Настоящото проектно предложение е насочено към осигуряване на подходяща и ефективна социална инфраструктура на територията на Община Бургас за предоставяне на резидентни и съпътстващи услуги в общността за деца и младежи в подкрепа на тяхната деинституционализация. Планираните дейности включват изграждане и оборудване на предвидената в Картата на услугите за подкрепа в общността и в семейна среда и Картата на резидентните услуги материална база за създаване на 5 нови социални услуги на територията на община Бургас, а именно: Център за обществена подкрепа, Дневен център за подкрепа на деца с увреждания и техните семейства, Дневен център за подкрепа на деца с тежки множествени увреждания и техните семейства, Преходно жилище за деца от 15 до 18 годишна възраст и Наблюдавано жилище за младежи от 18 до 21г. Проектното предложение адресира три основни аспекта на потребности, свързани с осигуряването на подходящи условия за грижа за деца и младежи, настанени в социални институции, включително деца с увреждания с потребност от постоянна медицинска грижа и деца и семейства в риск, а именно: необходимостта от подкрепящи и съпътстващи услуги за подкрепа на децата и семейства, свързана с предоставяне на социални услуги от резидентен тип, подобряване качествата на средата, в която се отглеждат и възпитават децата и младежите, съобразно техните специфични нужди и подобряване на нейната ефективност от гледна точка на възможности и условия за прилагане на нетрадиционни и алтернативни на институционалната грижа подходи. Реализирането на проекта ще допринесе за осигуряване на равен достъп до качествени грижи и услуги на деца и младежи, според индивидуалните потребности и създаване на умения за самостоятелен живот чрез изграждане на необходимата инфраструктура за предоставяне на резидентни и съпътстващи услуги в общността. This project proposal is aimed at providing adequate and effective social infrastructure on the territory of the Municipality of Burgas for providing resident and community support services for children and young people in support of their deinstitutionalisation. The planned activities include the construction and equipment of the provided in the map of support services in the community and family environment and the map of resident services facilities for the creation of 5 new social services on the territory of the municipality of Burgas, namely: Public Support Centre, Day Care Centre for Supporting Children with Disabilities and their Families, Day Care Centre for Supporting Children with Deep Multiple Disabled and their Families, Transitional Housing for Children from 15 to 18 years of age and Observed Housing for Young Persons 18-21. The project proposal addresses three main aspects of needs related to the provision of appropriate care facilities for children and young people accommodated in social institutions, including children with disabilities with a need for permanent medical care and children and families at risk, namely: the need for supporting and accompanying services to support children and families, related to the provision of social services of the resident type, improving the qualities of the environment in which children and young people are raised, according to their specific needs and improving its effectiveness in terms of opportunities and conditions for implementing non-traditional and alternative approaches to institutional care. The implementation of the project will contribute to ensuring equal access to quality care and services for children and young people, according to individual needs and creating skills for independent living by building the necessary infrastructure for providing resident and accompanying services in the community. Cette proposition de projet vise à fournir des infrastructures sociales adéquates et efficaces sur le territoire de la municipalité de Burgas afin de fournir des services de soutien aux résidents et aux jeunes en faveur de leur désinstitutionnalisation. Les activités prévues comprennent la construction et l’équipement de la carte des services de soutien dans l’environnement communautaire et familial et la carte des installations de services résidents pour la création de 5 nouveaux services sociaux sur le territoire de la municipalité de Burgas, à savoir: Centre de soutien public, Centre de garde pour le soutien aux enfants handicapés et à leur famille, Centre de garderie pour soutenir les enfants ayant de multiples handicaps profonds et leur famille, Logement transitoire pour les enfants âgés de 15 à 18 ans et Logement réservé aux jeunes de 18 à 21 ans. La proposition de projet porte sur trois aspects principaux des besoins liés à la mise en place de structures d’accueil appropriées pour les enfants et les jeunes hébergés dans des institutions sociales, y compris les enfants handicapés ayant besoin de soins médicaux permanents et les enfants et familles à risque, à savoir: la nécessité de fournir des services d’appui et d’accompagnement aux enfants et aux familles, en ce qui concerne la fourniture de services sociaux de type résident, l’amélioration des qualités de l’environnement dans lequel les enfants et les jeunes sont élevés, en fonction de leurs besoins spécifiques et l’amélioration de son efficacité en termes de possibilités et de conditions de mise en œuvre d’approches non traditionnelles et alternatives en matière de prise en charge en institution. La mise en œuvre du projet contribuera à garantir l’égalité d’accès à des soins et à des services de qualité pour les enfants et les jeunes, en fonction des besoins individuels et à la création de compétences pour une vie autonome en construisant les infrastructures nécessaires pour fournir des services de résidence et d’accompagnement dans la communauté. Dieser Projektvorschlag zielt darauf ab, auf dem Gebiet der Gemeinde Burgas eine angemessene und wirksame soziale Infrastruktur zu schaffen, um den Kindern und Jugendlichen zur Unterstützung ihrer Deinstitutionalisierung gebietsansässige und gemeinschaftliche Unterstützungsdienste zu bieten. Die geplanten Tätigkeiten umfassen den Bau und die Ausstattung der in der Karte der Unterstützungsleistungen in der Gemeinschaft und in der Familie bereitgestellten Dienstleistungen sowie die Karte der gebietsansässigen Dienstleistungen für die Schaffung von 5 neuen sozialen Dienstleistungen auf dem Gebiet der Gemeinde Burgas, nämlich: Öffentliches Unterstützungszentrum, Tagespflegezentrum zur Unterstützung von Kindern mit Behinderungen und ihrer Familien, Tagespflegezentrum zur Unterstützung von Kindern mit tiefen Mehrfachbehinderten und ihren Familien, Übergangswohnung für Kinder im Alter von 15 bis 18 Jahren und Observed Housing for Young Persons 18-21. Der Projektvorschlag befasst sich mit drei Hauptaspekten des Bedarfs im Zusammenhang mit der Bereitstellung geeigneter Betreuungseinrichtungen für Kinder und Jugendliche, die in sozialen Einrichtungen untergebracht sind, darunter Kinder mit Behinderungen, die eine ständige medizinische Versorgung benötigen, und Kinder und gefährdete Familien: die Notwendigkeit von Unterstützungs- und Begleitdiensten zur Unterstützung von Kindern und Familien im Zusammenhang mit der Erbringung von sozialen Dienstleistungen der gebietsansässigen Art, die Verbesserung der Qualität des Umfelds, in dem Kinder und Jugendliche entsprechend ihren spezifischen Bedürfnissen angehoben werden, und ihre Wirksamkeit in Bezug auf die Möglichkeiten und Bedingungen für die Umsetzung nicht traditioneller und alternativer Ansätze für die institutionelle Betreuung zu verbessern. Die Durchführung des Projekts wird dazu beitragen, den gleichberechtigten Zugang zu hochwertiger Betreuung und Dienstleistungen für Kinder und Jugendliche entsprechend den individuellen Bedürfnissen und die Schaffung von Fähigkeiten für ein unabhängiges Leben zu gewährleisten, indem die notwendige Infrastruktur für die Bereitstellung von gebietsansässigen und begleitenden Dienstleistungen in der Gemeinschaft aufgebaut wird. Dit projectvoorstel is bedoeld om op het grondgebied van de gemeente Burgas te voorzien in adequate en doeltreffende sociale infrastructuur voor het verlenen van plaatselijke en gemeenschapsondersteunende diensten aan kinderen en jongeren ter ondersteuning van hun deïnstitutionalisering. De geplande activiteiten omvatten de bouw en uitrusting van de diensten op de kaart van ondersteunende diensten in de omgeving van de gemeenschap en het gezin en de kaart van residentiële voorzieningen voor de oprichting van 5 nieuwe sociale diensten op het grondgebied van de gemeente Burgas, te weten: Public Support Centre, Day Care Centre for Supporting Children with Disabilities and their Families, Day Care Centre for Supporting Children with Deep Multiple Disabled and their Families, Overgangshuisvesting voor kinderen van 15 tot 18 jaar en Geobserveerde huisvesting voor jonge personen 18-21. Het projectvoorstel behandelt drie hoofdaspecten van de behoeften in verband met de verstrekking van passende opvangvoorzieningen voor kinderen en jongeren in sociale instellingen, met inbegrip van kinderen met een handicap die permanente medische zorg nodig hebben en kinderen en gezinnen die risico lopen, namelijk: de noodzaak van ondersteunende en begeleidende diensten ter ondersteuning van kinderen en gezinnen in verband met het verlenen van sociale diensten van het type ingezetene, verbetering van de kwaliteiten van de omgeving waarin kinderen en jongeren worden opgevoed, afhankelijk van hun specifieke behoeften, en verbetering van de doeltreffendheid ervan wat betreft de mogelijkheden en voorwaarden voor de toepassing van niet-traditionele en alternatieve benaderingen van institutionele zorg. De uitvoering van het project zal bijdragen tot het waarborgen van gelijke toegang tot hoogwaardige zorg en diensten voor kinderen en jongeren, afhankelijk van de individuele behoeften, en het creëren van vaardigheden voor zelfstandig wonen door de bouw van de nodige infrastructuur voor het verlenen van woon- en begeleidende diensten in de gemeenschap. La presente proposta di progetto mira a fornire un'infrastruttura sociale adeguata ed efficace sul territorio del comune di Burgas per fornire servizi di sostegno residenti e comunitari ai bambini e ai giovani a sostegno della loro deistituzionalizzazione. Le attività previste comprendono la costruzione e l'attrezzatura del fornito nella mappa dei servizi di sostegno nell'ambiente comunitario e familiare e la mappa delle strutture di servizi residenti per la creazione di 5 nuovi servizi sociali sul territorio del comune di Burgas, vale a dire: Centro di sostegno pubblico, centro di assistenza diurna per sostenere i bambini con disabilità e le loro famiglie, centro di assistenza per i bambini con disabilità multiple profonde e loro famiglie, alloggio transitorio per i bambini dai 15 ai 18 anni di età e alloggio osservato per i giovani 18-21. La proposta di progetto affronta tre aspetti principali delle esigenze connesse alla fornitura di strutture di assistenza adeguate per i bambini e i giovani ospitati nelle istituzioni sociali, compresi i minori con disabilità che necessitano di cure mediche permanenti e i bambini e le famiglie a rischio, segnatamente: la necessità di servizi di sostegno e accompagnamento per i bambini e le famiglie, connessi alla fornitura di servizi sociali di tipo residente, migliorando le qualità dell'ambiente in cui i bambini e i giovani sono allevati, in funzione delle loro esigenze specifiche, e migliorandone l'efficacia in termini di opportunità e condizioni per l'attuazione di approcci non tradizionali e alternativi all'assistenza istituzionale. L'attuazione del progetto contribuirà a garantire la parità di accesso all'assistenza e ai servizi di qualità per i bambini e i giovani, in funzione delle esigenze individuali, e a creare competenze per una vita indipendente, costruendo le infrastrutture necessarie per fornire servizi residenti e di accompagnamento nella comunità. Esta propuesta de proyecto tiene por objeto proporcionar una infraestructura social adecuada y eficaz en el territorio del municipio de Burgas para prestar servicios de apoyo a los niños y jóvenes residentes y comunitarios en apoyo de su desinstitucionalización. Las actividades previstas incluyen la construcción y el equipamiento de los servicios prestados en el mapa de los servicios de apoyo en el entorno comunitario y familiar y el mapa de las instalaciones de servicios residentes para la creación de 5 nuevos servicios sociales en el territorio del municipio de Burgas, a saber: Centro de apoyo público, centro de atención diurna para apoyar a los niños con discapacidad y sus familias, centro de atención diurna para apoyar a los niños con discapacidad múltiple profunda y sus familias, vivienda transitoria para niños de 15 a 18 años y vivienda vigilada para jóvenes de 18 a 21 años. La propuesta de proyecto aborda tres aspectos principales de las necesidades relacionadas con la prestación de servicios adecuados de atención a los niños y jóvenes alojados en instituciones sociales, incluidos los niños con discapacidad con necesidad de atención médica permanente y los niños y las familias en situación de riesgo, a saber: la necesidad de servicios de apoyo y acompañamiento para apoyar a los niños y las familias, relacionados con la prestación de servicios sociales de tipo residente, mejorando las cualidades del entorno en el que se crían niños y jóvenes, en función de sus necesidades específicas y mejorando su eficacia en términos de oportunidades y condiciones para aplicar enfoques no tradicionales y alternativos a la atención institucional.
