Przedmiotem Projektu jest budowa budynku użyteczności publicznej – budynku sali gimnastycznej o znacznie podwyższonych parametrach charakterystyki energetycznej zlokalizowanego w miejscowości Orzeszków, w gminie Wińsko. Analizowany Projekt jest elementem programu Gospodarki Niskoemisyjnej dla Gminy Wińsko. Zakres Projektu obejmuje: •opracowanie dokumentacji technicznej •budowa i wyposażenie budynku demonstracyjnego sali gimnastycznej •nadzór inwestorski •obsługa geodezyjna i geologiczna •promocja projektu, w tym zakup tablicy informacyjnej i tablic pamiątkowych i przedstawiających efekty ekologiczne. Obiekt będzie w modelowy sposób realizował dyrektywę Unii Europejskiej dotyczącą wymogu budownictwa „o niemal zerowym zużyciu energii” przez budynki zajmowane przez instytucje publiczne. Budynek zaprojektowano w standardzie niskoenergetycznym z zaawansowaną technologicznie i innowacyjną częścią instalacyjną, która wykorzystywać będzie odnawialne źródła energii i system monitoringu i zarządzania energią. Projekt ma charakter demonstracyjny. W okresie trwałości projektu budynek wykorzystywany jest do realizacji podstawowej funkcji użyteczności publicznej, z jednoczesnym udostępnieniem budynku dla zwiedzających w celu zapoznania się z zastosowanymi rozwiązaniami. Inwestycja zostanie zrealizowana w latach 2020-2021 w ramach 4 zamówień publicznych. Beneficjentem Projektu jest Gmina Wińsko. Operatorem projektu będzie Szkoła Podstawowa im. Jana Markiewicza w Orzeszkowie-jednostka budżetowa Gminy. System zarządzania Projektem na etapie wdrażania, będzie gwarantować jego sprawną realizację zgodnie z przyjętym harmonogramem oraz bezproblemowe rozliczenia z instytucją współfinansującą. Wnioskodawca posiada zdolność organizacyjną i finansową do utrzymania projektu. W okresie trwałości Projektu zapewnione zostaną niezbędne środki do utrzymania wybudowanej infrastruktury. W okresie wymaganej trwałości nie przewiduje się modyfikacji, która naruszy zasadę trwałości Projektu. (Polish)

The object of the project is the construction of a public utility building – the building of a gym with significantly increased energy performance parameters located in the village of Orzeszków, in the municipality of Wińsko. The project is part of the Low-Emission Economy Programme for the Municipality of Wińsko. The scope of the project includes: •development of technical documentation •construction and equipment of the gym demonstration building •investor supervision •geological and geological services •promotion of the project, including the purchase of information boards and commemorative boards showing environmental effects. The facility will implement in a model way the European Union Directive on the requirement of “nearly zero energy” buildings occupied by public bodies. The building is designed in a low-energy standard with a high-tech and innovative installation part that will use renewable energy sources and a monitoring and energy management system. The project is demonstrative. During the lifetime of the project, the building is used to perform a basic public utility function, while making the building available to visitors in order to get acquainted with the solutions used. The investment will be carried out in 2020-2021 under 4 public procurements. The beneficiary of the project is the Municipality of Wińsko. The project will be operated by the Jan Markiewicz Primary School in Orzeszków – the budget unit of the Municipality. The project management system at the implementation stage will guarantee its smooth implementation in accordance with the agreed timetable and smooth settlements with the co-financing institution. The applicant shall have the organisational and financial capacity to maintain the project. During the lifetime of the Project, the necessary resources will be provided to maintain the built infrastructure. During the period of required durability, no modification is foreseen that would violate the principle of durability of the Project. (English)

L’objet du projet est la construction d’un bâtiment d’utilité publique — la construction d’une salle de sport avec des paramètres de performance énergétique significativement accrus situé dans le village d’Orzeszków, dans la municipalité de Wińsko. Le projet s’inscrit dans le cadre du programme d’économie à faibles émissions pour la municipalité de Wińsko. La portée du projet comprend: •développement de la documentation technique •construction et équipement du bâtiment de démonstration de gymnase • supervision des investisseurs •services géologiques et géologiques •promotion du projet, y compris l’achat de panneaux d’information et de tableaux commémoratifs montrant les effets sur l’environnement. L’installation mettra en œuvre de manière modèle la directive de l’Union européenne relative à l’exigence de bâtiments «presque zéro énergie» occupés par des organismes publics. Le bâtiment est conçu dans une norme de faible consommation d’énergie avec une partie d’installation de haute technologie et innovante qui utilisera des sources d’énergie renouvelables et un système de surveillance et de gestion de l’énergie. Le projet est démonstratif. Pendant la durée du projet, le bâtiment est utilisé pour effectuer une fonction d’utilité publique de base, tout en mettant le bâtiment à la disposition des visiteurs afin de se familiariser avec les solutions utilisées. L’investissement sera réalisé en 2020-2021 dans le cadre de 4 marchés publics. Le bénéficiaire du projet est la municipalité de Wińsko. Le projet sera géré par l’école primaire Jan Markiewicz d’Orzeszków — l’unité budgétaire de la municipalité. Le système de gestion de projet au stade de la mise en œuvre garantira sa mise en œuvre harmonieuse conformément au calendrier convenu et les règlements avec l’institution de cofinancement. Le demandeur a la capacité organisationnelle et financière de maintenir le projet. Pendant la durée du projet, les ressources nécessaires seront fournies pour l’entretien de l’infrastructure construite. Gegenstand des Projekts ist der Bau eines öffentlichen Versorgungsgebäudes – der Bau eines Fitnessstudios mit deutlich verbesserten Energieleistungsparametern im Dorf Orzeszków, in der Gemeinde Wińsko. Das Projekt ist Teil des Programms für emissionsarme Wirtschaft der Gemeinde Wińsko. Der Anwendungsbereich des Projekts umfasst: •Entwicklung der technischen Dokumentation •Bau und Ausstattung des Gebäudes der Demonstrationshalle •Investorenaufsicht • geologische und geologische Dienstleistungen •Förderung des Projekts, einschließlich des Kaufs von Informationstafeln und Gedenktafeln mit Umweltauswirkungen. Die Anlage wird die Richtlinie der Europäischen Union über die Anforderung von „fast Nullenergie“-Gebäuden, die von öffentlichen Einrichtungen genutzt werden, modellhaft umsetzen. Das Projekt wird von der Grundschule Jan Markiewicz in Orzeszków – der Budgeteinheit der Gemeinde – durchgeführt. Das Projektmanagementsystem in der Durchführungsphase wird seine reibungslose Umsetzung im Einklang mit dem vereinbarten Zeitplan und den reibungslosen Abwicklungen mit der Kofinanzierungseinrichtung gewährleisten. Der Antragsteller muss über die organisatorische und finanzielle Leistungsfähigkeit zur Aufrechterhaltung des Projekts verfügen. Während der Laufzeit des Projekts werden die erforderlichen Ressourcen bereitgestellt, um die gebaute Infrastruktur zu erhalten. Het doel van het project is de bouw van een openbaar nutsgebouw — het gebouw van een sportschool met aanzienlijk hogere energieprestatieparameters gelegen in het dorp Orzeszków, in de gemeente Wińsko. Het project maakt deel uit van het programma voor een emissiearme economie voor de gemeente Wińsko. De reikwijdte van het project omvat: •ontwikkeling van technische documentatie •bouw en uitrusting van het demonstratiegebouw van de sportschool •toezicht van investeerders •geologische en geologische diensten •bevordering van het project, met inbegrip van de aankoop van informatieborden en herdenkingsborden met milieueffecten. De faciliteit zal de richtlijn van de Europese Unie inzake de eis van „bijna-energieneutrale” gebouwen die door overheidsinstanties worden gebruikt, op een model toepassen. Het gebouw is ontworpen in een energiezuinige standaard met een hightech en innovatief installatiedeel dat gebruik zal maken van hernieuwbare energiebronnen en een monitoring- en energiebeheersysteem. De investering zal in 2020-2021 worden uitgevoerd in het kader van 4 overheidsopdrachten. De begunstigde van het project is de gemeente Wińsko. Het project zal worden beheerd door de Jan Markiewicz Primary School in Orzeszków — de begrotingseenheid van de gemeente. L'oggetto del progetto è la costruzione di un edificio di pubblica utilità — la costruzione di una palestra con parametri di prestazione energetica significativamente aumentati situato nel villaggio di Orzeszków, nel comune di Wińsko. Il progetto fa parte del programma per l'economia a basse emissioni per il comune di Wińsko. L'ambito del progetto comprende: •sviluppo di documentazione tecnica •costruzione e attrezzature dell'edificio dimostrativo della palestra •supervisione degli investitori •servizi geologici e geologici •promozione del progetto, compreso l'acquisto di schede informative e pannelli commemorativi che presentino effetti ambientali. L'impianto applicherà in modo modello la direttiva dell'Unione europea sul requisito degli edifici a energia quasi zero occupati da enti pubblici. L'edificio è progettato in uno standard a basso consumo energetico con una parte di installazione high-tech e innovativa che utilizzerà fonti energetiche rinnovabili e un sistema di monitoraggio e gestione dell'energia. Il progetto è dimostrativo. Durante la durata del progetto, l'edificio è utilizzato per svolgere una funzione di pubblica utilità di base, mettendo l'edificio a disposizione dei visitatori al fine di familiarizzare con le soluzioni utilizzate. L'investimento sarà effettuato nel 2020-2021 nell'ambito di 4 appalti pubblici. Il beneficiario del progetto è il comune di Wińsko. Il progetto sarà gestito dalla scuola elementare Jan Markiewicz di Orzeszków, l'unità di bilancio del comune. Il sistema di gestione del progetto nella fase di attuazione garantirà la sua corretta attuazione conformemente al calendario concordato e la liquidazione senza intoppi con l'istituto di cofinanziamento. Il richiedente ha la capacità organizzativa e finanziaria di mantenere il progetto. Durante la durata del progetto saranno fornite le risorse necessarie per la manutenzione dell'infrastruttura costruita.
