Проектът е насочен към повишаване на ефективността и ефикасността на държавната администрация. Той ще осигури инструмент за оптимизация на държавната администрация, съобразен с тенденциите в областта на административната реформа в Европа, насочени към намаляване на фрагментацията, мрежова ориентация, хоризонтална и вертикална координация между административните структури, прозрачност и отговорност на управлението, въвличане на бизнеса и неправителствените организации, дигитализация на публичната администрация, намаляване на вътрешната бюрокрация, по-силен фокус към резултати и постигането на цели и др.Проектът се състои от две логически свързани и последователно изпълнявани дейности.Първата дейност предвижда актуализиране на разработените през 2008 г. Единна методология за провеждане на функционален анализ в държавната администрация и Наръчник за прилагане на Единната методология. Специално се акцентира върху възможността за провеждане на функционален анализ на повече от една структура по хоризонтални и секторни политики, засягащ както отделните министерства и всички второстепенни разпоредители към тях, така и администрациите, които имат функции в съответния сектор или политика. Поставя се специален акцент върху ефективността и ефикасността. Създава възможност за съгласуване на изводите и препоръките с органите, които отговарят за координацията на административната реформа.Втората дейност предвижда тестване на актуализираната методология и провеждане на пилотни функционални анализи на 5 хоризонтални или секторни политики. Резултатите от анализите ще бъдат използвани при реализирането на реформите в следващите години. (Bulgarian)

The project aims at increasing the effectiveness and efficiency of the public administration. It will provide a tool for optimisation of the state administration, in line with the trends in the field of administrative reform in Europe, aimed at reducing fragmentation, network orientation, horizontal and vertical coordination between administrative structures, transparency and responsibility of management, involvement of business and non-governmental organisations, digitalisation of public administration, reduction of internal bureaucracy, stronger focus on results and achievement of objectives, etc. The project consists of two logically related and consistently implemented activities.The first activity provides for an update of the 2008 unified methodology for conducting functional analysis in the state administration and Handbook for the application of the Single Methodology. Special emphasis shall be placed on the possibility of carrying out a functional analysis of more than one horizontal and sectoral policy structure, covering both individual ministries and all sub-ministers and administrations having functions in the relevant sector or policy. Special emphasis is placed on effectiveness and efficiency. The second activity provides for testing the updated methodology and carrying out pilot functional analyses of 5 horizontal or sectoral policies. The results of the analyses will feed into the implementation of the reforms in the coming years. (English)

Le projet vise à accroître l’efficacité et l’efficience de l’administration publique. Il fournira un outil d’optimisation de l’administration publique, conformément aux tendances dans le domaine de la réforme administrative en Europe, visant à réduire la fragmentation, l’orientation du réseau, la coordination horizontale et verticale entre les structures administratives, la transparence et la responsabilité de la gestion, la participation des entreprises et des organisations non gouvernementales, la numérisation de l’administration publique, la réduction de la bureaucratie interne, l’accent mis davantage sur les résultats et la réalisation des objectifs, etc. Le projet consiste en deux activités logiquement liées et mises en œuvre de manière cohérente.La première activité prévoit une mise à jour de la méthodologie unifiée de 2008 pour la conduite de l’analyse fonctionnelle dans l’administration de l’État et du manuel pour l’application de la méthodologie unique. Une attention particulière est accordée à la possibilité d’effectuer une analyse fonctionnelle de plus d’une structure politique horizontale et sectorielle, couvrant à la fois les différents ministères et tous les sous-ministres et administrations ayant des fonctions dans le secteur ou la politique concerné. Une attention particulière est accordée à l’efficacité et à l’efficience. La deuxième activité prévoit la mise à l’essai de la méthodologie mise à jour et la réalisation d’analyses fonctionnelles pilotes de cinq politiques horizontales ou sectorielles. Les résultats des analyses alimenteront la mise en œuvre des réformes dans les années à venir. (French)

Ziel des Projekts ist es, die Wirksamkeit und Effizienz der öffentlichen Verwaltung zu erhöhen. Es wird ein Instrument zur Optimierung der staatlichen Verwaltung im Einklang mit den Trends im Bereich der Verwaltungsreform in Europa sein, das darauf abzielt, die Fragmentierung, die Netzorientierung, die horizontale und vertikale Koordinierung zwischen Verwaltungsstrukturen, Transparenz und Verantwortung für das Management, die Einbeziehung von Unternehmen und Nichtregierungsorganisationen, die Digitalisierung der öffentlichen Verwaltung, die Verringerung der internen Bürokratie, die stärkere Fokussierung auf die Ergebnisse und die Erreichung von Zielen usw. zu verringern. Das Projekt besteht aus zwei logisch zusammenhängenden und konsequent umgesetzten Aktivitäten.Die erste Maßnahme sieht eine Aktualisierung der 2008 einheitlichen Methodik für die Durchführung von Funktionsanalysen in der staatlichen Verwaltung und dem Handbuch für die Anwendung der einheitlichen Methodik vor. Besonderes Augenmerk wird auf die Möglichkeit gelegt, eine funktionelle Analyse von mehr als einer horizontalen und sektoralen Politikstruktur durchzuführen, die sowohl die einzelnen Ministerien als auch alle Unterminister und Verwaltungen umfasst, die in dem betreffenden Sektor oder in der jeweiligen Politik tätig sind. Besonderes Augenmerk wird auf Effektivität und Effizienz gelegt. Die zweite Maßnahme sieht vor, die aktualisierte Methodik zu testen und funktionelle Pilotanalysen von fünf horizontalen oder sektoralen Politikbereichen durchzuführen. Die Ergebnisse der Analysen werden in die Umsetzung der Reformen in den kommenden Jahren einfließen. (German)

Het project heeft tot doel de doeltreffendheid en efficiëntie van het openbaar bestuur te vergroten. Het zal een instrument bieden voor de optimalisering van het overheidsbestuur, in overeenstemming met de trends op het gebied van administratieve hervormingen in Europa, gericht op het verminderen van fragmentatie, netwerkoriëntatie, horizontale en verticale coördinatie tussen administratieve structuren, transparantie en verantwoordelijkheid van het management, betrokkenheid van het bedrijfsleven en niet-gouvernementele organisaties, digitalisering van het openbaar bestuur, vermindering van de interne bureaucratie, sterkere focus op resultaten en verwezenlijking van doelstellingen, enz. Het project bestaat uit twee logisch samenhangende en consequent uitgevoerde activiteiten. De eerste activiteit voorziet in een actualisering van de uniforme methodologie van 2008 voor het uitvoeren van functionele analyses in het overheidsbestuur en het handboek voor de toepassing van de gemeenschappelijke methode. Bijzondere nadruk wordt gelegd op de mogelijkheid om een functionele analyse van meer dan één horizontale en sectorale beleidsstructuur uit te voeren, die zowel individuele ministeries als alle subministers en overheidsdiensten met functies in de betrokken sector of beleidssector bestrijkt. Er wordt bijzondere nadruk gelegd op doeltreffendheid en efficiëntie. De tweede activiteit voorziet in het testen van de geactualiseerde methodologie en het uitvoeren van proef functionele analyses van 5 horizontale of sectorale beleidsmaatregelen. De resultaten van de analyses zullen worden meegenomen in de uitvoering van de hervormingen in de komende jaren. (Dutch)

Il progetto mira ad aumentare l'efficacia e l'efficienza della pubblica amministrazione. Esso fornirà uno strumento per l'ottimizzazione dell'amministrazione statale, in linea con le tendenze nel campo della riforma amministrativa in Europa, volto a ridurre la frammentazione, l'orientamento alla rete, il coordinamento orizzontale e verticale tra le strutture amministrative, la trasparenza e la responsabilità della gestione, il coinvolgimento delle imprese e delle organizzazioni non governative, la digitalizzazione della pubblica amministrazione, la riduzione della burocrazia interna, una maggiore attenzione ai risultati e al conseguimento degli obiettivi, ecc. Il progetto consiste in due attività logicamente correlate e coerentemente attuate.La prima attività prevede un aggiornamento della metodologia unificata 2008 per condurre analisi funzionali nell'amministrazione statale e manuale per l'applicazione della metodologia unica. Particolare attenzione è posta sulla possibilità di effettuare un'analisi funzionale di più di una struttura politica orizzontale e settoriale, che copra sia i singoli ministeri che tutti i sottoministri e le amministrazioni che svolgono funzioni nel settore o nella politica pertinenti. Particolare enfasi è posta sull'efficacia e sull'efficienza. La seconda attività prevede la sperimentazione della metodologia aggiornata e l'esecuzione di analisi funzionali pilota di 5 politiche orizzontali o settoriali. I risultati delle analisi confluiranno nell'attuazione delle riforme nei prossimi anni. (Italian)

El proyecto tiene por objeto aumentar la eficacia y eficiencia de la administración pública. Proporcionará una herramienta de optimización de la administración estatal, en consonancia con las tendencias en el ámbito de la reforma administrativa en Europa, destinada a reducir la fragmentación, la orientación de las redes, la coordinación horizontal y vertical entre las estructuras administrativas, la transparencia y la responsabilidad de la gestión, la participación de las organizaciones empresariales y no gubernamentales, la digitalización de la administración pública, la reducción de la burocracia interna, una mayor atención a los resultados y la consecución de objetivos, etc. El proyecto consta de dos actividades lógicamente relacionadas y aplicadas de manera coherente. La primera actividad prevé una actualización de la metodología unificada de 2008 para llevar a cabo el análisis funcional en la administración estatal y el Manual para la aplicación de la metodología única. Se hará especial hincapié en la posibilidad de llevar a cabo un análisis funcional de más de una estructura de política horizontal y sectorial, que abarque tanto a los ministerios individuales como a todos los subministerios y administraciones que desempeñen funciones en el sector o política pertinente. Se hace especial hincapié en la eficacia y la eficiencia. La segunda actividad prevé el ensayo de la metodología actualizada y la realización de análisis funcionales piloto de cinco políticas horizontales o sectoriales.
