Projekta mērķis ir modernizēt bioekonomikas pētniecības infrastruktūru Latvijas Valsts koksnes ķīmijas institūtā (LVKĶI), stiprināt LVKĶI institucionālo kapacitāti un pētniecības resursu koncentrāciju LVKĶI, modernizējot LVKĶI zinātnes infrastruktūru RIS3 ietvaros. LVKĶI plāno īstenot ar saimniecisku darbību nesaistītu projektu, kura vidējā svērtā ar saimniecisko darbību nesaistītā projekta daļa NPD% > 80% un Projektā veiktos ieguldījumus paredzēts izmantot LVKĶI pamatdarbībā, kurai nav saimniecisks raksturs. Projekta kopējās izmaksas ir 3'898'328,86 EUR. Kopējās attiecināmās izmaksas ir 3’704’729 EUR, no tām 95% ir publiskais finansējums 3’519’492,55 EUR apmērā (tai skaitā Eiropas Reģionālās attīstības fonda (ERAF) finansējums – 2’991’568,67 EUR un valsts budžeta līdzfinansējums – 527’923,88 EUR), bet LVKĶI pašu finansējums projektam ir 5% no kopējām attiecināmajām izmaksām jeb 185’236,45 EUR. Projekta neattiecināmās izmaksas ir 193'599,86 EUR, kas tiks segtas no LVKĶI pašu līdzekļiem. Saskaņā ar OECD zinātņu nozaru FOS (Revised Field of Science and Technology) klasifikāciju, Projekts tiks īstenots dabaszinātņu nozarēs – Ķīmijas zinātnē, Bioloģijas zinātnē un Zemes un vides zinātnē. Projekta īstenošana sekmēs galvenokārt šādu Latvijas Viedās specializācijas stratēģijā noteikto (turpmāk – RIS3) tautsaimniecības transformācijas virzienu un izaugsmes prioritāšu īstenošanu: 1. Zināšanu ietilpīga bioekonomika; 2. Viedie materiāli, tehnoloģijas un inženiersistēmas. Projekta īstenošanas termiņš ir 48 (četrdesmit astoņi) mēneši, un projektu plānots īstenot no 01.10.2017. līdz 30.12.2021.Projektā paredzētas šādas galvenās darbības:1. Projekta vadība un publicitāte;2. Iepirkumu procedūru veikšana;3. Projektēšana;4. Pilotiekārtu parka angāra būvniecība;5. Būvuzraudzība;6. Iekārtu iegāde;7. Ventilācijas izbūve.Projektā paredzēts sasniegt šādus galvenos rezultātus: • Veikta pilotiekārtu parka angāra un ventilācijas sistēmas izbūves projektēšana un autoruzraudzība; • Veikta 1 pilotiekārtu parka angāra būvniecība; • Veikta 1 ventilācijas sistēmas izbūve; • Iegādātas, uzstādītas un nodotas ekspluatācijā 51 jauna iekārta; • Veikta pilotiekārtu parka angāra būvniecības un ventilācijas sistēmas izbūves būvuzraudzība. The aim of the project is to modernise the bio-economy research infrastructure at the Latvian State Institute of Wood Chemistry (LVCC), strengthen the institutional capacity of the LCCCI and the concentration of research resources in the LSCCI by modernising the LCI within the framework of RIS3. The LCI plans to implement a project that is not related to economic activity, the weighted average non-economic part of the project in NPD% > 80 % and the investments made in the Project are intended to be used in the primary activity of the LCI, which is not economic in nature. The total costs of the project are EUR 3‘898’328,86. The total eligible costs are EUR 3‘704’729, of which 95 % is public funding in the amount of EUR 3‘519’492,55 (including European Regional Development Fund (ERDF) funding – 2‘991’568,67 and state budget co-financing – EUR 527‘923,88), but the own funding of the LECCI for the project is 5 % of the total eligible costs or 185’236,45. According to the OECD FOS (Revised Field of Science and Technology) classification, the project will be implemented in the fields of natural sciences – Chemistry, Biology, and Earth and Environmental Sciences. The implementation of the project will mainly contribute to the implementation of the following economic transformation directions and growth priorities defined in the Latvian Smart Specialisation Strategy (hereinafter – RIS3): 1. Knowledge-intensive bioeconomy; 2. Smart materials, technologies and engineering systems. The project implementation period is 48 (forty-eight) months, and the project is planned to be implemented from 01.10.2017 to 30.12.2021.The project includes the following main actions:1. L’objectif de ce projet est de moderniser l’infrastructure de recherche en bioéconomie de l’Institut national letton de chimie du bois (LVK’I), de renforcer la capacité institutionnelle et la concentration des ressources de recherche de la LVK’I dans le cadre du RIS3. LCCI prévoit de mettre en œuvre un projet non économique dont la partie non économique moyenne pondérée du projet est de NPD% > 80 % et les investissements réalisés dans le cadre du projet sont destinés à être utilisés dans les activités de base non économiques de LCCI. Le coût total du projet s’élève à 3 898 328,86 EUR. Le total des coûts éligibles s’élève à 3704’729, dont 95 % sont des financements publics de 3519’492,55 EUR (y compris le financement du Fonds européen de développement régional (FEDER) — 2 991 568,67 EUR et le cofinancement du budget de l’État — 527 923,88 EUR), tandis que le financement propre de LCCI pour le projet s’élève à 5 % du total des coûts éligibles, soit 185 236,45 EUR. Les coûts inéligibles du projet s’élèvent à 193 599,86 EUR, qui seront couverts par les fonds propres de LVK’I. Selon la classification FOS (Revised Field of Science and Technology) de l’OCDE, le projet sera mis en œuvre dans les domaines des sciences naturelles — sciences chimiques, biologie et sciences de la Terre et de l’environnement. La mise en œuvre du projet contribuera principalement à la mise en œuvre des orientations suivantes de la transformation économique et des priorités de croissance définies dans la stratégie de spécialisation intelligente de la Lettonie (ci-après dénommée "SIF3): 1. Ziel des Projekts ist die Modernisierung der Bioökonomie-Forschungsinfrastruktur am lettischen Staatlichen Institut für Holzchemie (LVK-I), um die institutionelle Kapazität und Konzentration der Forschungsressourcen von LVK-I im Rahmen von RIS3 zu stärken. LCCI plant, ein nichtwirtschaftliches Projekt durchzuführen, dessen gewichteter durchschnittlicher nichtwirtschaftlicher Teil des Projekts NPD% > 80 % und die in das Projekt getätigten Investitionen in die nichtwirtschaftlichen Kerntätigkeiten der LCCI verwendet werden sollen. Die Gesamtkosten des Projekts belaufen sich auf 3 898 328,86 EUR. Die förderfähigen Gesamtkosten belaufen sich auf insgesamt 3704‚729 EUR, wovon 95 % öffentliche Mittel in Höhe von 3 519 492,55 EUR (einschließlich der Mittel des Europäischen Fonds für regionale Entwicklung (EFRE) – 2 991‘568,67 EUR und die Kofinanzierung des Staatshaushalts – 5 279 323,88 EUR) sind, während die LCCI-Eigenmittel für das Projekt 5 % der förderfähigen Gesamtkosten bzw. 185 236,45 EUR betragen. Die nicht förderfähigen Kosten des Projekts betragen 193 599,86 EUR, die aus den Eigenmitteln von LVKREAI gedeckt werden. Nach der FOS-Klassifikation der OECD (Revised Field of Science and Technology) wird das Projekt in den Naturwissenschaften – Chemische Wissenschaft, Biologie und Erd- und Umweltwissenschaften – umgesetzt. Die Durchführung des Projekts wird vor allem zur Umsetzung der folgenden Richtungen für den wirtschaftlichen Wandel und die Wachstumsprioritäten beitragen, die in der Strategie für intelligente Spezialisierung Lettlands (im Folgenden RIS3) festgelegt sind: 1. Eine wissensintensive Bioökonomie; 2. Intelligente Materialien, Technologien und Engineering-Systeme. Die Laufzeit des Projekts beträgt 48 (achtundvierzig) Monate und das Projekt soll vom 01.10.2017 bis zum 30.12.2021 durchgeführt werden.Das Projekt sieht folgende Hauptaktivitäten vor: Projektmanagement und Publizität;2. Het doel van het project is de modernisering van de onderzoeksinfrastructuur voor bio-economie bij het Letse staatsinstituut voor houtchemie (LVK-I), ter versterking van de institutionele capaciteit en de concentratie van onderzoeksmiddelen van LVK-I in het kader van RIS3. LCCI is van plan een niet-economisch project uit te voeren waarvan het gewogen gemiddelde niet-economische deel van het project NPD% > 80 % bedraagt en de investeringen in het project bedoeld zijn om te worden gebruikt in de niet-economische kernactiviteiten van LCCI. De totale kosten van het project bedragen 3 898 328,86 EUR. De totale subsidiabele kosten bedragen 3704„729 EUR, waarvan 95 % overheidsfinanciering van 3519”492,55 EUR (met inbegrip van de financiering van het Europees Fonds voor Regionale Ontwikkeling (EFRO) — 2 991 568,67 EUR en de medefinanciering uit de staatsbegroting — 527 923,88 EUR), terwijl de eigen financiering van LCCI voor het project 5 % van de totale subsidiabele kosten of 185 236,45 EUR bedraagt. De niet-subsidiabele kosten van het project bedragen 193 599,86 EUR, die door de eigen middelen van LVKźI zullen worden gedekt. Volgens de FOS-classificatie van de OESO (Revised Field of Science and Technology) zal het project worden uitgevoerd op het gebied van de natuurwetenschappen — Chemische wetenschap, biologie en aard- en milieuwetenschappen. De uitvoering van het project zal voornamelijk bijdragen tot de uitvoering van de volgende richtingen van economische transformatie en groeiprioriteiten die in de strategie voor slimme specialisatie (hierna „RIS3)” van Letland zijn vastgesteld: 1. L'obiettivo del progetto è modernizzare l'infrastruttura di ricerca della bioeconomia presso l'Istituto di chimica del legno lettone (LVK) per rafforzare la capacità istituzionale e la concentrazione delle risorse di ricerca di LVK‑I nel quadro delle RIS3. LCCI prevede di attuare un progetto non economico la cui parte non economica media ponderata del progetto è NPD% > 80 % e gli investimenti effettuati nel progetto sono destinati ad essere utilizzati nelle attività fondamentali non economiche della LCCI. Il costo totale del progetto è di 3 898 328,86 EUR. I costi totali ammissibili ammontano a 37 047 729 EUR, di cui il 95 % è un finanziamento pubblico di 3519'492,55 EUR (incluso il finanziamento del Fondo europeo di sviluppo regionale (FESR) — EUR 2 991'568,67 e il cofinanziamento del bilancio dello Stato — 527 923,88 EUR), mentre i fondi propri della LCCI per il progetto ammontano al 5 % del totale dei costi ammissibili o 185 236,45 EUR. I costi non ammissibili del progetto ammontano a 193 599,86 EUR, che saranno coperti da fondi propri di LVK. El objetivo del proyecto es modernizar la infraestructura de investigación sobre bioeconomía en el Instituto Estatal de Química de la Madera de Letonia (LVKI), a fin de reforzar la capacidad institucional y la concentración de los recursos de investigación de la LVKI en el marco de la RIS3. LCCI tiene previsto ejecutar un proyecto no económico cuya media ponderada de la parte no económica del proyecto sea superior al 80 % y que las inversiones realizadas en el proyecto se utilicen en las actividades básicas no económicas de LCCI. El coste total del proyecto es de 3898‘328,86 EUR. Los costes subvencionables totales ascienden a 3704’729, de los cuales el 95 % es una financiación pública de 3519‘492,55 EUR (incluida la financiación del Fondo Europeo de Desarrollo Regional (FEDER) — 2.991’568,67 EUR y la cofinanciación del presupuesto estatal — 5 279 233,88 EUR), mientras que la financiación propia de LCCI para el proyecto asciende al 5 % de los costes subvencionables totales o 185 236,45 EUR.
