca (attuazione del progetto del Comune di Sice) otterrà fondi per dotare 57 abitazioni di nuovi impianti di riscaldamento (57 unità), compreso il fotovoltaico (36 unità). Il progetto consisterà nei seguenti compiti: —sovvenzioni per l'acquisto di impianti di riscaldamento e pannelli fotovoltaici, -servizio di controllo dell'ispettore, -preparazione dell'audit energetico ex post, -promozione del progetto. W-CA opterà per l'acquisto di impianti di riscaldamento e pannelli fotovoltaici grazie alle tecnologie a bassa riduzione delle emissioni utilizzate (gas, pellet, biomassa, pompe di calore). Il W-CA ha risorse umane e organizzative adeguate. La competenza del personale e l'esperienza nell'attuazione di progetti complementari (ad esempio sostenuti da fondi dell'UE) consentono di concludere che il progetto sarà attuato conformemente alle disposizioni della documentazione del concorso e della convenzione di sovvenzione firmata. L'investimento contribuirà al conseguimento degli obiettivi strategici stabiliti nel "Piano per l'economia a basse emissioni di carbonio per il comune di SICE 2015-2020", ossia: —riduzione delle emissioni di CO2 di almeno il 20 % rispetto al 2014. riduzione del consumo finale di energia del 15 % rispetto al 2014. — l'uso di energia da fonti rinnovabili pari ad almeno il 15 % del consumo totale di energia elettrica nel 2035. Al fine di collegare l'effetto ecologico a indicatori economici razionali, il progetto W-cy fornisce soluzioni volte a ridurre il consumo finale di energia, migliorare l'efficienza della produzione di energia e aumentare la quota di energie rinnovabili. Tali misure sono pienamente in linea con le raccomandazioni risultanti dal pacchetto energia e clima adottato dalla Polonia dal Perspek fino al 2020.
