Obiectivul general al proiectului este reprezentat de dezvoltarea unui plan strategic coerent, conceput să asigure o viziune sustenabilă de dezvoltare a mobilității urbane durabile în Municipiul Focșani, prin elaborarea Planului de Mobilitate Urbană Durabilă, astfel încât acestea să răspundă nevoilor și exigențelor de finanțare pentru perioada de programare a fondurilor europene 2021-2027. Prin intermediul proiectului va fi elaborat Planul de Mobilitate Urbană Durabilă pentru perioada 2021-2027, ca element definitoriu pentru fundamentarea deciziilor și planificare strategică în domeniul mobilității urbane, pentru perioada menționată,. Obiectivul general al proiectului este în concordanță cu obiectivul specific 2.1 al POCA, respectiv: "Introducerea de sisteme și standarde comune în administrația publică locală ce optimizează procesele orientate către beneficiari în concordanță cu SCAP". Implementarea proiectului va contribui la atingerea obiectivului general II al SCAP: „Implementarea unui management performant în administrația publică”, respectiv a Obiectivului specific II.1 – Creșterea coerenței, eficienței, predictibilității și transparenței procesului decizional în administrația publică. Proiectul va contribui la asigurarea de instrumente care să contribuie la abordarea coerentă și coordonată a aspectelor referitoare la procesul decizional, resursele umane, tehnologia informației, procesele interne, asigurarea calității și cercetarea și inovarea, ca premise ale dezvoltării viitoare, având un rol important în atingerea obiectivului specific II.1.4 – Creșterea calității procesului decizional la nivelul administrației publice locale, pentru a răspunde în mod fundamentat și coerent nevoilor comunității locale. Astfel, implementarea proiectului va conduce la elaborarea principalului instrument de fundamentare a obiectivelor și deciziilor la nivelul administrației publice locale în ceea ce privește mobilitatea urbană durabilă, respectiv a Planului de Mobilitate Urbană Durabilă, element definitoriu pentru stabilirea planului de acțiune pe termen mediu și lung și pentru asigurarea corelării componentei bugetare cu componenta strategică în cadrul procesului decizional la nivel local și dezvoltarea sistemului de planificare bugetară multianual corelat cu perioada de programare a Uniunii Europene 2021-2027. Un alt efect al implementării proiectului va fi acela de îmbunătățire a proceselor interne la nivelul Municipiului Focșani, permițând factorilor de decizie să prioritizeze investițiile, să le încadreze în timp funcție de condiționalitățile locale, regionale, naționale și europene, să-și evalueze corect resursele, să evalueze riscurile și să integreze informații de la o gamă largă de surse interne, organisme guvernamentale, precum și de la diverși alți actori din sectoarele publice si private. Totodată, proiectul va contribui la atingerea obiectivului specific II.1.5 – Consolidarea transparenței decizionale, prin parcurgerea etapelor de consul (Romanian)

The general objective of the project is to develop a coherent strategic plan, designed to ensure a sustainable vision for developing sustainable urban mobility in Focșani Municipality, by developing the Sustainable Urban Mobility Plan, so that they meet the needs and financing requirements for the programming period of the European funds 2021-2027. Through the project, the Sustainable Urban Mobility Plan for 2021-2027 will be developed as a defining element for substantiating decisions and strategic planning in the field of urban mobility for the period mentioned. The general objective of the project is consistent with POCA’s specific objective 2.1, i.e.: “Introduction of common systems and standards in local public administration that optimise beneficiary-oriented processes in line with CAPS”. The implementation of the project will contribute to the achievement of general objective II of SCAP: “Implementing an efficient management in public administration”, namely Specific Objective II.1 – Increasing coherence, efficiency, predictability and transparency of the decision-making process in public administration. The project will contribute to providing tools that contribute to a coherent and coordinated approach to issues related to decision-making, human resources, information technology, internal processes, quality assurance and research and innovation, as prerequisites for future development, playing an important role in achieving specific objective II.1.4 – Increasing the quality of decision-making at the level of local public administration, in order to respond in a reasoned and coherent manner to the needs of the local community. Thus, the implementation of the project will lead to the development of the main instrument for substantiating the objectives and decisions at the level of the local public administration regarding sustainable urban mobility and the Sustainable Urban Mobility Plan, a defining element for establishing the medium- and long-term action plan and for ensuring that the budgetary component is linked to the strategic component in the decision-making process at local level and the development of the multiannual budgetary planning system linked to the programming period of the European Union 2021-2027. Another effect of project implementation will be to improve internal processes at the level of Focșani Municipality, allowing decision makers to prioritise investments, to frame them in time according to local, regional, national and European conditionalities, to properly assess their resources, assess risks and integrate information from a wide range of domestic sources, government bodies, as well as various other actors in the public and private sectors. L’objectif général du projet est d’élaborer un plan stratégique cohérent, conçu pour garantir une vision durable du développement de la mobilité urbaine durable dans la municipalité de Focșani, en élaborant le plan de mobilité urbaine durable, afin qu’il réponde aux besoins et aux besoins de financement pour la période de programmation des fonds européens 2021-2027. Dans le cadre du projet, le plan de mobilité urbaine durable pour la période 2021-2027 sera élaboré en tant qu’élément déterminant pour étayer les décisions et la planification stratégique dans le domaine de la mobilité urbaine pour la période mentionnée. L’objectif général du projet est cohérent avec l’objectif spécifique 2.1 de POCA, à savoir: «Introduction de systèmes et de normes communs dans l’administration publique locale qui optimisent les processus axés sur les bénéficiaires conformément au système CAPS». La mise en œuvre du projet contribuera à la réalisation de l’objectif général II du PACS: «Mise en œuvre d’une gestion efficace dans l’administration publique», à savoir l’objectif spécifique II.1 — Accroître la cohérence, l’efficacité, la prévisibilité et la transparence du processus décisionnel dans l’administration publique. Le projet contribuera à fournir des outils qui contribuent à une approche cohérente et coordonnée des questions liées à la prise de décisions, aux ressources humaines, aux technologies de l’information, aux processus internes, à l’assurance de la qualité et à la recherche et à l’innovation, en tant que conditions préalables au développement futur, en jouant un rôle important dans la réalisation de l’objectif spécifique II.1.4 — Améliorer la qualité de la prise de décisions au niveau de l’administration publique locale, afin de répondre de manière raisonnée et cohérente aux besoins de la communauté locale. Ainsi, la mise en œuvre du projet conduira au développement du principal instrument permettant d’étayer les objectifs et les décisions au niveau de l’administration publique locale en ce qui concerne la mobilité urbaine durable et le plan de mobilité urbaine durable, élément déterminant pour l’établissement du plan d’action à moyen et long terme et pour veiller à ce que la composante budgétaire soit liée à la composante stratégique du processus décisionnel au niveau local et au développement du système de planification budgétaire pluriannuelle lié à la période de programmation de l’Union européenne 2021-2027. Un autre effet de la mise en œuvre du projet sera d’améliorer les processus internes au niveau de la municipalité de Focșani, en permettant aux décideurs de hiérarchiser les investissements, de les définir en temps utile en fonction des conditions locales, régionales, nationales et européennes, d’évaluer correctement leurs ressources, d’évaluer les risques et d’intégrer des informations provenant d’un large éventail de sources nationales, d’organismes publics, ainsi que de divers autres acteurs des secteurs public et privé. Allgemeines Ziel des Projekts ist die Entwicklung eines kohärenten strategischen Plans, der eine nachhaltige Vision für die Entwicklung einer nachhaltigen städtischen Mobilität in der Gemeinde Focșani durch die Entwicklung des Plans für nachhaltige urbane Mobilität gewährleisten soll, damit sie den Bedürfnissen und Finanzierungsanforderungen für den Programmplanungszeitraum der europäischen Fonds 2021-2027 gerecht werden. Im Rahmen des Projekts wird der Plan für nachhaltige urbane Mobilität für den Zeitraum 2021-2027 als entscheidendes Element für die Untermauerung von Entscheidungen und strategischer Planung im Bereich der städtischen Mobilität für den genannten Zeitraum entwickelt. Das allgemeine Ziel des Projekts steht im Einklang mit dem spezifischen Ziel 2.1 der POCA, d. h.: „Einführung gemeinsamer Systeme und Standards in der lokalen öffentlichen Verwaltung, die die begünstigten Prozesse im Einklang mit dem GAPS optimieren“. Die Durchführung des Projekts wird zur Verwirklichung des allgemeinen Ziels II des SCAP beitragen: „Umsetzung einer effizienten Verwaltung in der öffentlichen Verwaltung“, insbesondere spezifisches Ziel II.1 – Steigerung der Kohärenz, Effizienz, Vorhersehbarkeit und Transparenz des Entscheidungsprozesses in der öffentlichen Verwaltung. Das Projekt wird dazu beitragen, Instrumente bereitzustellen, die zu einem kohärenten und koordinierten Ansatz für Fragen im Zusammenhang mit Entscheidungsfindung, Humanressourcen, Informationstechnologie, internen Prozessen, Qualitätssicherung sowie Forschung und Innovation als Voraussetzungen für die künftige Entwicklung beitragen und eine wichtige Rolle bei der Verwirklichung des spezifischen Ziels II.1.4 – Erhöhung der Qualität der Entscheidungsfindung auf Ebene der lokalen öffentlichen Verwaltung spielen, um auf begründete und kohärente Weise auf die Bedürfnisse der lokalen Gemeinschaft zu reagieren. Daher wird die Durchführung des Projekts zur Entwicklung des wichtigsten Instruments zur Untermauerung der Ziele und Entscheidungen auf Ebene der lokalen öffentlichen Verwaltung in Bezug auf nachhaltige städtische Mobilität und des Plans für nachhaltige urbane Mobilität führen, ein bestimmendes Element für die Aufstellung des mittel- und langfristigen Aktionsplans und zur Gewährleistung, dass die Haushaltskomponente mit der strategischen Komponente des Entscheidungsprozesses auf lokaler Ebene und der Entwicklung des mehrjährigen Haushaltsplanungssystems im Zusammenhang mit dem Programmplanungszeitraum der Europäischen Union 2021-2027 verknüpft ist. Ein weiterer Effekt der Projektdurchführung ist die Verbesserung der internen Prozesse auf Ebene der Gemeinde Focșani, die es den Entscheidungsträgern ermöglicht, Investitionen zu priorisieren, sie rechtzeitig nach lokalen, regionalen, nationalen und europäischen Konditionalitäten festzulegen, ihre Ressourcen angemessen zu bewerten, Risiken zu bewerten und Informationen aus einer Vielzahl von inländischen Quellen, staatlichen Stellen sowie verschiedenen anderen Akteuren im öffentlichen und privaten Sektor zu integrieren. De algemene doelstelling van het project is de ontwikkeling van een samenhangend strategisch plan, dat is ontworpen om een duurzame visie te waarborgen voor de ontwikkeling van duurzame stedelijke mobiliteit in de gemeente Focșani, door het plan voor duurzame stedelijke mobiliteit te ontwikkelen, zodat het voldoet aan de behoeften en financieringsvereisten voor de programmeringsperiode van de Europese fondsen 2021-2027. Via het project zal het plan voor duurzame stedelijke mobiliteit voor 2021-2027 worden ontwikkeld als een bepalend element ter onderbouwing van besluiten en strategische planning op het gebied van stedelijke mobiliteit voor de genoemde periode. De algemene doelstelling van het project is in overeenstemming met de specifieke doelstelling 2.1 van POCA, namelijk: „Invoering van gemeenschappelijke systemen en normen in de lokale overheidsdiensten die de op begunstigden gerichte processen overeenkomstig het GLB optimaliseren”. De uitvoering van het project zal bijdragen tot de verwezenlijking van algemene doelstelling II van het SCAP: „Implementatie van een efficiënt beheer in het openbaar bestuur”, namelijk specifieke doelstelling II.1 — Verbetering van de samenhang, efficiëntie, voorspelbaarheid en transparantie van het besluitvormingsproces in het openbaar bestuur. Het project zal bijdragen tot het verschaffen van instrumenten die bijdragen tot een coherente en gecoördineerde aanpak van kwesties in verband met besluitvorming, menselijke hulpbronnen, informatietechnologie, interne processen, kwaliteitsborging en onderzoek en innovatie, als voorwaarden voor toekomstige ontwikkeling, en een belangrijke rol spelen bij de verwezenlijking van specifieke doelstelling II.1.4 — Verhoging van de kwaliteit van de besluitvorming op het niveau van de lokale overheid, teneinde op een gemotiveerde en coherente manier te kunnen inspelen op de behoeften van de lokale gemeenschap. Zo zal de uitvoering van het project leiden tot de ontwikkeling van het belangrijkste instrument ter onderbouwing van de doelstellingen en besluiten op het niveau van de lokale overheid met betrekking tot duurzame stedelijke mobiliteit en het plan voor duurzame stedelijke mobiliteit, een bepalend element voor de vaststelling van het actieplan voor de middellange en lange termijn en om ervoor te zorgen dat de begrotingscomponent gekoppeld is aan de strategische component van het besluitvormingsproces op lokaal niveau en de ontwikkeling van het meerjarige begrotingsplanningssysteem in verband met de programmeringsperiode van de Europese Unie 2021-2027. Een ander effect van de projectuitvoering zal zijn dat de interne processen op het niveau van de gemeente Focșani worden verbeterd, zodat besluitvormers prioriteit kunnen geven aan investeringen, deze tijdig kunnen afbakenen op basis van lokale, regionale, nationale en Europese voorwaarden, hun middelen naar behoren kunnen beoordelen, risico’s kunnen beoordelen en informatie uit een breed scala aan binnenlandse bronnen, overheidsinstanties en diverse andere actoren in de publieke en private sector kunnen integreren. L'obiettivo generale del progetto è sviluppare un piano strategico coerente, volto a garantire una visione sostenibile per lo sviluppo della mobilità urbana sostenibile nel comune di Focșani, sviluppando il piano di mobilità urbana sostenibile, in modo da soddisfare le esigenze e le esigenze di finanziamento per il periodo di programmazione dei fondi europei 2021-2027. Attraverso il progetto, il piano di mobilità urbana sostenibile per il periodo 2021-2027 sarà sviluppato come elemento determinante per motivare le decisioni e la pianificazione strategica nel campo della mobilità urbana per il periodo citato. L'obiettivo generale del progetto è coerente con l'obiettivo specifico 2.1 del POCA, ossia: "Introduzione di sistemi e norme comuni nella pubblica amministrazione locale che ottimizzano i processi orientati ai beneficiari in linea con il CAPS". L'attuazione del progetto contribuirà al conseguimento dell'obiettivo generale II della PAC: "Attuazione di una gestione efficiente della pubblica amministrazione", in particolare l'obiettivo specifico II.1 — Aumentare la coerenza, l'efficienza, la prevedibilità e la trasparenza del processo decisionale nella pubblica amministrazione. Il progetto contribuirà a fornire strumenti che contribuiscano a un approccio coerente e coordinato alle questioni relative al processo decisionale, alle risorse umane, alle tecnologie dell'informazione, ai processi interni, alla garanzia della qualità, alla ricerca e all'innovazione, come prerequisiti per lo sviluppo futuro, svolgendo un ruolo importante nel conseguimento dell'obiettivo specifico II.1.4 — Migliorare la qualità del processo decisionale a livello della pubblica amministrazione locale, al fine di rispondere in modo ragionato e coerente alle esigenze della comunità locale. Pertanto, l'attuazione del progetto porterà allo sviluppo del principale strumento per motivare gli obiettivi e le decisioni a livello della pubblica amministrazione locale in materia di mobilità urbana sostenibile e del piano di mobilità urbana sostenibile, un elemento determinante per l'elaborazione del piano d'azione a medio e lungo termine e per garantire che la componente di bilancio sia collegata alla componente strategica del processo decisionale a livello locale e allo sviluppo del sistema di pianificazione di bilancio pluriennale legato al periodo di programmazione dell'Unione europea 2021-2027.
