Przedmiotem projektu jest termomodernizacja zabytkowego budynku administracyjnego przy ul. Hubalczyków 2 w Bartoszycach. W ramach przedsięwzięcia termomodernizacyjnego zaplanowano do wykonania następujące prace stanowiące koszt kwalifikowany projektu: 1. Modernizacja przegród: - strop zewnętrzny (strop pod poddaszem) - ściana na gruncie - ściany zewnętrze parteru, I piętra. - ściany zewnętrzne: wnęki okienne - ściana zewnętrzna piwnic powyżej poziomu parteru - podłoga na gruncie - ściana zewnętrzna znajdująca się przy wejściu głównym do budynku - wymiana na okna drewniane skrzynkowe wyposażone w nawiewniki automatyczne, nawiązujące do okien historycznych - wymiana drzwi wejściowych na nawiązujące do historycznych 2. Wymiana całej instalacji c.o., wymiana grzejników na grzejniki płytowe wyposażone w zawory termostatyczne. 3. Wymiana opraw oświetleniowych na oprawy energooszczędne typu LED wraz z instalacją elektryczną. Zakres projektu obejmuje także wykonanie towarzyszących prac stanowiących koszty niekwalifikowane: 1. Izolacja ścian fundamentowych 2. Remont dachu 3. Wentylacja 4. Remont konserwacji elewacji 5. Roboty wykończeniowe wewnętrzne 6. Instalacja odgromowa 7. Instalacja uziemień wyrównawczych Projekt będzie wdrażany przez Urząd Miasta Bartoszyce w zakresie kompetencji Wydziału Techniczno-Inwestycyjnego. Do najważniejszych etapów realizacji projektu należy zaliczyć: - wyłonienie wykonawcy w procedurze Prawa zamówień publicznych do ww. zadań kwalifikowanych i niekwalifikowanych – założono podpisanie umowy z wykonawcą w IV kw. 2017 r. - właściwą realizację rzeczową i finansową do ww. zadań kwalifikowanych i niekwalifikowanych w terminie od IV kw. 2017 do IV kw. 2018 Projekt wpisuje się w założenia określone SzOOP RPO WiM realizując cel Poddziałania 4.3.1 określony jako Zwiększona efektywność energetyczna budynków użyteczności publicznej. The subject of the project is the thermal modernisation of the historic administrative building at ul. Hubalians 2 in Bartoszyce. Within the framework of the thermomodernisation project, the following works are planned to be carried out, which constitute the eligible cost of the project: 1. Modernisation of bulkheads: — the outer ceiling (the ceiling under the attic) – the wall on the ground – the outer walls of the ground floor, the first floor. — outer walls: window recesses – the outer wall of the cellars above the ground level – floor on the ground – external wall located at the main entrance to the building – replacement for wooden box windows equipped with automatic vents, referring to historical windows – replacement of entrance doors for historical 2. Replacing the entire central heating system, replacing the radiators with plate radiators equipped with thermostatic valves. 3. Replacement of luminaires for energy-saving LED luminaires with electrical installation. The scope of the project shall also include the execution of accompanying works constituting ineligible costs: 1. Insulation of the foundation walls 2. Roof renovation 3. Ventilation’s 4. Renovation of facade maintenance 5. Interior finishing robots 6. Lightning installation 7. Installation of compensatory earthings The project will be implemented by the City of Bartoszyce in the field of competence of the Technical and Investment Faculty. The most important stages of project implementation include: — the selection of an economic operator in the procedure of the Public Procurement Law for the above-mentioned qualified and ineligible tasks – the signing of the contract with the contractor in the fourth quarter was assumed. 2017 – proper physical and financial implementation for the above-mentioned qualified and ineligible tasks from the fourth quarter. 2017 to IV quarter 2018 The project fits into the assumptions set out by the ROP WiM RPO by fulfilling the objective of sub-measure 4.3.1 defined as the Increased Energy Efficiency of Public Buildings. L’objet du projet est la thermomodernisation du bâtiment administratif historique de ul. Hubals 2 à Bartoszyce. Dans le cadre du projet de thermomodernisation, les travaux suivants, représentant le coût éligible du projet, sont prévus: 1. Modernisation des cloisons: — plafond extérieur (plafond attique) — mur au sol — murs extérieurs du rez-de-chaussée, 1er étage. — murs extérieurs: cavités des fenêtres — mur extérieur des caves au-dessus du rez-de-chaussée — étage au sol — mur extérieur situé à l’entrée principale du bâtiment — remplacement des fenêtres en bois équipées de diffuseurs automatiques, se référant aux fenêtres historiques — remplacement des portes d’entrée faisant référence à l’historique 2. Remplacement de l’ensemble du système de chauffage central, remplacement des radiateurs par des radiateurs à plaques équipés de vannes thermostatiques. 3. Remplacement des luminaires pour les luminaires LED économes en énergie par une installation électrique. Le champ d’application du projet comprend également l’exécution de travaux d’accompagnement qui constituent des coûts inéligibles: 1. Isolation des murs de fondation 2. Rénovation du toit 3. Ventilation 4. Rénovation de l’entretien des façades 5. Robots de finition intérieure 6. Système de foudre 7. Installation de mise à la terre compensatoire Le projet sera mis en œuvre par le conseil municipal de Bartoszyce dans le cadre de la compétence du département technique et d’investissement. Les étapes les plus importantes de la mise en œuvre du projet sont les suivantes: — sélection du contractant dans le cadre de la procédure de droit des marchés publics pour les tâches qualifiées et inéligibles susmentionnées — il a été supposé que le contrat avec le contractant a été signé au quatrième trimestre. 2017 — exécution matérielle et financière appropriée pour les tâches éligibles et inéligibles susmentionnées à partir du quatrième trimestre 2017 au quatrième trimestre 2018 Le projet est conforme aux hypothèses formulées par le SzOOP ROP WiM, mettant en œuvre l’objectif de la sous-mesure 4.3.1 définie comme l’amélioration de l’efficacité énergétique des bâtiments publics. Gegenstand des Projekts ist die Thermomodernisierung des historischen Verwaltungsgebäudes ul. Hubals 2 in Bartoszyce. Im Rahmen des Projekts „Thermomodernisierung“ sind folgende Arbeiten geplant, die die förderfähigen Kosten des Projekts darstellen: 1. Modernisierung von Schotten: — Außendecke (Dachdecke) – Wand auf dem Boden – Außenwände des Erdgeschosses, 1. Stock. — Außenwände: Fensterhöhlen – Außenwand der Keller über dem Erdgeschoss – Boden auf dem Boden – Außenwand am Haupteingang des Gebäudes – Ersatz für Holzkastenfenster mit automatischen Diffusoren, bezogen auf historische Fenster – Ersatz der Eingangstüren für historische 2. Austausch der gesamten Zentralheizung, Austausch von Heizkörpern durch Plattenheizkörper mit thermostatischen Ventilen. 3. Die wichtigsten Phasen der Projektdurchführung sind: — Auswahl des Auftragnehmers im Vergaberechtsverfahren für die oben genannten qualifizierten und nicht förderfähigen Aufgaben – es wurde davon ausgegangen, dass der Vertrag mit dem Auftragnehmer im vierten Quartal unterzeichnet wurde. 2017 – ordnungsgemäße materielle und finanzielle Durchführung der oben genannten förderfähigen und nicht förderfähigen Aufgaben aus dem vierten Quartal 2017 bis Q4 2018 Das Projekt steht im Einklang mit den Annahmen des SzOOP ROP WiM, die das Ziel der Teilmaßnahme 4.3.1, definiert als erhöhte Energieeffizienz öffentlicher Gebäude, umsetzen. Het onderwerp van het project is de thermomodernisering van het historische administratieve gebouw in ul. Hubals 2 in Bartoszyce. In het kader van het thermomoderniseringsproject zullen de volgende werkzaamheden, die de subsidiabele kosten van het project vertegenwoordigen, worden uitgevoerd: 1. Modernisering van schotten: — buitenplafond (zolderplafond) — muur op de grond — buitenmuren van de begane grond, 1e verdieping. — buitenmuren: raamholten — buitenmuur van kelders boven de begane grond — vloer op de begane grond — buitenmuur gelegen aan de hoofdingang van het gebouw — vervanging van houten kistramen uitgerust met automatische diffusers, verwijzend naar historische ramen — vervanging van toegangsdeuren die verwijzen naar historische 2. Vervanging van het gehele centrale verwarmingssysteem, vervanging van radiatoren door plaatradiatoren voorzien van thermostatische kleppen. 3. Vervanging van armaturen voor energiebesparende LED-armaturen door elektrische installatie. De reikwijdte van het project omvat ook de uitvoering van begeleidende werken die niet-subsidiabele kosten vormen: 1. Isolatie van funderingsmuren 2. Renovatie van het dak 3. Ventilatie 4. Renovatie van gevelonderhoud 5. Interieurafwerkingsrobots 6. Bliksemsysteem 7. Installatie van compenserende aarding Het project zal worden uitgevoerd door de gemeenteraad van Bartoszyce binnen het kader van de bevoegdheid van de Technische en Investeringsafdeling. De belangrijkste fasen van de uitvoering van het project zijn: — selectie van de contractant in het kader van de aanbestedingsprocedure voor de bovengenoemde gekwalificeerde en niet-subsidiabele taken — er werd van uitgegaan dat het contract met de contractant in het vierde kwartaal werd ondertekend. 2017 — behoorlijke materiële en financiële uitvoering van bovengenoemde subsidiabele en niet-subsidiabele taken uit het vierde kwartaal 2 017 t/m K4 2018 Het project is in overeenstemming met de veronderstellingen van de SzOOP ROP WiM, waarmee de doelstelling van submaatregel 4.3.1, gedefinieerd als Verhoogde energie-efficiëntie van openbare gebouwen, ten uitvoer wordt gelegd. Oggetto del progetto è la termomodernizzazione dello storico edificio amministrativo di ul. Hubals 2 a Bartoszyce. Nell'ambito del progetto di termomodernizzazione sono previsti i seguenti lavori, che rappresentano il costo ammissibile del progetto: 1. Ammodernamento delle paratie: — soffitto esterno (soffitto a soffitto) — parete a terra — pareti esterne del piano terra, 1º piano. — pareti esterne: cavità finestre — parete esterna delle cantine fuori terra — pavimento a terra — parete esterna situata all'ingresso principale dell'edificio — sostituzione di finestre in legno dotate di diffusori automatici, riferite a finestre storiche — sostituzione di porte d'ingresso riferite alla storica 2. Sostituzione dell'intero sistema di riscaldamento centrale, sostituzione dei radiatori con radiatori a piastra dotati di valvole termostatiche. 3. Sostituzione di apparecchi di illuminazione per apparecchi a LED a risparmio energetico con impianto elettrico. L'ambito del progetto comprende anche l'esecuzione di lavori di accompagnamento che costituiscono costi non ammissibili: 1. Isolamento delle pareti di fondazione 2. Ristrutturazione del tetto 3. Ventilazione 4. Ristrutturazione della manutenzione della facciata 5. Robot di finitura interni 6. Sistema di fulmini 7. Installazione di messa a terra compensativa Il progetto sarà attuato dal Consiglio Comunale di Bartoszyce nell'ambito delle competenze del Dipartimento Tecnico e Investimenti. Le fasi più importanti dell'attuazione del progetto comprendono: — selezione del contraente nella procedura di diritto degli appalti pubblici per i suddetti compiti qualificati e non ammissibili — si è ipotizzato che il contratto con il contraente sia stato firmato nel quarto trimestre. 2017 — corretta esecuzione materiale e finanziaria per i suddetti compiti ammissibili e non ammissibili a partire dal quarto trimestre Dal 2017 al quarto trimestre 2018 Il progetto è in linea con le ipotesi formulate dalla SzOOP ROP WiM, realizzando l'obiettivo della Sottomisura 4.3.1 definita come Aumentata Efficienza Energetica degli Edifici Pubblici.
