Le programme opérationnel FSE 2014-2020 mentionne que « dans le champ de la création d'entreprises, le développement et la consolidation économiques des structures d'utilité sociale constituent également un enjeu compte tenu des besoins à satisfaire. » Pionnier de l'Economie sociale et solidaire, le réseau France Active s'engage auprès des structures d'utilité sociale pour faciliter le développement de leur activité économique et de leur mission sociale. Chaque année, le réseau France Active accueille et oriente plus de 3 000 entrepreneurs sociaux dans leur projet de création, de reprise ou de développement. En mettant à disposition des conseillers « experts » des problématiques économiques et financières des structures de l'Economie sociale et solidaire, il permet aux entrepreneurs de viabiliser leurs projets et d'accéder aux circuits bancaires et financiers. Pour cette nouvelle programmation, le réseau France Active va renforcer son action sur le suivi des bénéficiaires, et sur la coordination de ses interventions avec les autres acteurs de l'accompagnement pour servir encore plus efficacement les structures d'utilité sociale. Les échanges de bonnes pratiques et les mutualisations au sein du réseau France Active, permettront aussi de gagner en efficience. Ces actions seront pour partie des démarches individuelles : \- accueil et qualification des projets, \- expertise des projets avec l'étude des business plan, \- accompagnement bancaire et financier des porteurs de projet, \- suivi post financement pour veiller à la pérennité du projet, \- traitement des dossiers et des différentes phases précédentes (tâches administratives conséquentes). En complément, il y aura un ensemble de démarches collectives d'appui aux structures d'utilité sociale et de développement des partenariats : \- la préparation des dossiers présentés en comité d'engagement, notamment avec la rédaction d'une synthèse de l'expertise et de l'accompagnement réalisés, \- l'animation des comités d'engagement, où sont validés les projets et décidées les mises en places des outils financiers, \- la mobilisation des partenaires techniques entrant dans le champ de l'appui aux structures, \- la mobilisation des partenaires bancaires, pour l'appui financier des projets, \- la mobilisation des acteurs intervenant dans le champ de l'économie sociale et solidaire (réseaux et fédérations associatifs, service public de l'emploi, Conseil Régional, autres collectivités publiques, etc (French)

Im operationellen Programm ESF 2014-2020 heißt es: "Im Bereich der Unternehmensgründungen sind die wirtschaftliche Entwicklung und Konsolidierung von Strukturen von sozialem Nutzen angesichts des zu erfüllenden Bedarfs ebenfalls eine Herausforderung. Als Pionier der sozialen und solidarischen Wirtschaft engagiert sich das Netzwerk France Active bei den Strukturen von sozialem Nutzen, um die Entwicklung ihrer wirtschaftlichen Tätigkeit und ihrer sozialen Aufgabe zu erleichtern. Jedes Jahr begrüßt und leitet das France Active Netzwerk mehr als 3.000 Sozialunternehmer in ihrem Gründungs-, Übernahme- oder Entwicklungsprojekt. Durch die Bereitstellung von Expertenberatern für die wirtschaftlichen und finanziellen Probleme der Strukturen der Sozial- und Solidarwirtschaft können Unternehmer ihre Projekte weiter ausbauen und Zugang zu Bank- und Finanzkreisläufen erhalten. Für diese neue Programmplanung wird das Netzwerk France Active seine Maßnahmen zur Überwachung der Begünstigten und zur Koordinierung seiner Interventionen mit den anderen flankierenden Akteuren verstärken, um den Strukturen von sozialem Nutzen noch wirksamer zu dienen. Der Austausch bewährter Verfahren und die Bündelung innerhalb des France Active-Netzwerks werden ebenfalls zu mehr Effizienz führen. Diese Maßnahmen werden zum Teil Einzelschritte sein: \- Empfang und Qualifikation der Projekte, \- Projekt-Expertise mit Business Plan Studie, \- Bank- und finanzielle Begleitung der Projektträger, \- Post-Finanzierung Follow-up, um die Nachhaltigkeit des Projekts zu gewährleisten, \- Bearbeitung der Dossiers und der verschiedenen vorherigen Phasen (erhebliche Verwaltungsaufgaben). Ergänzend dazu wird es eine Reihe kollektiver Maßnahmen zur Unterstützung von Strukturen von sozialem Nutzen und zur Entwicklung von Partnerschaften geben: \- Vorbereitung der im Vermittlungsausschuss vorgelegten Dossiers, u. a. durch Erstellung einer Zusammenfassung des erreichten Fachwissens und der Begleitung, \- Betreuung der Einsatzausschüsse, in denen die Projekte validiert und die Einrichtung von Finanzinstrumenten beschlossen werden, \- Mobilisierung der technischen Partner, die in den Anwendungsbereich der Strukturunterstützung fallen, \- Mobilisierung der Bankpartner zur finanziellen Unterstützung der Projekte, \- Mobilisierung der Akteure, die im Bereich der Sozial- und Solidarwirtschaft tätig sind (Netzwerke und Verbände der Verbände, öffentliche Arbeitsverwaltungen, Regionalrat, sonstige öffentliche Körperschaften usw.). In het operationele programma van het ESF 2014-2020 staat dat "op het gebied van de oprichting van bedrijven ook de economische ontwikkeling en consolidatie van de structuren van sociaal nut een probleem is, gezien de behoeften waaraan moet worden voldaan. Het France Active-netwerk, een pionier in de sociale en solidaire economie, zet zich in voor sociale nutsstructuren om de ontwikkeling van hun economische activiteit en hun sociale missie te vergemakkelijken. Elk jaar verwelkomt en begeleidt het France Active-netwerk meer dan 3.000 sociale ondernemers in hun oprichtings-, herstel- of ontwikkelingsproject. Door deskundige adviseurs te verstrekken over de economische en financiële kwesties van de structuren van de sociale en solidaire economie, stelt het ondernemers in staat hun projecten te vergemakkelijken en toegang te krijgen tot bancaire en financiële circuits. Pioniera nell'economia sociale e solidale, la rete France Active è impegnata nelle strutture di utilità sociale per facilitare lo sviluppo della loro attività economica e la loro missione sociale. Ogni anno, la rete France Active accoglie e guida oltre 3.000 imprenditori sociali nel loro progetto di creazione, recupero o sviluppo. Fornendo consulenti esperti sulle questioni economiche e finanziarie delle strutture dell'economia sociale e solidale, consente agli imprenditori di semplificare i loro progetti e di accedere ai circuiti bancari e finanziari.
